Kesolutions Whereas, Tin; city of Ocala has an outstanding indebtedness in bonds and floating scrip to the amount of $;M,00O; and Whereas, The scrip system of Ocala is a menace to the credit of the city and takes money from legitimate channels of business and invites speculation upon the credit of the city; and Whereas. Said speculation and scrip system floats the indebted ness of the city on paper that is discounted in the markets ten per cent, upon its fact; value, and at the same time bears eiht per cent, interest; and Whereas, This condition of the financial affairs of the city is pre judicial to the best interests of t he city, and is liable to depre ciate the value of t he electric htfht bonds voted by the citizens; and Whereas, The plan of issuing depreciated scrip in payment, of citv debts is unbusinesslike, and in fact is a dishonest principle in business; and Whereas, The city council has been entrusted with the affairs of the municipal rovernment to make laws and submit plans for the betterment of the govern ment; and Whereas, The city council in conjunction with the mayor, has caused ari election to be held on June 'joth, 1898, to vote on the question of issuing bonds to the amount of $24,000 bearing" six per cent, interest; and Whereas, The issuance of these bonds will put Ocala on a cash basis and stop the issuance of discounted scrip at ten per cent, and hearing eight percent, inter est; and Whereas, The city council, now assembled on June 14th, believes the issuance of these bond will put Ocala in good business form, sunt make it an inviting field for legitimate business investments; therefore be it Unsolved, That it is the sense of the council, that it should not only call the election for the issu ance of the bonds, but it now de clares this to be the best policy and an honorable plan upon which to secure to Ocala an A 1 credit in the money markets, whereby the city is listed for good investments, and at the same time establish a cash basis at home; be it further Resolved, That the citizens of Ocala are requested to co-operate with t he council in the issuance of these bonds to uphold the credit, of the city and maintain a strong financial policy by voting for bonds, not to exceed $24,000 at the special election, Monday, June :oth; and be it further Resolved, That all the newspa pers published m the city of Oc ila be requested to print these resolutions, and otherwise assist the city council in placing the city government of Ocala in a healthy financial condition.
