Opening prices were irregu. lar and mixed, within small fractional limits, but the undertone later became stronger, the movement In the cop pers being most conspicuous. All the active issues held the recent Rains, I'nlon Pacific, Reading and United states Steel recording net material ad vn rices for the week. Announcement by the secretary of the treasury of the government's abll ity to maintain Itself without a new issue of bonds until congress assem bles was accepted as a sign of better ment In the federal financial situation, despite the deficit of $ 1 5,9 1 0,600 for the first three months of the riscal year. The extensive preparations for Oc tober disbursements of Interest and dividend payments were reflected in the Irregular bank statement which In the table of actual conditions showed u loss In cash of $18,300.000, while deposits fell off almost $2:1,000,000 and loans were reduced by ubout $7,400, 000. In the average statement loans were increased by over $:t,700.000 and the cash loss wag only $10,400,000. Among the day's noteworthy rail load returns was that of the Pennsyl vania road, whose directly operated lines showed a decrease in net earn ings for August of $3,00, while operating expenses on the same sys tem from January 1 to August 31, In creased by over $10,000,000.
