Situation Summed ( p. Mr. Conway sums up the situation in the following conclusions and recom mendations: Consolidation of two .or more schools has received ipiite an impetus ill New Mexico since the establish ment of the county unit of adminis tration. Through the activities of the county t'lurd of education a great deal bus been, done toward creating senti ment for consolidation. The o.entral- i izing of administrative nowers is now regarded as a step in the right direc tion and has thus far developed a su premely efficient system. Where county boards have given proper At tention to the work, splendid results have been accomplished. Report from i various county superintendents during the part year indicate a commendable j improvement of school conditions. The financial leaks and improper! iverage cost; h,is of administration under the old svstem have been obviated and it is now possible for school monies to be expended in business like manner. The conn'v bo'-rd law tends to elimin ate waste and to -place the public schools upon a sound basis and to permit of standardization. 1'nder he new svstem it is much easier to effect consolidations. The bill introduced in the present legislature making possible consol idation of districts lying In counties udhitning each other will nld ma terially in extending consolidation privileges. There is also a marked im provement in country roads in com munities: whore consolidation has been effected, substantiating the claim that good schools and good roads go to gether. Therefore it is rtrged that i ousoiidated schools w herever nossil .le. The legislation for extending the 'o.iipulsoi y school age from 14 to 1 1 ea i s tif age t;r.w pending before the pi esent. legislative assembly will help materia'ly to increase the enrollment a: well as t'le attendance. As a sup piemcnt tohis law, the pai l time leg islation providing for,atcnilance upon part timn c.'asses for those boys and girls between thp llK,.s (,f 14 Und in to go to work w ill tend to bring many pupils back in Vthe public schools. We recommend school a in ho"i',ies to make every effort to enforce the com pulsory school laws and to establish; part time clauses wh' rever possible, j The improvement of the rural i schorls is the, ahwiitng cues-tlnn a mil the one of greatest Importance In our j commonwealth. We recommend the plan now being used In Dona Ann cniintv by. Superintendent Dr. H. K McBride of employing itinerant teach ers. The p!an is providing the solu tion of the problem of giving home ecrnnmics and other special Instruc tion in small rural schools where il is not possible to employ a special te-w-her on full time. The system adopted in a number of counties throughout the state of dividing the various school districts I for the purpose of teachers' sectional j meetings has proven most .beneficial and advantageous to school interests. I This scheme of organization has had! I the effect of creating .a closer relii-l I tionsliip among the teachers and the I I results are better understanding of j prevailing conditions. i I The law which provides fcr the ex-j I pense of student teachers while In at- j tendance at our normal schools is in-' j dispensll le and the appropriation I which two years ago was allowed to j lapse will no doubt be restored by the ' present legislative assembly. We commend most highly the mesi sage of (lov. I). A. T.nrrassolo to the legislature recommending fl substan tial increase in teachers' salaries in order to maintain competent teachers In rural districts.
