As to this city establishing quarantine against Mem phis, the Post and News to-day fairly rep resents public sentiment: We can not afford to go back on our humane and sensible record of last year, and there is now no reason to do so, but it would be well for some system to be adopted by which officers should be stationed at some point down the road with strict instruc tions and full authority to stop the bring in ir oi suspicious baggage into our hotels and boarding-houses and turn every case of disease which could possibly be regarded as even incipient yellow fever to tho hospital. That would be enough while the city of Memphis is not under the epidemic eloud, nor suffering from more than a dozen cases, and these not caught one from the otl.er. It would be an un necessary hardship to put the wife and children off the train outside of the city. We must keep the yellow fever out, but we must let tho healthy people come and this is not impossible it seems to us. We must not let fleeing families with bundles ot bed-clothes and other domestic rubbish into the city, but where men and women in perfect health with a change of clothes wish to come they must be permitted. Hiram Attety son of the chief ot police is dying, although his case has not as yet been reported to the board of health as yellow fever. The Chiefs residence is in the neighborhood ot the lobiu dwell ing, as is also Sum Kernan's. The re ported death of Fred Eckcrs was prema ture, he is living but lies in an extremely critical condition. The weather is warm and sultry with occasional showers. The development of new cases has given forth impetus to the exodus of citizens. Last evening this refuge was closed. Their were about a hundred refugees still stopping mere and they moved their baggage to the levee and camped for the night To-day there were over a hundred more who came up on the City of Alton left on the Kinney for Kansas. Mr. Yeatman says the closing ot the refuge was necessary by the failing funds. It was entitled Proceed in go of a Board of General Offi cers Hcspecting Major John Andre," and dated September 29, 1780. It opens with letter irom General Washington to con gress, dated from Robinson's house, in the Highlands, which recites the capture of Andre and the attempt to prevent the escape of Arnold to the enemy. Follow ing this letter is a list of the board of gen eral officers who tried Major Andre. It con sisted ol six major generals, including .La fayette and Steuben, eight brigadier gen erals, and John Lawrence, judge advocate general. . Then came the opening proceed j ings, including a letter from Major Andre to Washington, in which he says he came to treat with some persons tor important intelligence. To favor this he agreed to meet this person on grounds not within posts of either army. Day coming on, he was concealed ; "against my stipulation, my in ten i ion, ana without my knowledge beforehand, I was conducted within one of your posts.
