Chairman Dingloy outlined tho program pronosed to tho full committee itoprcscntativo Turner (uctn., ua.) in quired if it was tho intention of tho Re publicans to enter upon tho general tariff legislation this session. To this Mr. Dingloy roplicd diplomatically that tho condition of tho treasury warranted tho committco in proparing for any exi gency which might unso. Representative Turner declared that tho committco did not havo tho power to formulato a bill for tho next con gress. He remarked that if rumor was to bo credited, Mr. Dingloy might better wait until tho next administration, when, as secretary of tho treasury, bo might givo advico and instruction upon tho tariff to tho next congress, which would bo called upon to logislato on it. Mr. McMillin (Tcnu.) argued that there was no presont need of increase of tariff taxes, that tho treasury now had about 1130,000,000 in addition to the gold resorvo. Ho said that oven if tho presont rato of deficiencies con. tinned it would tako moro than two years to absorb and force into circula tion this idle money. In response to tho suggestion that it would be well to incrcaso tho gold ro- sorvo Irom $100,000,000 to 1150.000,000 and thereby nbsorb or utilizo S50.000. 000 of tho gold resorvo, ho said no good could come from keeping moro monoy out oi circulation tms session, and said no ono hoped or believed that it was possible to pass any tariff bill this ses sion. Mr. Allon (Pop., Neb.) has addressed tho senate on a resolution introduced by himself last wook, declaring tho inviolability of contracts. Tho speech was largely 0 refutation of charges made by Senator Hoar in a recont address boforo tho Home Market club in Boston. Mr. Allen said that neither Kansas, Kobroska, nor any othor stato which had returned Populist electors was on that account to bo classed as revolu tionary and regardless of the sacred natnro of legal contracts and obliga tions. Ho assured eastern stockholders in western railroads that they had noth ing to fear and said western judges wero equal in justice and intelligence to those of tho cast and would hold tho balanco fairly between residents and non.rosidents, Thoy would prevent over capitalization and wild and reck, less management of corporations, but would bo impartial in tho enforcement of both tho lottor and spirit of the law. jar.
