revenues, impose the least burden upon, and
best promote and encourage the great indus
trial iuterests of the country.
Seventh. Reform of abuses iu the admin
istration, the expulsion of corrupt men from
office, the abrogation of useless offices, the
restoration of rightful authority to, and tbi
Independence of the Executive and Judicial
Departments of the Government, the subor
dination of the military to the civil power ;
to this end, that the usurpations of Congress
and the despotism of the swonl may ceae.
Eighth. Equal rights and protection for
naturulized and native born citizens at home
and abroad, the assertion of American na
tionality, which shall command tho respect
of foreigu powers and furnish an example
and encouragement to people struggling for
national iutegrily, constitutional liberty and
individual rights and the maintenance of
the rights of naturalized citizens again-t the
obsoleto doctrine of immutable allegiance,
and the claims of foreign powers to punish
them for alleged crimes committed Ix-yond

war exclusively for the maintenance of the
Government and the preserva! ion of the
Union under the Constitution, it has repeat
edly violated the most sacred pledges under
which aloue rallied that noble volunteer
army which carried our flag to victory ; in
stead of restoring the Union it has so far as
in its power dissolved it aud subjected teu
States in time of profound peace to military
despotism and negro supremacy. It has nul
lified the right ot trial oy jury, it lias abol
ished the babeus corpus, that most sacred
writ of liberty. It has overthrown the free
dom of speech. It has substituted arbitrary
seizures and arrests and military trials and
secret Star Chamber inquisitions for the con
stitutional tribunals It has disregarded in
times of peace, the right of the people to
be fne from searches and seizures. It has
entered the telegraph furies and even the
private rooms of individuals and seized their
private papers and letters without any spec
il'cation or notice of affidavit, as re-quired
by the organic laws It has convened the
Ameucan Capitol into a oasuie. ii uas es
tablished a system of spies and official espi
onage to which no constitutional monarchy
of Europe would dare now to resort. It has
abolished the right ot appeals in important
Constitutional questions to the supreme ju
dicial tribunals and threatens to curtail or
destroy its origiaal jurisdiction, which is ir
revocably tested by the Coustitutiou, while
the learned Chief Justice has been subjected
to the most atrocious calumnies merely be
cause he would not prostitute his high office
to the support of the false and partisan char
ges preferred against tho President.
Its corruption aud extravagance have ex
ceeded anything known In history, and by
its frauds and monopolies it has nearly doub
led the burden of tho debts created during
the war. It has stripped the President of his
Constitutional power of appointment, even
of his own Cabinet. Under its repeated as
saults the pillars of Uie Government are rock
ing on their base, and should it succeed in
November next, and inaugurate its Presi
dent, we will meet as a subject and canquer
ed people amid the ruins of liberty, and the
scattered fragments or the constitution.
And we do declare and resolve that ever
since the people of the Uuifed States threw
oft" all subjection to the British Crown, the
privilege and trust of suffrage have belonged
to trie several Mates aua iiave been granted,
regulated and controlled exclusively bv the
I political power of each State res;eetively
and mat any atiempi y tongrca- on any
pretext whatever, to deprive any State of
this right, or interfere with its exercises is
flagrant usurpation of power which can fiud
no warrant hi the Constitution, and if sanc
tioned by the people, will subvert our form
of Government, and can only end in a - sin
gle, centralized and consolidated Govern
ment, lu which the seperate existence of the
States will be entirely absorbed, aud an un
limited despotism be established instead of
Federal Union of equal States and that we
regard the reconstruction acts 80 called, of
Congress as usurpations aud unconstitution
al and revolutionary and void.
That our soldiers and sailors who carried
the flag of our country to victory against
most gallant and determined foe, must ever
be gratefully rememliercd, and all the guar
antees given in their favor must be faithful
ly carried into execution.
That the public lands should c distribu
ted as widely among the people, anil be ills
posed of either under the preemption
homestead lands and sold in reasonable quan
tities and to none but actual occupants
the minimum price, established by the Gov
ernment. When grants of the public lands
may be allowed necessary for the encour
agement of ImiKirtant public improvements.

Andrew Johnson, Applause, in exercising
the power of his high office in resisting the
aggressions of Congress on the constitution
al lights of the Stales and the people, is en
titled to the gratitude of the whole Ameri

ic party, we teuder him our thanks for
patriotic efforts In that regard. Great ap

Upon this platform the Democratic party
appeals to every patriot, including the con
servative element, and all who desire to sup
port the constitution and restore the Union,
forgetting all past differences of opinion,
unite with us in the present great struggle
for the lilH-rties of the eople, and to all such
