Schurman, AVor cesteraudDenby. They say that they are without power to bind the so-called Filipino government in any particular, and can oirly refer any results of the present negotiations to Afruinaldo Masiia, May 23. Prof. Schurman, head of the United States Philippine commis-ion, tubniittud the following written propositions to the Filipinos: "While the final decision as to tie form of government is in the hands of congress, the president, under his mili tary powers, pending the action of con gress, t-Tands ready to offer the follow ing form of government: "A governor general, to be appointed bx tho pi evident; a cabinet, to be ap pointed by the governor general; all the judges to be appointed by the presi dent; the heads of departments and judges to bo cither Americans or Fili pinos, or both; and also a general ad visory council, its members to be chosen by the people by a form of suffrage to be hereafter carefully determined upou. "The president earnestly desires that bloodshed ease and that the people of the Phiiipp.ues at an early date enjoy the largest measure of self-government compatible with peace and order.'" The United States commission pre pared the tchemo and the president cabled his approval of tho form of the document. The Filipinos made no definite proposi tion, escept for a, cessation of hostili ties until tiicy can present he question of peace to the people. Prof. Schurman told the Filipinos they had no means of gathering the people together as tho Americans control most of the ports. He also reminded them that a liberal form of government was offered them and pointed out that it was better than the conditions existing under Spanish rule. Gozaga, president of tlie Filipino com mission, replied that nothing could ho worse than brinish vale and admitted that the form of government proposed was liberal. The civilian cicmlicrs of the Filipino commission djjlined to co-operate with the other n.i i::brr of that commission, as the former considered Aguiualdo's latest denian-! to bo prei-o-terous, after Majoi Genei.il Otis' refusal of an ar mistic , referring to his wish for time GOLD Economy Efficiency Durability Being adjusted to any given gas pressure, the requi site volumes of gas and air to insure perfect combustion are easily and readily ob tained and controlled, thus securing the highest eflicien cy and greatest economy of gas consumed. The list of troubles from which Mrs. Emily S. Carson, Austerlitz, Mich., suf fered seems very long and complicated, bat it is all summed up in the word ca tarrh. Mrs. Carson, says: " I had been troubled with dyspepsia aud indigestion for a good manyyears, and became very much reduced in flesh; could not eat anything without the greatest distress af ter.vards. My food would raise, and my stomach became very bad and weak from long fasting, as I would rather not eat than to suffer with the after effects. When I did eat it caused mc the greatest distress. " I tried every known remedy adver tised for dyspepsia without the least benefit, until I got a bottle of Pe-ru-na and Man-a-lin, and I had no faith in them when 1 got them, but after using them a day or two I began to feel bet ter. In Akron there are scores of peopK who allowed their experience auci opinions of Doan's Kidney Fills to be published in our local papers early in lS9t, interviewed considerably over two years and a half afterwards, they positively assert that the benefit Re ceived has been lasting. Is not that remedy worthy of our confidence? This ia one of the cases of the many we have : Mrs. Mary Smetts, of 835 Bowery, jays: "In the summer of 1896, I told the people of Akron through cu: news papers about the great benefits I re ceived from the use of Doan's Kidney Pills. Shortly after I rrccured them at Lamparter & Co'a., drug Btore they cured me of kidney complaint and re leased me from a vast amount of suffering. During the two years and a half which have just passed the re sults have been permanent, conclu sively proving that the benefits ro ceived from Doan's Kidney Fills are not transitory."
