After a careful inspection, they came' to the conclusion that the caterpillar on these plantations woud bu as destructive as they wore last year but for the unusually hot and dry season. The caterpillars are ot different broods, and are found in all stages. A week ago there wera very few to. be seen, but now they sro found in swarms, and are already piercing the bolls as well as eatiog the leaves. *It is teased that the yield, where the caterpillar is thicket^, win not exceed one-fifth of a fnll -crop. The regular meeting of the City Connci held last night, at which were present Mayor, Aldermen T. J. and E. W. M. Mackey, tl matter was referred to the Committee on Pa ho Buildings. ' BELLS. The bill to establish an Inspector General Lamber and Timber waa made an ordinanc Alderman E. W. M. M ac key moved to go in an election for Inspector General, which 1 afterwards withdrew to allow Alderman Voil to introduce a bill "to appraise the taxab property of the City of Charleston and for othi purposes." It was introduced, and, on' motion of Aide man f. J. Mackey, ordered to be printed. Alderman E. W. M. Mackey repeated bia mi tion to go into an election. Alderman Voigt said there was an ordinanc providing that an election could not be hel without five days* notloe having been given. Alderman E. W. M. Mack? y stated that th ordinance had nothing whatever to do with a election of this character. The ordinance was sent for, and it wsafoan that' it only provided for a notice of five day to be given for the aonual (general) election, Alderman Collins remarked that there waa great deal of agony about thia election, and b -?oped that the matter would be horned ap, a be wanted to see tbe agony over. Seo. 4. All ordinances and parts of ordi? nances, end all roles and regulations of the Fire Department repugnant to this ordinance, be and the same are hereby repealed. During Alderman Mackey'a remarks in sup? port of the bill be paid a high compliment to the efficiency of the Charleston Fire Depart? ment, stating that his reason for withdrawing the sections relative to establishing a Board of Colored Firemasters was because the presi? dents of the oolored companies desired li? the prosent white department was not only a very efficient organisation for ?ts purpose, but he recognised it as a m ?st efficient political or? ganisation-an organisation which had bid de? fiance to the oity authorities. The white de? partment, said he, was now guilty of an injus? tice to the oolored firemen in paying them as if they were slaves-paying them twenty-five cents an hour when at work. He claimed that as the wheels of their engines rolled as swiftly to a fire as those of the whites, and their arms were as muscular and folly as willing to work, they shoo ld be allowed some compensation for their labor and hardship. The title of the bill Vas changed so as to read, "A bill to declaro certain fire companies a part of the Fire Department, and to regu? late-the compensation of the same;" then read the third time, and ordered to be engrossed for ratification at the next meeting. . Alderman B. P. Wall moved to adjourn. : alderman Small hoped de resolution would be pressed. Alderman Barrow moved that Council go into a committee of the whole. Carried. The Mayor then called Alderman Cunning' ham to the chair and retired. BACK SAL ABT. Alderman Barrow then offered the following resolution: Whereas The Honorable Gilbert Pillsbury was duly elected Mayor of Charleston on the 10th day November, 1868; and, whereas, he was , prevented from entering on the duties of his said office at the time prescribed by law, to wit: on the 16th day of November, 1888; and, where-' as, the said office was withheld nntil the Sd day of May, rb69, at wbioh time he wes duly installed into the same; be it, therefore, Resolved, By the Mayor and Aldermen of charleston, in City Council assembled, that the City Treasurer-be and is herebv authorised to pay to th Honorable Gilbert Pillsbury his ar? rear of salary, as Mayor of Charleston, com? mencing on the 16th day of November. 1868, and ending on the 9th day of May, 1869, both days inclusive. Alexander, yesterday afternoon, in the law office of Messrs. Buist & Buist. Henry White, member of oolored Fire Com? pany No. 5 was near the engine house on the .night of the fire, and when the alarm of fire was given rushed around to the eugine house and found the door shut. When it was opened by Mr. Wagoner, with an axe, he went in. and noticed that thero was fire in the rear and on left side of the building. He assisted io tawing the reel out of the house. When he attempted to reel off the hose he fonnd it tied*, The rope was cut. Atter nearly every revolution of the Spool it stopped and a rope had to bo cot be? fore any more bose could be reeled off. John H. Gilbratb, colored, substantiated the statement of White. Mr. Tho?. E. Strother, hearing the alarm of Ire, went on the pavement sod noticed a light at the Htonewall Engine Boase, and went tber? sot? ww a man trying to knock the door down with an exe. When the door was opened, he went in ana noticed that the left-hand closet was oo fire. He t?en helped to bani the engine to the wall. The ree? was then brought np. He did not know anything ??out the reel being tied. Mr. i. W. Thames Was wi h Mr. Strother when h3 went to the engine house. He noticed that the reel was tied, or entangled, he con ld not say which. Tbe rope had to be out before the hose could be used Mr. Alexander, after a careful review of the testimony, gave it as bis opinion that the fire was the work of an incendiary. Richardson and Pom? pey Virgil were before the Mayor yesterday for fighting. Richardson was fined fire, and Virgil ten dollars. Mr. George W. Pemberton was the "first man" at the Stonewall engine house, on the night of the fire. Mr. Goodwyn, special agent of the Treasury Department for the districts of Virginia and North Carolina, who bas been here for several days past instructing the new Customhouse officers in their duties, will leave in a day or two. Why does not the derk or Council read the petitions and communications sent into Council? Parties have offered to rebuild the Stonewall engine house-one for $365, another for $139, and another for $575. * A Hasoio DBED.-We are informed that at the time that Mr. Jnngbluth's two sons and a boy named Meyer were straggling in the water off Sullivan's island on Sunday, a Mr. Fergu? son, who was wanting on the beach, be ard their cries and at. once ran to their aid. Seeing the peril of the boy-, he sprang into tbe water without even throwing off his clothes. Tbe battle for life was a hard one, and more than once Mr. Ferguson was in imminent danger, but he succeeded at last in saving the elder Jungbluthand Meyer. RETURNS.-From a list of income returns published in the Savannah Advertiser we glean the following tacts in relation to the wealth of Savannah: Fifty . two per sons re turn incomes of Ave thousand dollars and upwards, ranging as high as two hundred and three thousand seven hundred and' fifty dollar*. The largn majority return Incomes of a little over one thousand dollars. Printers, with one exception, are very, poor, and return no in? come at all. Doctors are also an impecunious class,^nd work day and night without accu? mulating a large fortune. RELICS OF COLONIAL TUDU.- The Augusta Chronicle says : "We were shown, yesterday, by James McAndrew, Esq., three rare old coins, which were found by a laborer whilst working in the excavation and building the tidal drains in Charleston, S. C., i rr 1856. The ?aid coins were found ina monnmonterected at the comer of Broad and Meeting streets, near St. Michael's Churob. in honor cf William Pitt, Prime Minister of England, in the reign of George the Third. These coins, although immured for upward of a century in the corner? stone of said monament, are in a fine state of preservation. One gold British coin, about the? size ot an American dollar, has on it the imajTi' and a tamp of George tne 1 mr j. on the reverse side is tbs crown, harpfjihistleand rose-date 1762. The two others are copper ooins- a cent and half cent. havint>tue image of the first George of England; on tho reverse Bide is the picture of a rose, with the initials 'Rosa Americana uiUe, dulcet-date 1722.
