Tile Schools. Turing the year ending October 31, 1872, the sam of $118,787 was paid ont for Bchoola, i and the present deficiency for school purposes ls $300,000. This ls pay? ing, ot promising io pay, almost too much for the blessings of education. Why is not the poll-tax, which can be applied to school purposes alone, promptly and generally col? lected? , , - , r Straws t -In the Honse of Representatives notice has beea given of bills to repeal the Validat? ing act, and the bill lo authorize a settle? ment with Financial Agent Kimpton. There is no prospect that the interest OD any part of the so-called public debt will be paid this year, and there is ample leisure for ecru tin iz ing the whole issue or bonds in order that the spurious obligations may be decisively rejr*?ed. .. .. - .*'."' The Taxai. . Representatives W. H. Wallace and Meet ze j mine a: sensible and practical fight against the proposal to i evy a tax of five mills to pay the deficiencies in the appropriations of previous years. Their platform was sab-' stan Hally the same as that of THE NEWS, vic, that-every just debt must be paid, but that the people should not be called on to | pay for deficiencies an til they bare been in? formed, in detail, of the nature of those deficiencies, how they arose, and whether they represent debts for which the State is morally aa well as legally liable. The de flciancy bill, however, was passed by a vote of 63 to 43. The minority vote was cheer irjgly large, as there ara only twenty-three ? Conservatives in the House, 'There ls still plenty of work for the mi? nority' to do. They have been defeated-!* tb?'first engagement, bat they may still serve thetaxpaying public by advocating such ''amendments to the tax law as will make the payment of taxes easy to the people. It Is idle to say that it is more convenient to pay the State taxes in one lump, in January, than topsy half in Janu? ary and half in Jone. Take the case of the thousands of persons who make neither cotton nor corn, and who, nevertheless, pay their quota of taxes. Take the case of the professional men, or those who have fixed in cornea. Is it easier for these to pay the whole or the half? That is the question. En '^january all manner of bills have to be paid. It is a hard season or the year for persone of small means. And it is proposed tp crush them, by squeezing from them, within thirty days, one and a half per cent, upon- everything they possess. Divide it j out l , The State tax is for the expenses of a j year, 3?t of a month. Let it be paid in io-1 8talments, and the people. will not com- j piara. This Is done in Charleston, without I Inconvenience and unless there ls some I swindle in the back ground, the Legislature I will require the State to do it also. -O?hii ,? ? *< *B> " ? - j . Is tbe Gamo Worth the Candle ? i rae -- The report of the receipts and payments I Mttbe year ending October 31, 1872, just submitted to the General Assembly, ls in-1 stnretlve reading for the taxpayers, and suggests the inquiry whether such a govern-1 ment as that which we enjoy in Sooth Caro J) na IB werth a tithe of what it costs. .As usual the most startling item is the cliarge. for legis lat? ve expenses. Daring the year there were paid out, under this head, $041,267, and the message of Governor j l?osea Informa the public that pay certifl cat?-amounting to $320,4)00 are still out-1 Btabding. The grand total, therefore, ie $861/267, exclusive of the charges for cur- j rent and permanent printing. Before the war ( the Legislature cost $40,000 a session. The difieren ce between that sum and $861,267 reprasenta the difference between the republl-1 canlsmof 1860andthemobocracyof 1872. In the General Assembly of 187-1-72 there were j 32 senators and 124 representatives. The I length or the session was about ninety days. The pay of the members was BIX dollars al' day, and twenty cents mileage. The pay o! I ' ea?tf Beinberwas, therefore, $540. Adding! thereto mileage for three hundred miles, $60, the entire cost of each member should have I been WOOj and the entire cost of the session I for pay and mileage, should have been $93,-11 ?00/ ?wtdifference between this sum and tha $861,267, actually paid or due, repre- j Wits the arrears of- some previous session, 11 tba' cost of attaches and. the miscellaneous stealing. 'What State can beat this ? From no State, lin proportion to its means, has as much been stolen as from South Carolina. It Is proposed to examine the outstanding j pay certificates, and the Attorney-General M has been Instructed to prosecute any persons j ; whom i he may find guilty of embezzlement j j or .cf raising-money, apon the credit of the I ? State, withoct'authority of law. These JB measures, if vigorously poshed, may save a little, and the conviction of a brace of pee-1 mating officials would undoubtedly deter IG neW;WrAew from following in the footsteps of Jtheir predecessors There would be Bteai ing/br.oeunie; but by retail instead o? by B whdejaie.,, If, ia not nearly as pleasant to I llvetattthe pabHc^expense in the Penitent!-11, ary as to revei in luxury, upon public plan-1 o der, ia Columbia or Brooklyn. { Thc Judgeship of the Fifth circuit. Judge R, B. Carpenter,* who resigned bis seat on the bench as Judge of this Circuit when nominated as the candidate for Gov? ernor of the Union Reform party in 1870, was elected yesterday the Jndge of the Fifth Circuit, in the place of Jndge Melton, elected Attorney-General. The Charleston and Orangetmrg bar held the energy, the promptitude and the legal knowledge of Judge Carpenter in high esteem, and he will doubtless win golden opinions in the new field of duty to which he is assigned. Senator Sawyer's TJse of His Official Influence. We have received and take pleasure in publishing the following statement from the Hon. F. A. Sawyer: THE NSWS, of December 10th, speaks BS follows in its editorial columns: SOUTH CAROLINIANS WHO NEVER SAW-SOUTH CAROLINA.-It ls lu order now for Mr. F. A. Sawyer, candidate for re-election to the Uni- j ted States Senate, to explain how lt is that nearly all the government appointments, In Washington, which are nominally filled by South Carolinian?, are really filled by Massa? chusetts men or women who never saw South Carolina rn all their lives. "Assuming that THE NEWS ls sincere In its desire for explanation, I beg to lniorm that I Journal that I know of no 'government ap -polntments, in Washington, nominally filled 'by South Carolinians,' bnt 'really Ailed by 'Massachusetts men or women who never saw j 'Sooth Carolina In all their lives.' ''There ls no government appointment in Washington of any man or woman belonging to Massachusetts, or any other New Engend j ' State, which has been procured by me. I I have been Instrumental In securing the ap? pointment of eleven women, in the various departments at Washington, of whom nine were natives of South Carolina, and claiming no other State as their home. I doubt If any one of these nine ever saw Massachusetts. The other two were ladles resident In the City of Washington, who, previous to the war, had been for several years teachers In the South, acquiring some little property by their profes- j sion, which they spent by acting the part oi | good Samaritans In the Union hospitals, in and around Washington, during the war. Neither j of them la a native of Massachusetts, and one | ls a Scotch woman. I have also been lostru- j mental In seoarlng the appointment to clerk? ships in Washington of nine men, ol whom seven were citizens of South Carolina for a J long time before their appointments, and the otber two, though not citizens of South Caro-1 lina, received my recommendation solely be? cause prominent citizens of Sooth Carolina J requested their appointment. Where they were born I knew not, nor did I care. ''If one of the Editors of THE NEWS should make application to me to recommend a resi? dent of tbe District of Colombia, to some posl- j tlon In Washington, I shonld not hesitate to | recommend bim nnlees there were some bet? ter reason for not doing BO than the fact that he was not born in Booth Carolina.
