A Strange Stoiy.
We find the following very singular story in the Humbohlt 7W«, of the l«t instr Oa Tuesday. ex-Shcriff Lothian fbnnd a man in the brush, near his place, acrrtss Mad river,; who seemed to be deranged, Hud Was also near ly starved. He brought him iu towu and left him at the American, where he was properly cared for. but remained out of his head and seemed to imagine some one iu pursuit of him j for the purpose of murdering him, and frequent-; ly requested that tie might be k.lled. He was removed to Eureka on Wednesday, and bas ap- j parently recovered entirely from his lunacy,! and is now as rational, we are inlorimd, as any other sane person. Here is the man’s story j which he has told since his recovery: _ j He gives his real name to be Whipple, but %ays be has assumed that of Thomas Thayer, and signe“d his name to a compact with others , of the gang that subsequently attacked the Camptonville stage. He says that when he | learned what the leaders proposed to uo, he lett them and went to Sau Francisco and took a Vessel for this Bay. On arriving at Eureka be went to work in one of the mills, and while there he heard some of the hands reading aliout the Camptonville affair, and Ik came frightened and left; and also says that he attempted to take a horse from a certain gentleman in Eurikain •order to get away with. This is about all he knows, excepting that he went through brush and fell over logs, etc., but cannot tell how he got where he was found bv Mr. Loth an. wlr.cb, by the way he must have gone round the Bay, roust be near twenty m.les. lie says while be was so deranged, lie thought that Webster, the ringleader of the gang reierr* d to. was in pur suit of him. a id says also that the matter of that attempted robbery had so preyed oil his mind that lie was in p Tibet torment, and felt. a relief in d'sclosing the part he hail taken in it. He has told this story to Several, and. in regard to the attempt to take the horse, is corroborated by the owner, who states that no the night given, some one came to the stable door, and the horse got frightened, and he being aroused thereby, called out to know who was there, but recelvi d no answer. We give the story as we get it from several reliable persons who have conversed with him since his recovery. The Panama Massacre. — The Government •till holds Mr. Corwine's report on the Pannma massacre under advisement. It is a question involving a gri at deal of difficulty, blit it need not be apprehend* d that the Government will resort to the extreme measure of taking posses sion of the Isthmus, either in punishment tor the past outrage or for the prevention of others in the future, Mr. Convine has plainly demon strated the massacre to have been premed tatod, and that the Government of New Grenada showed no deposition and manifested no power to control the populace, and that it has incurred a heavy responsibility. Justice would seem to require that at least the murderers should be givert tip to be tried by a commissioner to lie appointed by our Government. This is the on ly mode in wh’cli th M ir punishment can lx* se cured, or the least restraint impos<d upon the mongrel population in their intercourse with foreigners crossing the Isthmus. Our treaty with New Granada imposes upon that Govern ment some onerous obligations. Without ad ding to its revenues the transportation of the mails and passengers imposes upon the Govern ment a In-avy charge for police purposes. The business thus es'ablished on the Isthmus should certainly contribute something to defray the cost of its protection. This is a camk omvum*, and the extraordinary expand’lures growing out of the business thus built up, should be provided for in a liberal spVt by the foreign Govern ments most interested in it. Russia.- Letters from Moscow state that the Czar has signalized his coronation by making public a most important ukase, which lays the foundation for great reforms. The following points are contained in it: “A civic and military m< dal for all who took part, directly or indirectly, in the war. Freedom from military sorv ee for four years throughout the ontp'rc. A most equitable assessment of the poll-lax. The Emperor accords an amnesty to the polit’eal <>ttend< rs of ISTzti and 18.'! 1.
