Boundary Line between California and Utah. The following is a copy of a letter addressed by Judge Drummond, of Utah, to our Repre sentatives in Congress, in relation to the boun dary Hue between Utah and California: Oakland, Cal., Nov. 18, A. Herbert, Members of Con gress from the State of California: Gents: —Allow me to suggest to you, as the Representatives of the State of California, and through you to the proper Committees iu each branch of the American Congress, the dire ne cessity of ascertaining the true boundary Hue between the State of California and the Terri tory of Utah. It is contended in good faith by a large and respectable portion of the citizens of Carson Valley, that they are citizens and res idents of the State of California, while on the other hand it is contended by the Mormons that the whole of Carson Valley isiu Utah Territory. Iudeed, while I was in Carson \ alley, holding the July term of my Court, I was induced to be lieve that the whole of Carson \ alley was in Utah; and in view of that state of the case I exercised Federal jurisdiction over what I now believe to be a portion of California. An im portant case has been taken to the Supreme Court of Utah Territory, and it is to be argued at our next January term, wherein it is exceed ingly doubtful whether the parties to the suit and the property in controversy are not all lo cated in the county of El Dorado, California.— Therefore in view of justice being done alike to each—California and Utah—the boundary line should be dote, mined at this time. A bitter feeling pervades the minds of the people in that Valley who are not Mormons, on the ground of the collector of revenue in Carson county, col lecting taxes from the body of the whole Valley for the benefit of Utah. At this time 1 deem it useless to go into de tailed reasons why the boundary line should be determined soon, and it is sufficient for me to say that open rebellion now exists iu that region to the laws of Utah, which the Gentiles deem unjust and oppressive, 'and for me or any other Judge to go there a distance of fifteen hundred miles at a cost of twenty thousand dollars to the Federal Government, with all the dangers and privations of life in our travels, iu a bar barous and savage country, and then by an act ■of the Utah Legi.-lature hold Court in El Dorado county, California, (if such is the fact.) is a mat ter wholly and entirely unwarranted in law or usage. Allow me, gentlemen, in a spirit of kindness to call your attention to those facts and circum stances. not with a view of fault liuding. but that sheer justice may speedily be done. H, 1856. f The government of tie; undersigned, Minister resident of Peru, has learned, to its great sur prise, the recognition by His Excellency, the President of the United States, of the govern ment which Mr. Win. Walker, a citizen of the same Stales, lias attempted to impose upon Nic aragua. The government of Peru can only see in the invasion of that reoublic by hundreds of Anglo- Americans a repetition of the expeditions which, el iring the last few years, started from the Uni ted States, in open violation of tiie laws of the country and in spite of the vigilance of the fed eral authorities, with the object to offer violence to foreign territories in the name of civilization and liberty, profaned by such acts. Hut. at present, the recognition, on the part >>f the United States, of the pseudo government ul Nicaragua, of the authority usurped by Mr. Win. Walker, by aid of the expedition which he organist,-d in the Union, and led against that l> ople, (whose resistance has not been conquer ed either by the terrorism of the scafibld, or by tile confiscations of estates, organized as a sys tem of subjugation,) causes the government of Peru lo look upon the occurrences of which tieutral America is the theatre, as the com mencement uf a war of aggression against the nationality of all the Spanish American repub re". This recognition, even without the other recent official acts of the Minister of the United States, in Nicaragua, is in fact equivalent to a formal declaration in favor of the political ideas which, in the United Slates, originate those ex 51 ditions. and attack", in their very basis, those principles without which there would not be peaceful and harmonious relations amongst (Jhrisiian nations. Under such circumstances, the government of Pent has charged the undersigned to protest in its name as he now protests, against the recog nition by the North American Union, of the {ire tended government of Nicaragua, and against ail the consequences with which this act may be attended, to the prejudice of the Central Aim r icau republics, and of those which in former times constituted parts of the Spanish monar chy, and in particular of that of l’eru, which by this same act, must for the future regard as menaced the sacred rights of its sovereignty and independence. The undersigned, in addressing this protest to the Secretary of State of the United Slates, lias the honor to renew to him the assurance of his most distinguished consideration. T. I. I>E OSMA. Taxation of Ditches.— We recollect reading ! a very able communication to the Bulletin, some time ago, on tho propriety of exempting ditches from taxation for live years. We had intended to notice the subject before, as it is one of great importance to the mining community. The great wealth of this State is centered in | the mines, and the great wealth of the mines cannot be fully developed without water. The writer to the bulletin seems to think that many would be encouraged to invest their money in ditch'property were it to tie exempt from taxa- ; tion for five years. We cannot see the justice of his assumptions. There is 110 kind of invest meat in California that has paid so liberal an interest as ditch stock, and the immense per centum derived from the amount invested in ditch property, we should think would lie suffi cient 'encouragement to capitalists without de priving the Slate of a large revenue, by exetnp- i ting ditches from taxation for five years. Screen Death. —About ten o’clock, on Sa- 1 turilay evening, November 15th, Mr. Frank Nicholson, a miner living on the north branch of Webber creek, near Newtown, while quietly : sitting by the stove in a neighbor's cabin, smo king a pipe and conversing with two friend", ' suddenly fell from bis chair and almost imme diately expired.
