amended by an Act approved March 12,1872,
an election will bo held in the several Coun?
ties o? this Stati on the THIRD WEDNES?
DAY, being the lCth day, of October, for the
following Stato, Legislative, County and
Congressional officers, to servo for the next
two and four years, as provided by the State
Constitution and Acts of Congress of the
United StateB, to wit: Governor, Lieutcnant
Governor, Attorncy-Goneral, Secretary of
Stato, State Treasurer, Comptroller-General,
Superintendent of Education. Adjutant and
Inspector-General, members of tue General
Assembly, Solicitors in tho seveial Judicial
Circuits, and for tho various County offices,
together with one member of Congram to
represent thc State at large, and Representa?
tives in tho respectivo Congressional Dis?
tricts.
At thc said election, the following amend?
ments to the Stato Constitution will ho sub?
mitted to the voters for ratilicatiou or rejec?
tion, to wit:
1st. Amendment relating to chango of
time of holding goneral elections.
Striko out all of that portion of Section ll
of Article II, following tho wordB "eighteen
hundred and seventy," occurring in tho
fourth and fifth linea, and insert the follow?
ing: "And forever thereafter, on tho first
Tuesday following the first Monday in No?
vember, in every second year, in auch manner
and at such places as the Legislature may
provide." Tho manner voting on this
amendment shall be as fud-, we: Thoae in favor
of tho amendment shall deposit a ballot with
tho following words written or printed thereon:
"Constitutional AineiK.meni- Yes." Those op?
posed to said amendment shall cast a ballot
with tho following wordB written or printed
thoreon: "Constitutional Amendment-No."
2d. Amendment relating to tho further in?
crease of tho public debt of tho State, as fol?
lows: Article XVI-"To the end that the pub?
lic debt of South Carolina may not hereafter
bo increased without tho due consideration
and fros consent of the people of the Ktato,
tho General Assembly ?B hereby forbidden to
croato any lurther debt or obligation, either
by tho loan of tho credit of the State, by gua?
rantee, endoraement or otherwise, except for
the ordinary and current business of the
State, without first submitting the question
aa to thc croation of any such new debt, gua?
rantee, endorsement, or loan of tho credit, to
tho peopio of this S'p.te, at a general election;
and unless two-thirds of the qualified voters
of this Stato voting on tho question shall be
in favor of a further debt, guarantee, en?
dorsement or loan of thia credit, none shall
bo created or made."
Tho manner of voting on thia amendment
shall bo as follows:

Thoso opposed to theamendment shall cast
a ballot, with the following wordB written or
printed thereon: "Constitutional Amendment,
Article A' VI-No "
All bar-rooms and drinking saloons shall be
closed on tho day of-election, and any person
who shall sell any intoxicating drinks on the
day of eleotion, shall be guilty of a misde?
meanor, and, on conviction thereof, shall be
lined in a sum not leja thin one hundred dol?
lars, or bo imprisoned for a period not leen
than one month, nor more than six months.
The Commisaioners and Manager*? of Elec?
tion, and each of them, are hereby required,
with strict regard to tim provisions of the
Constitution and lament the State, touching
their duty in such caae, to cause auch elec?
tion* to ho held in tho:r respective Counties
ou the day aforesaid, sud to take all neces?
sary steps for the holding of snch olect ions,
anti for tho ascertaining and determining the
persona wboahallhave beendulyclccted there?
at, according to the rules, rrinciplfa and pro?
visions prescribed by the Act and amendment
thereto, aforesaid.
