oalls of the crowd, he spoke as follows: J
FRIENDS AND FELLOW-CITIZENS: I am
touched with thiB voluntary expression
of your friendship, and I beg to thank
you from my heart in seeing you now,
on this oecaaiou, my personal frioudH,
among whom I have lived for twenty
years. (Applause.) During this, con?
siderable period we have been called
upon to witness great obanges in tho
whole country. Fellow-citizens, when I
first entered upf n my publie duties here,
slavery was in existence. Tho colored
man, though not a slave, was degraded.
He was not allowed to testify in courts;
he was excluded from publio convey?
ances. Now, here in tho national capi?
tal, thank God, this has ceased. Now,
mark my words. Revolutions never go
backwards, (Applause,) and, therefore,
yon are cecure in your rights. Nor will
slavery ever be revived, nor will you be
denied any of the rights which you now
enjoy. Little did I expect this when we
consider in what a short period all this
has been accomplished; and now it is my
duty to remind you that all is not yet
.done. One thing remains. The civil
rights bill must be passed, which shall
seoure to every citizen the same rights;
to every man, without any exclusion or
discrimination, (Applause,) that equality
before the law which now, for tho first
time in our history, all political parties
are openly and distinctly pledged to.
Nor do I doubt but that at au early day
the oivil rights bill will be passed. Now,
my friends, let your rights be placed un?
der the safeguards of constitutional
amendments. (Applause.) There is
something more needed than constitu?
tional law-something more, I repeat,
than constitutional law. There must be
a generous publio opinion. Now, in
awakening and invigorating this publio
opinion, you, my friends, can do mnob.
How often have I said in my publio
speeches, and iu personal intercourse,
that the colored people and the colored
oitizeus must insist upon their rightB,
(Applause,) by petitions, by speeches,
by hope. Never cast a vote for any mau
who is not trae to you; make him give
allegiance to you, and ull parties will be
anxious for your votes. And now, my
friends, please to receive theso poor
?words io acknowledgment of your kind?
ness to-night. Having lived among you
so long you know my sentiments, und
these words you hear are in my heart.
Always from the beginning bavo I striven
to serve you; always to the end shall I
strive to serve you. (Applause.) No?
thing cnn turn me away from your
thoughts; nothing can bene! me or tempt
me from your support. Now, friends
and fellow-citizens, I wish you good
night.

THE CENSUS-NOT ENOUGH GIRLS TO
ao ROUND.-It is reported that the com?
plete census returns of the United States
for 1870 give os these startling statistics
of our population: Men and boys, 19,
593,665; women and girls, 19,061,80(3.
Surplus of men and boys, 428,859. A
surplus of 428,859 mon and boys is some?
thing really startling when it is consider?
ed that Adam and Eve, one man and one
woman, is the law of the creation. But
as in the chapter of accidents there are
more fatalities among boys than girls,
and more widows than widowers, and
more old maids than old bachelors, our
surplus of men and boys is in the in?
fantile, and not in the adult population.
