The people of Ohio are now commenc ing a political campaign the most momen tous and important that ever occurred in the State. In order to understand the full scope of the great issues involved in the contest, the press must not only be free, but the circulation of newspapers must be general among the people. .This factDemocrats should not forget nor lose 8irht of for one moment The Statis iiAir will labor dilligently to sustain and . defend tie principles of fbkb govjkn iixNT which it has always supported, and in order to enable Democrats to diffuse it among the people, we will receive sub scribers to our different issues for a lim ited period as follows: THE WEEKLY STATESMAN ' Will be sent to single subscribers at 15 cents per copy per month, for three or lour months, aa the parties may elect, i. e. 45 cents for three months, or 60 cents for four months. THE TRI-WEEKLT STATESMAN Will be sent to single subscribers or to Clubs for three months at 75 cents per copy; for four months at one dollar per copy. Tod Issued a Proclamation, dated the 12tb, by whieh, af ter reciting that "this State is in imminent danger of invasion by an armed force," he "to prevent the same," called "into aotlva service that portion of the Militia fence which has been organised Into companies within the counties of Hamilton, Butler, Montgomery, Clermont, Brown," Clinton, Warren, Greene, Fayette, Ross, Monroe, Washington, Morgan, Noble, Athens, Meigs, Soioto, Jackeos, Adams, Yin ton.' Hocking, Lawrence, Pickaway, Franklin, Madison, Fairfield, Clarke, Preble, Pike, Gallia Highland and Perry." The Militia thus called were required to re port, some to Gen. BoiNeioi in Cincinnati, some to Col. Niff at Camp Dennlson, some to Gen. Mason at Camp Chase, and the residue to Col. PonuM at Camp Marietta. And the Gov ernor authorised these United Statei officers BoiMibi, Niff, Mason and PonuM respec tively, organise the force reporting to then "in to battalion or ngtnunt, and appoint temporary rffictn tkerefor.", Indeed,' he authorised Gen. If that force was not likely to be suffi cient, be should have called for a sufficient number of mounted volunteers, in addition, and no man can doubt that tbey would have been forthcoming. lo this way, be might have had an effective force in the field in the shortest possible time, at a tithe of the expense that be has now Incurred, and without any serious loss to the peop'e 3. But here they were called into the State service' and Into no other. The Governor has no power. except upon a requisition by the President, to place tbe Militia in the eervioe of the United States. Nor has be attempted to do so in this instance. He baa called them Into the eervfee of tbe State, as the Militia of the State. What pretense of right, then, Is there for Gov. Too to authorise- a Federal officer to appoint officers, temporary or permanent, for thie Militia? , Ex cept certain etaff officers, tbe Governor himself has no more rower it appoint, or create, an offi cer of tbe Militia than he has to appoint or ore- ate a Queen of Great Britain; and bow can be authorise another to do that which he has no power to do himself? It will not do to talk of tbe necessity and urgency of tbe oase.; We have bad that plea (or usurpation end despot ism interposed so often of lata that Its hollow ness ie too apparent to need pointing ont, and the people are tcoronghly sick end dlegoattd with It. Everything neoessary for the defense of tbe State could have been done without any assumption of authority in contravention of tbe Constitution and the laws., Before closing this article, it is proper to eay, that nothing but the grossest mismanagement oovld have given rlf e to the necessity for this call npon the Militia, and Its consequent impo sition npon the people of Ohio, and especially those of the louthern part of It, of the losses they have Incurred. Will any one assert that it is any more the duty of the General Govern ment to defend Washington City, Maryland and Pennsylvania, by Federal troops, than It la to defend Ohio, Indiana and Illinois? And If not, why la it that these three States, which have supplied so many soldiers, and are called on to supply yet more, have not been so defend ed? Has It not been apparent from the begin ning, that they were subject to raids, like Moa- oah's; and did not common sense dictate, that tbe Federal Government should meinttln npon their borders, a force to repel such raids? The Journal Again Mistaken. Tbe statement male in the Journal about Mr. Cox sayiug that Baoooa would get fifty thousand majority would not settle tbe matter even if it were true. But it t not true; nor will the per sone referred to as authority avouch it; simply because Mr. Cox does not know and never saw tbe Iowa Editor; nor has he seen or talked with tbe jouna man of Mi.
