ABESST OF ESCAPED PEISO?TBSS.-The vigi?
lant detectives yesterday succeeded in tracing
up two of the colored prisoners, Thos. Saspor
tas and Daniel Middleton, who escaped on the
general jail delivery which occurred some
months since. They were rearrested and com?
mitted to jail, though not without some diffi?
culty, as Middleton resisted the officers. These
! fellows have been skulking about the city for
some time.
EVERY Doa HAS HIS DAT.-The records of
the Guardhouse show a number of complaints
entered by different persons against sundry
savage dogs that had attacked them in their
daily walks abroad. On Saturday two of these
ferocious canines were captured and brought
to the Guardhouse. After hearing the charges
preferred, the Mayor issued the laconic order,
"Let the doge be killed." This sentence was
carried into effect yesterday morning. One of
the dogs died without a murmur, but the
other, having some suspicion of his impend?
ing doom, broke from tho yard and rushed to
the iron gate at the main entrance. He suc?
ceeded in forcing his head through the bars,
but while in this osltion was dispatched by
the policemen's duns, though not without con?
siderable remonstrance on his part. This dog
had bitten a little girl severely in Broad-street
a few days previous.
THE CATERPILLAR.-Accounts from the sea
island s are very conflicting. lu some sections
the fields are _ represented as being covered
with caterpillars, while others have been alto?
ge th er exempt. Tho planters on Edisto, John,
Wadmal aw and James Islands j report that the
caterpillar is very prevalent; but the sea islands
lower down the coast are said to be free from
the insect plague. North of Charleston, in
Chrirt Church Parish, and along the coast the
caterpillar cry baa not yet been raised, though
.ibero are few plantations without occasional
specimens. Notwithstanding the presence of
tho T.-orm, no very serious damage is yet re?
ported, and it is to be hoped that the accounts
have been exaggerated. The oldest planters
do not remember the recurrence of a caterpil?
lar plague two years in succession. But this
season they have appeared folly ten days ear
lier than last jesr, and have so much longer
time in which to gobble the growing crop.
. ATTEMPT TO BBXAS JAIL.-On last Thursday,
about dusk, a determined attempt was made
by several prisoners confined in the secoad
story of the jail tower to break out. The move?
ment was beaded by a colored man whose term
of confinement would have expired ia a few
days. He had by some moans procured a case
knife, and succeeded in sawing the bolt of his
cell asunder. The same kind service waa re n
dered to the other prisoners confined on the
same floor, and-they-wore at work on the binge
of die door that leads into the rotunda when
they wnre discovered and their attempt frus?
trated. *- It was their ioteutioa to have effected
their escape, before ll o'clock, whan tho night
watch was set. They-also designed a general
jail delivery, and, if necessary, to kill.the jailor
Bud'hm assistants. The prompt measures
taken by Mr., East orb j prevented any further
outbreak, and tte prisoners were more secure?
ly coffined than bofore. j

oners are by far the moat troublesome, and

And thus they keep up singing thia, ditty,
until they, too, pass oat of hearing. -These
Criqa awake you early in the morning, and are:
kept up at intervals through the day. The

me who hears these savage yells for the first
-true, ie ia somewhat alarming. Through bot
ian and cold rain these, "freedmen" plod their
weary way, while starvation and want stares
them ia tie face. Bot'work they must, for the
Hands that "set them free'' neither feed nor
ck?toe them, and with the grim giant poverty
they are waging a fleroe nod, in manv oases,
an unsuccessful warfare.
THE FASHIONS.-We continuo to give our
lady roadera the latest wrinkles in the matter
of dress. The following is the List Fashion
bulletin from New York :
A very decided change-ba? token place of
late io the contour winch it ia necessary that a
lady of fashion should present. But a short
time since dresses designed for both in door
and out door purposes were worn almost, if cot
altogether, plain upon tua hips-scarce a told
or gather being allowed. No iv the panier - the
approach of which across the Atlantic had been
heralded forth by fashion writers noni Paris -
has been inaugurated, and is now no uncom?
mon sight. The rapidity with which a aew
style becomes "all the rage" will probably
cause this novel fixture to be a sine qua non
in the adjustment of a lady's dress ere the
lapse of a musu longer time. Not so novel
a fixture either, is the said pinier. Many
who have not attained the age of Methuse?
lah, nor indeed ever expeot to, remember
with distinctness the " Bustle " of former
days; and the panier is really a revival ot
that gone-by appendage. With the ten-lency
to extremes so observable in th? chantres
of fashion, it is now the feminine ambition
to appear large lust where lately every art was
made use of to look sm.IL In additiou to thc
pannier overskirts are frequently made to puff
ss much as possible, and of these the diffjrent
varieties of shapes are altogether indescribable
aud almosi endless, Some have the appear?
ance of rouuded aprons in front aid behind,
squaring ff into a j acket, the Whole complet?
ed with ends. The skirt of the dress has fre?
quently the exact samblance of a petticoat, as
the material is entirely d.fieront, aud generally
o\ a much lighter oolofed material. Over this,
and evidently with the intent that thc differ?
ence shall be marked, an upper skirt is worn.
This is ofteo looped all the way round, while
over tho back the long-bowed ends of a Marie
Antoinette fichu fal's. worn low over the bod
dice. The general .'enjth. ot au out-door dress
is about throe inches from the ground, and %
very favorite trimming for the pottom of the
skirts are frills, from one to an indefinite num?
ber, according to the taste of the wearer. As
regards in-door dresses, the trams are aot
Suite so long as formerly, and at the same time
ley are fuller behind. Sleeves remain much
the Mme, and this can also be asserted of an
approach to celestial oreatlons of nothing as
anything can possibly be. Jet, which bas been
so much in vogue, bas quito disappeared.

The charges in Charleston are : For inspec?
tion and classification of spirits turp?n tine, per
barrel, sixteen cents; for gonging, ten
cents. Total, twenty-six cents per barrel.
Inspection and classification of rosin;
fifteen cents per barrel. There ' ia no rate
for inspection and classification of crude-the
inspector being the purchaser of all shipped to
this market, and, therefore, does not charge
for his services.
The oharges in Wilmington. N. G., are : For
inspection and classification of spirits turpen?
tine, five cents per barrel; g naging fire cents.
Total, ten cents per barrel. Inspection and
classification of rosin, nine cents per barrel;
inspection and classification of crude, three
cents per barrel. We therefore observe a
difference in favor of Wdmington market of j
sixteen cents per barrel on spirits, and six cents
per barrel on rosin. This, together with the
prices in Wilmington, which are always in ad?
vance of Charleston, ia tending io draw all
spirits and rosin made on the line of]
the Northeastern Railroad to Wilming?
ton, and we think an earnest effort
should be made to retaia it for Charleston.
There .are par ties along the line of the above
mentioned road shipping to Wilmington, where
they obtain better prices and less expenses
than by shipping to Charleston, and others
are determined to do so unless some?
thing ia done to relieve them from
the high rates charged by th id inspec?
tion monopoly of Charleston. The vast pine
barren of South Carolina is ah important item
to the commercial prosperity and interest of j
Charleston, and every facility should be ex?
tended te induce parties to develop its re
souraes. There are many who are deterred
from entering into the naval store business on
account of the dullness of the Caorleston mar?
ket, and the exorbitant ratea charged for in
epection.
We will admit that a nmnbar of distillera
seeking relief reside aloag the Une of the South
Carolina Railroad, and they will be compelled |
to g ivo Charleston their produce. But whilo
the receipts over this road for 1867 was only
eleven thousand nine hundred and twelve (11,
912) b?rrela, the receipts for the same period
over the Northeastern Railroad was thirty-four
thousand and seventy-two (S4.G72) barrels. (See
official reporta of thia company.) Hore than
three times the amount of the South Carolina
Railroad. We caunurf^ believe that the mer?
chants and business men, who have the inter
eats of Charleston .at heart, will suffer this
branch of commerce to be drawn away from

subject has been presented to the City Coun?
cil, and we hope that it will receive speedy at?
tention. Charleston, should not be behind
Wilmington in- commercial liberality. Our
naval store trade should be encouraged by low
