The American league baseball owners today refused to ratify the revised National agree ment, dnd referred it. as u whole, to President B. H. Johnson for revision. No djite was set for his report on it. '.Numerous objections were offered to the agreement but the most popu lar rlause seemed to be the one re lating to inter-leasue waivers .on drafted and purchased major league players. It provides that neither u drafted nor purchased player shal, be rent to a minor leuuue club until all the clubs in both leagues Hlmll have had an opportunity to waive on him. Drafted players must be delivered Im mediately. But in the cane of purchased player the clause provides that "the waiver clause of a purchased player shall be fixed by neKotiutiomi by the interested putties and in ruse op their inability to agree, by the commission whose de c'Btori shall be final; of a drafted player the amount paid for his selec tion, plus 25d." In the past it has not been neces arv for team owners in either of the biij leagues to obtain waivers on pur chased players outside their own or-; ganiasiition, and In cases where high iii'io.j i-thii'oru u'i4-e concerned it has been customary to reimburse fuliy the Keller for his outlay in obtaining! the player.
