That the public lands should c distribu ted as widely among the people, anil be ills posed of either under the preemption homestead lands and sold in reasonable quan tities and to none but actual occupants the minimum price, established by the Gov ernment. When grants of the public lands may be allowed necessary for the encour agement of ImiKirtant public improvements. the proceeds of the sale of such lands not the lands themselves should be applied.
