In case the amounts appropriated in the preceding sections, for repairs on the canals, shall prove insufficient in consequence of extraordinary floods, or other cesualties,the further um of twenty thousand dollars is here by appropriated for ttut purpose, out of any moneys in the treasury, not otherwise appro priated. " Sec. . r or the purpose ot liquidating tie deficit in the appropriation made for superin tendence, repairs and damages on the Public Works, for the year eighteen hundred snd fifty-three, Ihere is hereby appropriate i the sum of forly-nine thousand eight hundred snd sev enty-one dollars and seventy-six cents, out of any money in the treasury, not otherwise ap propriated. Sec. 6. Within thirty dsys after the expi ration of each quarter of the year, it shall be the duty of the Board of Public Works to file in the office of the Auditor of State, a full and detailed statement of the amounts drawn from the treasury during the preceding quar ter, under each of the foreeoine appropriations with corresponding vouchers for the same. The statement shall specify, in detail, the several amounts paid, to whom, at what time, and on what account; and the said vouchers end statement shall be examined and compar ed, by the Auditor of State, and one or more members of the Board of Public Works, and if found to be in pursuance of law, the Au ditor of Stale shall give to the Board a certifi cate settlns forth that fact, which certificate- shall be deposited in the office of the Board of Public Works, and shall also endorse that fact upon the stntrment fo filed. The said statement shall be published id the manner pointed out in the act "Jo provide for the pu b lication of an accurate and detailed statement of the receipts and expenditures of the public revenue," passed Hatch fourteenth, eighteen hundred and fifty-three. Sec. 7. No moneys by this act appropria ted, shall be loaned with, or without interest, to any company, corporation, or individual, or be deposited with any bantj, or with any company, corporation, or individual; and any violation of, the provisions of this section, shall be deemed and adjudged 'to be an embezzlement of so much of the said moneys as shall have been so loaned or deposi ted, which is hereby claimed to be a misde meanor; and upon conviction thereof, before any court of this Slate laving competent juris diction, the officer or person so loaning, or de positing contrary to the provisions ot this sec tion, sm h officer or person shall bo held to have forfeited his office, and shall be fined in a sum equal to the amount of money embez zled.
