An order for three thousand dollars, in fa? vor of Mr. D. T. Corbin, approved by Mayor Pillsbury, was presented for payment nt thc City Treasury yesterday. How did.it get there? At thc meeting of the City Council held on Thursday last, Alderman Cunningham of? fered n resolution that Mr. Corbin be paul three thousand dollars for his professional services. Thc Mayor put tho question, but there was so much confusion In thc civic temple thnt only live or six"Aldermen votctl. There were, however, four votes against, and two in favor of Alderman Cunningham's resolution. Thc yens and nays were called for, and then began thc exhibition of ?UI liugsgale rhetoric which ended in one Alder? man firing thrice at another Alderman with a Colt's anny revolver. The vote hy yeas and unye was not taken, the resolution was not adopted; yet Mayor Pillsbury, when "asked for information, refused to say what was its exact position. We do not discuss now whether the ser? vices of Mr. Corbin were worth Ihrec thous? and dollars, or whether the eily should pay thc fees for services rendered lo the Mayor and Aldermen ns private citizens. This lias nothing to do with thc present question, which is-whether Mayor Pillsbury hus the right to empty the City Treasury, when and how it suits him? A vote of Council would have relieved Mayor Pillsbury of till respon? sibility. This he did not wait for. Tim claimant hungered for thc loaves and ilshes, and the gentle Mayor could not, or would not, resist his honied pleading. We expect to bc robbed, and shall not be dlsappohiffct. But wc did not look for so flagrant a violation of all rules of reason, right and decency as is shown in this last freak of our eminently honorable Mayor. Well, what next? Imlu?trinl Partnerships. Thc Earl of Derby, then Lord Stanley, re? marked this other doy that co-operation was ft "good thing," nnd ho predicted "its suc "cess." 'flinn Lord Stanley, no man in England or America is more worthy of at? tention, and he praises co-operation because it is hum in natura that a mau should like to feel that he is "a gainer by any extra in "dustry he may jud forth, and that lie should "like to have some sense of proprietorship "in the shop or mill in which ho passes his "days." This is the whole question in n nutshell; hut Lord Stanley was evidently speaking not of the ordinary co-operative associations, bul of what ure called indus? trial partnerships. There are two distinct objects which the workingmen, whether commun laborers or skilled mechanics, nro iitriving to obtain. Tho one is protection, and thc other is pro? gress. The Trades Unions, in England ?it all events, give the working meu ample pro? tection ngninst arbitrary combinations on" thc part of employers, and this can bc had, and will bo had, without recourse to mea? sures of violence like those which brought down upon tho Sheffield Sawgrinders the deserved condemnation of tho public. Natu? rally and reasonably tho workingman is a lover of fair play and equal rights. Tho true workingman will not consent to holp in maiming or killing his mates because thoy refuse to belong to an association which is intended for their bcnolit. The black sheep may attempt to persuado the non-union man hy beating and wounding. The honest artisan will wait, knowing that self-interest must in time bring all the workmen who are worth having into what ls purely u protec? tive and defensive association. In England the Trades Unions hnvo grown so rapidly in numbers and importuned that a measure for their recognition ns legal incorporations will undoubtedly receive Parliamentary sanc? tion; and Lord Stanley, speaking In behalf of a conservatism which is fur from being pre? possessed in their favor, is content lo recog? nise them ns inevitable, nnd, on thc whole, a satisfactory form of popular combination. The co-Opcratlve. movement represents what may bc termed tho aggressive side of modorn labor, as opposed lo Trades Unions thc defensive side. Co-opcrntion in this country, In its simplest shnpc, hos not been strikingly successful. Tho co-operators have been able to obtain provisions, for in? stance, of full weight and good quality, ata fair market price; but tho direct profits have not been largo. Nor could any extension of the principle, In its present application, meet tho grout want of cither employers or employed. Tho employers want to induce their work?: n to take an activo and a per? sonal iniuicst in their "occupation. As lt stands, the good wor! mm does his work faithfully, and re?oives lils well-won wages. But he cnn do moro "than this. Ho can watch over and protect tho interests of lils employers' i? n hundred ways, mid this ho will not do-it is not 'easonnblo to expect it-un? less a saving or a benclittn Hie employer is a saving or a benefit to him. Tho employer understands th'13 argument, and, therefore, when co-operation for production takes tho shape of an industrial partnership, it is tole? rably certain to succeed. In langland, thc industrial iwrtnorshlp luis been tried. The experiment luis been ma.le in various branches of industry, under va? rious conditions, but nil maintaining tho es? sential principle of giving the artisan a di? rect interest in the results of his labor, mid furnishing him willi a fresh Inducement to make them productive. In some cases tho movement was made hy Hie employers; in Others it originated with thc employed; but in nil, the experiment has proved satisfac? tory enough to justify its iudolinitc exten? sion. Industrial partnerships will satisfy thc im? patient energies of the workmen of to-day. They rise steadily In the social seule and will not and shall not sink to tho level of n mero machine. They claim the privilege of | following their handiwork beyond Ibo gutes of tho factory und of becoming identified with ils progress. They claim that they and their employers aro one, and ask that they be given an association 113 inseparable ns their interests. This will not ho deuied them, and U3 years roll hy capital, thc or? ganizer, and labor, the producer, may walk side hy side In Hie smiling ways of industry and peace. Jons PI.OCO mu AX'S TALK; or Plain Advice for ? Plain People. Uy C. II. Spurgeon. New York : Sheldon & Co. A mun may win notoriety hy a happy ac? cident ; lie cannot win and keep distinction without having something better in Iiis gifts than tho capricious bounty of Fortune. Of | t his truth Spurgeon alfords an illustration ; that ho ls au English celebrity is due to his having a good deal of brain, a good deal of zeal, and a good deal of industry. Ile would make a etir anywhere. A strong man never resting prevents stagnation in a community. Desides, lie has the gifts of a popular lead? er-heartiness, humor, courago. All these qualities John Ploughman's Talk reveals. It might be named Spurgeon's opinions about people whom he and all of U3 have met. It i3 a book of friendly chat jind jovial ban? ter and aphoristic wisdom-funny, homely, good-natured-plensant to read and prolita hle to ponder. While upon this subject, we may be allowed, in justice to Mr. Spurgeon, to say that John Ploughman's Talk i3 not n specimen of the author's pulpit perform? ances, ns a sensational story recently pub? lished would seem lo ind?calo. Mr. Spur? geon is not accustomed to ring bells or slide down banisters, as n part of his public ministrations, bul preaches to us orderly and serious a congregation as can be found in England. Oftentimes homely in illustra? tion, he is uniformly earnest in the sacred desk. This volume will serve to show what he could do if he should undertake lo excite the risibles of a public audience.
