Chamber of Commerce.

Newton Chapman Talks to
Montville Study Club
MONTVILLE In address

Tuesday, Oct. 1, State Repre
sentative Newton Chapman of
Chardon emphasized that as
members of the Legislature,
“rural boys are a bainace
wheel.”
He explained that the Legis
lature meets every two years
during the odd number years,
and will not go back into
session until January, 1953.
They remain in session until
the duties confronting them
have been accomplished. Dur
ing the last session 1,093
bills were put up before Le
gislature.
“To establish a budget is
the primary purpose of the
Legislature,” stated Mr. Chap
man. “So much depends on
the revenue which is derived
from the Sales Tax that it is
difficult to establish how much
money is available.”
The problem of how to raise
additional money to improve
roads was partially solved by
setting rates for truck fees.
“Part of this will go to Town
ship Trustees, who never be
fore had been given any mon
ey,” he said.
Representative Chapman dis
played several copies of bills
as they are prepared to pre
sent before Legislature, to
show the Study Club Group
the procedure of submitting
a bill during session. He ex
plained that for the first time
since 1931, Ohio has been re
districted for Congressional re
presentation. “We had, in Ohio,
the largest Congressional Dis
trict in the United States, and
now have a new Congressional
District known as the 11th
Congressional District.

garding Eastern Standard Time,

he replied, “The only way we
can have Eastern Standard
Time continuously in this ar
ea, is to have the voters of
the state vote on it, and get
ting them to the polls for
this purpose would be diffi
cult, I fear.”
He told that the bill for the
Belt Conveyor Line has been
shelved, but the Legislature
is studying a method of de
livering coal through a water
pipe line.
Concluding his address, he
gave praise to the group for
the organization of the Study
Club. “If more similar groups
were formed, there would be
closer knowledge of the func
tions of the state government.”
Mr Chapman was introduced
to the group by Mrs. Max
Weitzenhof, president of the
Montville Study Club. She
gave a brief biographical
sketch of Mr. Chapman’s ca
reer.
In the near future, the
Montville Study Club is plan
ning a tour through the His
torical Museum in Burton, and
Mrs. Marie Beardsley, a mem
ber of the Geauga County His
torical Society stated that at
a recent meeting of the His
torical Society, it was plan
ned that a one-room school
house will be moved near the
Museum, completely equipped
as it was in bygone days,
“even vo the initails carved
on the desks.” It is hoped
that history classes will be
conducted in this “little white
schoolhouse.”
The meeting was held at
the home of Mrs. Pauline Han
ey, Clay street.
