F. R. Schofield
Speaks to
Teacher Group
County Superintendent Frank
R. Schofield was the speaker
at the regular meeting of the
Chardon Classroom Teachers’
Ass’n, Monday, November 10.
He was introduced by Miss
Elsie Schwindl, chairman of the
public relations committee.
Mr. Schofield’s topic was
"School Law.” He stated, as a
preface to his remarks, that
all Ohio teachers were really
employees of the state of Ohio
and that everything pertaining
to the school was done by per
mission from the state legislat
ure.
He then divided school law
into four distinct parts and
discussed each. The divisions
made were (1) regular law-
easily interpreted and followed
(2) law which gives the depart
ments the right to set up rules
and regulations, which, inciden
tally, are revised every year
or two (3) law by courts, and
(4) law determined by the
attorney-general’s opinions or
interpretations.
Under these general head
ings, Mr. Schofield discussed
the grounds upon which a tea
cher may be released, namely,
gross inefficiency or immoral
ity, and wilful and persistent
violation of reasonable board
of education regulations. Sick
leave was also mentioned. Each
teacher is allowed one and one
quarter days per month of
work, cumulative to ninety
days.
Under the heading of tea
chers’ contracts, Mr. Schofield
traced the growth of teacher
requirements from an early nine
months of Normal School and
nine years of teaching for a
"life” certificate to the present
requirements of a college de
gree with a four-year provisional
certificate, followed by twenty
four months of teaching, then
an eight-year professional cer
tificate and a required forty
months more of teaching, be
fore becoming eligible to apply
for a permanent certificate.
In conclusion, Mr. Schofield
urged all teachers to complete
requirements to meet ever
rising standards with all poss
ible rapidity.
