Opening of the British Parliament-The
Queen's Speech.
A London telegram, of Wednesday last, received
per cable, says :
The Imperial Parliament was opened tc-day.
The Queen was not present. The Royal Commis?

Sootlnnd and Ireland, and other important mea?
sures of a domestio nature.
In tho House of Communs, Lord Stanley made
.omo explanations in connection w,tn recent
events on the oontinent. He said England had
been invited to join a general European Conler
anoe, but had refused to do so unless a distinct
plan of action was first proposed. Lord Stanley
thought that participation m such a Congress
would only add to the responsibilities of England
without doing any soocL Nearly all the members
who Bpoke took occasion to condemn the recent
action of France in sending a militarv expedition
to Italy.

SAVANNAH. November 21.-Corros-Our last weekly

There was not much done on Friday, and prices re?
mained at tor mer quotations. Saturday morning opened
heavy, v. 1th a de. linirg tendency and a moderate de?
mand. The untavorab:e advices from Liverpool and
Kew York caused thia market to close duh at a decline ol
On Monday the market opened steady, with an active
demand. Buyers and sellers agreed more generally in | j
their views, resulting in sales of over 2300 bales. Ad?
vices from liverpool caused a better feeling on tho part
of tacto. 6, many of whom held off, expecUng bett- r
prices lor the next day. The market closed fism with an
advancing tendency.
The market opened on Tuesday with a fair demand.
Holders were ?rm, but in tho tbsenceof advices from
Liverpool buyers ware disposed to act with caution.
Sales were sot heavy, and prices were sustained with a
sag ht advance.
On Wednesday tho market was quiet and steady, with
a Lmited inquiry ur j tmuU sales. Later in the day un- \
favorable advice were received irom Liverpool, which \
had a depressing effect on eui- market, and lac tor s were \
disposed to allow a slight conccs-lon.
The marget to-day was quiet, with a comparatively
right demand and a weakeDing tendency in prices, sale's
ware effected to the amount crab ut one thousand balts,
elostm: on the basis ot 16 a ic L?c for Middlings. Some
lota wera sold at lower figures, but factors wore not gene?

The loan market is ialrly active at 7 per cent. There

Boston Market.
BOSTON. November 20.-COITEX-The market for Cof?
fee remains the same, the sales having been confined to
.rn;:ll lots AB wanted by the trade. We quote sales of
Singapore Java at 20c. gold; Java at 25 a 25,^', wold; Rio
at 33 a 25c, currency; and St. Domingo at 16};c, gold,
and 22Xe ^ ft, currency, for Cai e.
Cori ON-The market for this article was quite dull and
declining early in thc week, but tor some days past a
armer leeling bes prevailed. Tho sales have been mo?
derate, and we quote Ordinary and Good Ordinary at 15
a 17c; Low Mldduug at 1 ' a 18c; and Middling at 18 a 19c
?1 ft, including Upland", and Gulf. Stocks are small,
and the market closes quite Arm.
DOMESTICS-There is a better feeling for Cotton and
Woollen Good?, but no improvement to notice in prices,
although tho downward tendency bas been checked.
Standard labrics have been sold to a fair extent at about
tho previous prices.
GUNNY BAGS-Thore has been a better demand tor
Gunny Bags, with sr'es oi 800 bales at 13 a 19c, curren?
cy, tho latter price for heavy Rags, averaging 440 lbs.

GUNNY CLOTH-There ia considerable speculative in?
quiry, with sates of 1000 bales at 7j,'c, gold, inboud, and

HAY-The sales 01 Eastern and Northern htve been at
$20 a J7 $ ton, as j quality. Prime quality is scarce.
NAVAL STORES-The market has been very dull the
past wei k for aU kinds of naval stores, aud transactions
nave been quite limited. Smalt ota of spirits turpentine
have been sold at 58 a 59c per gal. In tar tho aales have
been small at $3 a 4 per bbl, iucluding small and large.
Rosin la duh and tending downward, and pitch ia very
quiet and sales confined to small lots. A small lot bf
common rosin sold at $3 75 per bbl.
BICE-There have been sales of 120 casks Carolina at
9X a 10c, as to quality, aud several small lots of Rangoon
at 8J?c per lb.

Da any case embraced within tho first sub-division ol
Paragraph I of said Order, the rate of taxation fixed by
Law, and prevailing at the timo the trantactior. was made
ind tcmpltted, or thc properly, or the right, vat parted
with, which is the subject of taxaUon, shad constitute
the basia for correcting s ch excessive taxation ; and
upon being conformed thereto, such tax shall be valid
iud binding-it being the design of that part of said
Paragraph 1 to protect persons making business opera
dons from unioroseen imposition ot taxes in oxcoss
it the rates prevailing when such operations were con
jumma ted.
In any cases arising under thu second sub-division of
Paragraph I. of said Order, tho rate of taxation imposed
DU the property or person of a resident of the State shall
be the basis for correcting such tax as affecting the prop?
erty or person of a non-residont; and upon being cou
formed thereto, such tax shall be valid and binding.
In all cases where the collection of any tex is suspend
sd under the first or second subdivisions of Paragraph
