I look for a revised edition. I arrange Gen. Bussey for undertaking to put me in a false position before the public. Such, at least, is the result of the wording of Lis decision, whether he intended to do itor not. Ho conveys the impression that the effect of my order of April 15 was to arbitrarily raise all pensioners on the rolls at less than $4 per month (between 33,000 and 34,000) to $4 per month. On the order clearly shows to any one who reads it that the arbitrary part of it and the whole of it in fact referred to cases allowed to and after March 25 the day I took office. NOT ANXIOUS TO DISGORGE. The rerated patriots employed iii the pension bureau are in a state of nervous excitement over the report that it is theintention of the government to re cover the back pay rerated by Tanner, says thebt. Louis Republic capital cor respondence. The press associations have been sending out reports for the last few days to the efTect that there are only 20 or 21 related pensioners now employed in the pension bureau. This a mistake. There are more than fifty still employed in the pension bureau and all of them intend to hold on to their back pay. The lawyers among them ate figuring on the possi bility of the government being able to attach their pensions in future to re cover the amounts paid them as back pay under a rerating, and it is said that there are decisions on both sides. There is one very pointed precedent in favorof the government withholding the pensions. In the case where a wid ow was erroneously paid a pension from the date of her husband's discharge in stead of the date of his death, thereby receiving nearly four years' pension to which she was not entitled, it was held in 1869 by the secretary of the interior that the future pension should be with held until the government had been reimbursed for the amount thus over paid. The pensioners who are friendly' to Secretary Noble declare that his pie cedunt is sufficient to enable him to muzzle the monthly pension of every niau who has -been illegally rented Mince Tanner became commissioner. Tanner himself in very much dis gusted at the truth of affairs. He think that it is a direct slap at him and a further etlbrt on the part of Noble and llunney tu humiliate him. The corporal himself is still endeavoring to keep his mouth shut, and to a certain extent succeeds, but his friends are talking. They declare that Tanner will not now accept anything from the Harrison administration, but will re main in private life until after Alger is made Presideet, on the 4th of March, 1893, when the Corporal will again be made chief of the pension bureau. Then we put the facts as to the wheat and the fruit together, and came to the conclusion that, if good cultivation and nign manuring put sulncient vigor the wheat plant to repel the attacks of the Hessian fly and the chinch bug, copious Irrigation, clean cultivation and the liberal use of fertilizers on the an pie and pear, might be the causes which prevented the attacks of the eodling mot n and the curcuho. Eastern fruit growers have these twenty years been warninu their Cali furnia brethren that they must prepare for an invasion of the insect enemies which have devastated the orchards of the Northern and Middle States. And the fruit sent us this year from the Pa cific coast is as large, fine and smooth as it ever was, and much cheaper. Whether the insects have failed to cross the mountains, or whether the choiceness ofCalifornia fruit is due to irrigation, fertilizers and careful culti vation, 1 am not certain, but lam iiv clined to, and still hold the latter opin ion until I am better informed.
