the Savannah and Charleston Railroad,
from-' the present terminas, at Coosaw

with profound satisfaction, especially by
those who, like ourselves, were the strenu?
ous advocates of the legislative aotion
which, without sacrificing the interests of
the State or of any class of persons, has
given a value to securities wino h. otherwise
would have beeb worthless, and' has made
certain the early completion of a most
important link in tho chain of Southern
travel., . ,,; (l

ing the Savannah and Charleston Railroad
Company to rebuild their road, the affairs
of the company were in a oritioal condition.

teed by the State, and the reorganization of
the company with the old eeoond mortgage
bonds converged into stock, had been effec?
ted, and the new management had suc?
ceeded, in tho face of many'difficulties,
in opening the Toad for traffic to Coo?
saw hat ch ie. But there were no means for
carrying on the work. The bondholders,
amply secured as they were by the State
g uar an te oj were fretful and hard to pitase,
speculative individuals, who saw a pros?
pect of profit in a thorough breaking up of
the company and ? radical reorjraniration.

sell it, or complete it, for the benefit of the
State. Doctors differed aa to the extent of
the disease and the nature of the remedy,

with injury to none, there were few who
believed fiat our efforts were likely to be
crowned with success. The whole subject
wan. thoroughly disoujued in these columns,
and af ter a long and wearisome struggle the
Legislature consented to postpone the first
.lien, which the State held on the road, to
guarantee the payment of the bonds into

row the sum of five hundred thousand dol?
lars to rebuild the road-this amount being
secured by a clean first mortgage aver the
whole of trie property of the company. .
Under the provisions of this act of the
General Assembly! th? necessary bonds
were prepared, and the company have sign?
ed contracts for the rebuilding of the road
through to Savannah by January lat, while
lt is expected that ike river will be reached"
and communication opened by that route as'
early as the 1st of October. So far, in an?
swer to those who said that-the company
wodld not be able to make arrangements
for reopening their road, and that one call
for help would be followed by another until
the State pocket and legislative patience
were alike exhausted.
Another objection was that the holdeis
of the bonds guaranteed by the State would
be injured by the depreciation of their
bonds which must follow the aotion of the
State in allowing them to be oven-id en by
anew first mortgage. Our position was
that these bonds were not seoured by any
mortgage whatever, that the statutory mort?
gage was to secure the State or guarantor,
and that the bondholders must look for pay?
ment to the State alone. This view was
sustained by the highest authorities, and
the new loan has been oreated. And what
is the result of the whole movement ? The
bonds guaranteed by the State (which were
to be made worthless) are now selling at
60 iu stead ot 40, the s to ok (the old second
mortgage) is selling at 20 instead of 5, and
the new first mortgage bonds have been
taken by the oontraotors at 80. Nor should
this rapid appreciation of value be the
oause of surprise. The road before the
war cost at least three million of dollars.
When completed to Savannah, it will have
100 miles of road well built and in good
order, worth at least two million, while the
whole bonded debt of the company will be
no more than twelve hundred and fifty thou?
sand dollars. The first mortgage bonds for
half a million are seoured by four times
that amount. The guaranteed bonds are
secured by the State. And the stockholders
have at least seven hundred and fifty
thosuand dollars in property as security
for their capital. These figures are suf?
ficient to justify our course, and to prove
that the plan adopted was that which was
best for the State, best for the bondholders
and stockholders, and best for the public at
large.
The opening of the road throughout will
encourage communication between Charles?
ton and Savannah; it will gire new life to
the districts which it traverses, and bring
aa important section ot' cou mr, imo cmt>p
and rapid communicuion with a market;
it will bring new customers to (his cit j; it
will be of vast benefit to the Northeastern
Railroad-one of the best maus ged roads
in the whole Southern country-and last of
all, it will complete a cou inuous Hue of
railroad extending from Portland, Maine,
to the waters of the Gulf.
This was something worth fighting for,
and in congratulating the company and the
public upon what has already been accom?
plished, we may be permitted to say that
we lock back with pleasure ou the assis?
tance which we have been able to give to
so important an enterprise, one which, we
firmly believe, will bs an important agent
in restoring the prosperity and developing
the resources of the State.
