Manila, V. I., Sept. n.Tl:0 rigor
of tne llrliish patrol of Philippine
waters was illustrated thio lafrning
at 3:30 when Hie Inlerisland cteamer
Cebu, bound from Ochu to Jlanila,
was halted by u piitisli destroyer un
der the very guns of Corregldor, the
Irowning fortress which guards the
entrance to Manila hay. The Celiu
was stopped a mile and a half from
shore.
Captain Apolinar Celva, the Spanish
master of the vessel, noticed the de
stroyer as he was somo mill's away
from the entrance to the bay. He was
then outside of the three-mile limit
but as. the destroyer made no move,
hw thought an American warship on
patrol'.- PitMjonge.rM on tlie vessel
I state that the destroyer sent a Morse
j message to the Celiu but it was not
noticed by the coasting vessel.
Contrary to the usual practice of
I the Hritish pat rid lxmtu in ttiese wat-
I ers t lie destroyer fired no shot to
1 halt the vessel, perhaps because of:
, the proximity of the fortress, but
I came forward at express train speed.
She overhauled the Cebu inside the
Ihree-inile limit and ordered her to
stop. A boarding party came on
board the Cebu and despite the cap
tain's protest made a cursory examln
'atiot: of the ship and her papers. The
officer In charge of the party ex
plained that he was looking for a
certain Ornian. Failing to find him,
the party returned to the destroyer
and the Cohu continued her voyage to
Manila.
There were two Hermans aboard
the Cebu, one making his way from
the Dutch Fast Indies to Manila and
the other an officer of the (iernmn
Hteamer Princess Alice, now interned
at Cebu, bound for Bagnio, the moun
tain resort for a vacation. Roth es
caped the scrutiny of the Hritish.
