A 'Washington letter writer (ays it is gen erally believed that Mr. Cameron's retire ment from the Cabinet was caused mainly by declarations of prominent capitalists of want of confidence in his administra tion of the War Depaitneat. The same cause may effect the retirement of the Secre tary of the Treasury, and the appointment of James Gallatin or John A. Dix, of New York, in hia place. Frauds. It is said that in a conversation with the Bank Committee, Secretary Chase said: "I have no hesitation in declaring that a large proportion is wasted in fraud and specula tion, while another great share is expended idly by reason ot negligence and gross inat tention." This is indeed deplorable, but, we fear, too true. Theie are many who are willing to let the "Union slide," if, by so doing, their coders can be rilled. General Pillow. It was announced some time ago that General Pillow had resigned his position in the rebel army. The Memphis Appeal gives an account of his farewell to the army, which looks more like a burlesque than any thing else. The troops came together, and the ditch-digger rode silently through the ranks with uncovered head, the tears lolling down his face. "Since Washington's farewell to his army," says the chronicler, "the like has not occurred on this conti nent!" The Enemies to Fear. The enemies we have to dread are the Se cessionists in America, and the aristocracy in England. Jefferson Davis is desirous of war: Earl Derby is desirous of war; Davis is anxious to ruin the Republic in order to advance treason; Derby is anxions to ruin the Republic because Republicanism is op posed to aristocracy and feudalism. The true men in England and America are for peace, because peace advances liberty and reform in England, and the triumph of lib erty in America. General Lane to Start Soon. General James II. Lane had an interview on Friday with the President, Secretary Stanton and General McCIellan, at which all three united in authorizing him to prosecute the war with his expedition, accordiog his own principles. General McCIellan ar ranged Lane's staff, giving him seventeen officers, including several from the army the Potomac. J. Champion Vaughn, Kansas, will be first Aide-da Camp, with the rank of Colonel. The staff is equal to that of a Major-General. Lane leaves Mon dsy for Chicago. The Treasury Scheme. It is announced that the Bank Committee and Secretary Chase have come to an agreement upon the financial questions which they have been discussing for some days. The chief results are these; The general views of the Secretary relating currency and banking institutions are as sented to; the banks will receive and pay out the United States notes, and sustain their credit; the Secretary will issue de mand-notes for an amount not exceeding $50,000,000. but Congress is desired to ex tend the provisions of the existing loan so es to enable him to issue, in exchange demand notes, or in pijment to creditors, one year notes at 3 65-100 per cent, interest, and convertible into 7 30-100 three yeara' bonds, or to borrow $250,000,000 or $300,. 000,000. It is expected that this action legislation will render unnecessary making of demand notes a legal tender. One Good Result of the War. If the war produced no other result than to lay the foundations for economy in departments of the Government, and to a healthy and viperous financial sjstem for all time to come, it would prove to be a great blessing. Now is the time tea the patriotism of ail classes; now Ib time for the true statesman to forget himself and to think only of his country. If spirit is manifested in our legislation, taxes imposed will be gladly paid by tbe peo ple; the soldiers will feel that their oirn gen erous exertions are being responded toby their fellow-countrymen ; capitalists will sup ply the sinews of war; the national currency will be a circulating medium at par in every portion of the land, and our great struggle against treason will be clothed with moral attribute;, conferring dignity npon contest itself, and enduring luster upon victory which, sooner or later, must close Lloyd Garrison's "Moderation." Some journals have referred to the fact Garrison recently removing the motto from his paper, "The Constitution is a Covenant with Death and an Agreement with Hell," as a proof that he had abated in the ferocity of his sentiments. In a recent lecture New York he alluded to this and it. He said the true reason of removal of the motto was that "death hell bad seceded'' from tbe Union, which, accordingly, he now calls "glorious." does not abate one iota against the Constitu tion and the Union, with negro slavery them. "That Constitution," he said, "coald it be enforced as hitherto, would still be covenant with death,' and that Union till be an 'agreement with hell.' " He further, and says if the officers should rather than be employ ed in abolishing slavery, nd in aiding and assisting in servile rection, "they will be guilty of treason." which roice responded, "They ought be banged;" and Garrison continued, will deserve hanging. ' Tni Chicago Journal thinks that movement from Cairo and Paducah is faint, intended to prevent the rebels sending reinforcements to Bowling from Columbus. Where to Lay It On. The following basis for taxation suggested: 1. A poll-tax of one dollar opon every voter in the United States, those only to be exempt from payment who are in the service of the United States. 3 A tax of 25 per cent, npon the gross re ceipts for fermented or spirituous liquors, to be collected from wholesale dealers upon tbeir sales, and from retail dealers npoa their sales. This would have tbe effect of giving the Government nearly half the receipts of tbe entire liqnor business in the United States. This should be collected by agents appointed eppecially for the purpose, who should, require all liquor dealers to make oath to the amount of their monthly receipt", and in case any dealer sbould refuse to mane oath, they should have tbe power to tax him until be would comply with the conditions of the law. 3. The same rates of taxation sbould be levied npon tobacco, and should be collected in tbe same way. 4. Assess a tax ot one nnndreil and nttv millions upon the property in the Sta'es. Let it be apportioned upon the same valua tion which is tbe basis ot the State taxes in each State, and let each State be allowed 10 per cent, tor expenses of collecting. o. Lay a tax upon an railroads oi one- fourth of cent per mile for all passengers carried by them. There is no doubt but we shall have taxa tion encngh within a twelvemonth. And, unless the jobbers and robbers, who are now preying upon the resources of tbe nation, are hanged, the people will not bear it without wincing. New Depot for Prisoners of War. According to a description in the Cleve land Herald the new receptacle for the pris oners of war now preparing on Bull's Island, in Lake Erie, will be as little like a prison es possible, and in summer a delightful resi dence, barring tbe necessary restrictions upon peisonal liberty. The island lies within Sandusky Bay, about two miles from SanduEky, Ohio, with easy access by a ferry, It comprises about three hundred acres, with no marsh or swampy ground within its borders. Sixty acres have been leased by tbe government, and the necessary buildings will be ready for ocoupancy by the first of Fibruury. The buildings now erected com prise a storehouse, three houses for officers' quarters, a soldiers barracks each are large and roomy and a hospital building, in dimensions one hundred ftet long by twenty-four feet wide, well adapted to its purposes. To tbe east of these buildings tbe inclosure for tbe prif-ooers, of some fif teen acres, a stout plank board fence, eight fiet hipb, with sentry boxes and sentry walks; within aie eight large two-story Btiuctures, substantially built, airy and spac ious, and contia?'iog favorably with the nar row, crowded, unnenitny jail accommoda tions of the South, into which our prisoners are cast. The New Secretary of War. of to It is said that the distinguishing qualities of Mr. Stanton, the new Secretary of War, are uncommon force and decision of char acter. If full scope be given to these the war will not languish while the department is nnder his charge. All the warlike pre parations which have been made at such immense cost will be immediately made converge on their great object; the cloud war which has so long darkened the borders of the rebel States will sweep over them with all its tempests. Mr. Stanton is one those who hold that the war is to be prose cuted in earnest; that the insurgents, having renounced tbe Constitution and all rights nnder it, are no longer to be treated as under its protection, and that those who seek to shelter them by claiming for them tlft immunities which it secures to loyal citizens, are little better thin their accom plices. THE "VERY LATEST" WASHINGTON RUMORS. Fremont Stock Rapidly Going UP. MORE CHANGES TO BE MADE IN THE CABINET. The following "special" from the Wash- Ington correspondent of tbe Brooklyn Timet is decidedly the most interesting we have seen lately. It will be particularly refresh ing and comforting to the friends of the gaw lant Pathfinder. Like all Washington spe cials it is doubtless true : WASHINGTON, January 15, The retirement of Mr. Comeron from the Cbinet, instead of being offensive to the Radicals here, as every body supposed woum be the case, is quite otherwise j and it begins to leak out thai it is tbe first of a series ot changes in tbe Cabinet, to conciliate the friends of Fremont, in and out of Congress, w ho are too powerful and too active to be longer defied. Mr. Smith will retire from tbe Interior Department, and go upon the Supreme Bench. The rumors about the retirement of Mr. Welles are unfounded. It is said Mr. Smith will be succeeded by Ex Governor Hicks, of Maryland, or Mr. Etheridge, of Tennessee. Adjutant General Thomas is to be tetired, and Assistant Adjutant General w illiams promoted to bis place, ueuerai Thomas means well, but is tbe most ineffi cient of nun. Thus one after another of those who per secuted Fremont into retirement, are going down. Scott, Cameron, Blair and Thomas are forced into the back-ground. A letter from Ueneral Lyon, written just before tbe battle of Springfield, has been pro duced before the Joint Committee of Con gress, in which he directly charges his then iinpeLdinp defeat to the imbecility or indif ference of General Scott and his staff, and to red-tape bureaucracy in tbe War Depart ment. t remont is mailing a most successtui defense, and when the committee reports will be ordered to a command.
