President Taft filnally baa approved plana tor raising the wreck of the battle ship Maine which call for the completion of the work on or before tha 13th anniver sary of the destruction of the war vessel, February 15, next. Tha work la to be done according to plans made by army engineers and to be under direction of an engineer officer. Spain May Ba Represented. President Taft believes that the paramount question ta the determin ing for all time of the causa ot the ex plosion and whether the source of destruction waa from the outaida or inside the vessel and has Invited Spain to send a representative to be present at the work of exposing and removing the wreck. The disposition of the old hulk re mains to be settled. The army engi neers believe that It will be possible to float the after two-thirds of the vessel. The forward third, where the explosion wrought the greatest dam age and killed the greatest number ot the crew while they were asleep In their quarters, is believed to be too far gone even to be taken out as a whole and the wreckage will be re moved piecemeal.
