G., October 16, 1867: [General Orders No. 09.] OY the terms of the Act of Congress JD entitled "An Aot to pr?vido for tho more efficient government of the rebel States," passed March 2d, 1867, and of the Acts of March 23d, and July 19th, 1867, supplementary thereto, it is mado tho duty of the Commanding General of this Mili? tary District to cause a registration to bo mado of tho malo inhabitants of the Stato of South Carolina, of the age of twenty one years and upwards, and qualified by the torms of said Acts to vote, and after sucii registration is complete to order an election to bo held, at which tho registered voters of said Stato shall vote for or against a Convention, for tho purpose of establishing a Constitution and civil go? vernment for the said State, lo val to tho Union, and for delegates to said Conven? tion, and to give at least thirty days' notico of tho timo and placo at which said elec? tion Bhall bo hold; and tho said registra? tion having been completed in the State of South Carolin0. it is ordered: First. That an eloction bo hold in tho Stato of South Carolina, commencing on TUESDA", the 19th day of November, 1867, and ending on WEDNESDAY, tho 20th day of November, 1867, at which all registered votors of said Stato may voto "For a Convention," or "Against a Con? vention," and for delegates to constituto tho Convontion-in CSHO a majority of thc votes given on that question shall bo for a Convention, and in case a majority of the registered voters shall havo voted on tho question of holding such Convention. Second. It shall bu tho duty of tho Boards of Bogistration in South Carolina, commencing fourteen daye prior to tho olection heroin ordered, and giving reason? able public notico of tho time and place thereof, to revise for a period of five days .tho registration lists, and upon being satis? fied that any person not entitled thereto has beon registered, to strike the name of such person from tho hst; and suchporson shall not bo entitled to voto. The Boards of Registration shall also, during tho samo period, add to Buch registers the names of all persons who, at that time, possess tho qualifications required by said Acta-who have not already beon "regis? tered. Third. In deciding who aro to bo strick? en from or added to tho registration lists, tho Boards will bo guided by tho law of March 2d, 1867, and tho laws supplemen? tary thereto, and their attention is special? ly directed to tho Supplomen! iry Act of July 19th, 1867. Fourth. The said election will bo held in each District at such places as may here? after be designated, under tho superinten? dence ot the Boards of Registration, aa provided by law; and in accordance with instructions hereafter to bo given to said Boards, in conformity with tho Acts of Congress and as far as may bo with tho laws of South Carolina. Fifth. All judges and clerks employed in conducting said election shall, bet?re com? mencing to hold tho same, bo sworn to the faithful performance of their duties, and shall also tako and subscribo tho oath of office proscribed by law for officers of tho United States. Sixth. Tho polls di bo opened at such voting places at 8 o ck in tho forenoon and closed at 4 o'oloctc in tho afternoon of each day, and Bhall be kept open during these boura without intermission or ad? journment. SeveiUh. No membor of tho Board of Be gistration, who is a candidato for election aa a delegate to the Convention, shall servo as a judge of tho election ni any District which bo seeks to represent. EigtUh. Tho shoriff and other peace officers of each District aro required to bo prosent during tho wholo time that tho polls are kept open, and until tho election IB completed; and will be mado responsi? ble that thero shall bo no interference with Judges of elections, or other interruption of good order. If tboro should be moro than ono polling place in any District, the Sheriff of tho District is empowered and directed to make such assignments of his deputies, and othor peace officers, to the other polling places, as may, in his judg? ment, host subserve tho purposes of quiet and order; and he is further required to report these arrangements, in advance, to tho Commander of the Military Post in which Ins District is situated. Ninth. Violoncff, or throats of violence, or of discharge from employment, or other oppressive means to prevent any person from registering, or exercising his right of voting, is positively prohibited*, and any such attempts will bo reported by tho re? gistrars or judges of elections to the Post Commander, and will cause the arrest and trial of the offenders by military authority. Tenth. All bar-rooms, saloons and other placea for tho salo of liquors by retail will be closed from 6 o'clock of the even? ing of tho 18th of November until 6 o'clock of tho morning oi tho 21st of November, 1867, aud during this timo tho salo of all intoxicating liquors at or near any polling placo ia prohibited. The polico officers of cities- and towns, and the sheriffs and other peace officers of districts, will be held re? sponsible for the strict enforcement of this Erohibition, and will promptly arrest and old for trial all perseus who may trans? gress it. Eleventh. Military interference with elec? tions, "unle9B it shall bo necessary to re? pel tho armed enemies of tho United States, or to keep tho poaco at the polls," is pro? hibited by the Act of Congress approved February 25th, 1865, and no soldiers wiU bo allowed to appear at any polling place, unless as citizens of tho State, they aro qualified and aro registered as voters, and then only for tho purpose of voting; but tho Commanders of Posts will keep their troops well in hand on tho days of election, and wiU bo prepared to act promptly, if tho civil authorities aro unable to preservo tho poaco. Twelfth. Tho returns required bylaw to be made to tho Commander of the District of tho results of this eloction, will bo ren? dered by the Boards of Registration of tho Boveral registration irecincts, through tho Commanders of tho Military Districts in which their precincts are situated, and in accordance with tho dotailcd instructions hereafter to bo given.
