Buying rates 536 percent.; eclUng 10. ' Ths Rejected Illinois Banks.—The bills of the rejected XUinqls banks are bought to-day at 80c on the dollar. Our impression Is that they will very soon be worth considerably more, and they will reach nearly if not quite par within a few weeks or months at most. Let those who can, keep them for the present at least. Tor Aphoiu Bank.—Wc regret to learn that Messrs. Ball A Brother, owners of the Aurora Bank, have been obliged to close their doors. They own also the National Back at Equality. 111., and the Arctic aud Hall & Brothers bank, in Wisconsin. As the bills arc all secured, the failure of the own ers cannot affect these banks in the least. Specie Suspensions at tux East.—Private dis patches this afternoon report that the Philadelphia. Baltimore and Wheeling banks have suspended specie pa\meut«. If so, New York will follow to morrow, and dispatches to that effect were received by parties here. Of course the basks of the entire country will be obliged to adopt the same policy. Too first effect would bo to assure confidence, and the prices of stocks and business of all kinds wonld Improve. It is not possible with present prospects that the suspension can last many months. Wc ahonld not bs surprised to see it end by the first of February. Though the immediate effects may be salutary, a suspension of specie payments! in Its remote consequences is always to be deplored. NcwYouk Stock Makktt.—The reports this afternoon from Wall street show a marked Im provement in the price of stocks. The rise from the price* ruling at the first Board is from >£©2 to 3 per cent. New York Central closed at 76J£; Ga lena 61J4; Tennessee 81 ,V ? Missouri 71#. Should ths rise go on, the necessity for the call of the bank commissioners will hare disappeared. Both packers and shippers entered the market and purchased freely at gross, at which figures the yards were emptied. Good heavy hogs found ready bayers at $5, and extra lots were sold at $5.05&5.15. Bcof Cattle were very doll; under the unfavorable news from New York, and the sales were light gross. There is no demand by packers, aud several lots shipped here for sale were cent to be packed on the owners’ account. - There Is a continued stillness In the provision market. A lot of 10J brls extra heavy Mess Pork was sold to-day at sl7 for shipment to Canada. Cut Meats and Lard are inactive and entirely nominal. Tallow steady at 9£c. Hides dull and £c lower. The Wheat market t onlay was qnlet but firm. The demand was chiefly by speculators, and by shippers to fill out cargoes; and only about 65,000 bathe's were cold at 7S®79c for Northwestern Club; 76®T7cforNo.lSpring; and74Q7scforNo. S Spring. Detention or toe Downward Fleet .—A few of the vessels bound down from Chicago passed hero yesterday; the remainder, a large number, were temporarily blockaded on the Flats in conse quence ofajam occasioned by the bark Prince of Wales grounding In the channel, and in such a manner as to prevent the passage of vessels either way. Four or five tags were badly engaged during ihe afternoon yesterday in clearing the way. The Prince of Wales, reported aground in the cluvtmcl on the Flats, passed down last evening, so that the channel is now probably clear. —Detroit Trihrue. The Mohawk. —The propeller Mary Stewart left :o-day for Buffalo, having in tow the propeller Mo hawk, which goes to that city to undergo rebuild ing aud fitting up. The wind at present Is N. W., which is favorable for a safe passage.—Thief. Ashore.—By telegraph to this city, we learn the schooner H. C. Winslow has gone ashore on the coast of Lake Huron, between Ft. an Barque and the mouth of the river, the full particulars of which we bare not received. The tug Oswego has gone to her relief, with all the necessary apparatus.— im. Seventy-five vessels of the downward bound fleet have passed here since yesterday morning, laden with grain from Milwaukee and Chicago. There arc several more, we learn, yet due. Bruce, has contracted fora new tug of 110 feet keel, the work upon which has just been commenced at Stupinsky’s shipyard. She is Intended for the riv er trade, and will have the Brace's machinery, wliicb is good as new.—JWd. Couobioh— The schooner Rocket andbark Ocean Ware, collided off Point an Barqnes, on the 90th and the former aank'-olmost Immediately. The crew were all eared. Augusta, Nov. 20. —The conservative sent!* meat of the South appears to be disgusted at the unceasing sectional wrangles, ana consid ers that the Northern States should promptly convene their Legislatures and repeal their unfriendly laws, and urge a Convention of all the States to meet for prompt and united effort to preserve the Union and country from bank ruptcy, anarchy and min. The Pennsylvania Central Railroad. Pittsburgh, Nov. 22.— The statement in the Cincinnati OazcUt that the Penn. Cent. R. R. is blocked with local freight here, and is re fusing to receive from the West, is unfounded. Every ton of Eastern bound produce is dis patched dally. The discussions of the question that is now agitating the whole country, and the position which the President shall take regarding it in his forthcoming message, has brought the Cabinet to the verge of a break up, and it may end iu that before the first Monday iu Decem ber, when Congress will meet The President insists that the Constitution of the United States establishes a Government, and he, os the sworn bead and executive must and will insist upon the execution of the Fed eral laws; that the idea of peaceable secession by any State Is a fallacy which he docs not recognize, and mast resist to tbe full extent of his power. In this view he is supported by Cass, Black, Touccy and Holt On the other band, the Southern members of the Cabinet—Floyd, Cobb and Thompson bold that the Constitution is merely a compact, which may be broken at any moment ny a single State, which may wish to retire from the confederacy, by declaring its wish to do so, and that In so doing they should not be molested by the Federal Government That portion of the message treating of this ques tion of secession is still under discussion, which will continue until a compromise is found or the Cabinet breaks up in a row. Letcher, In not calling the Legislature together before the 7lh of- January, is freely admitted, even by many who were most clamorous for an early meeting of that body. The progress of the secession feeling is rapid enough without giv ing to It the impulse of an impromptu call for an extra session of the Legislature. If the Governor yielded to the pressing requests for an early assembling of that body made by pub lic meetings under excitement; the secession feeling would liave obtained an intensity which would Incapacitate Virginia from a cool and deliberate discharge of the functions of medi ator which ahe proposes to assume. It is pos sible that, in the. comparatively long interval between this and the meeting of the Legisla ture, the excitement may abate somewhat, and give place to calm and deliberate counsels. Many entertain serious apprehensions that should the Wide Awakes attend the Inaugura tion of Lincoln, and manifest such a tone of defiance and insolent swagger as have marked their displays daring the Presidential cam- Sign, a collision with some* Southern Minnie en will be inevitable. I have reason to know that the latter will be present in Urge num bers, though not In any organized form; they will, however, be prepared to resent any in sults or overbearing manifestations which the Wide Awakes may indulge in. The Minute Hen contemplated no visit to Washington on the occasion of “ Old Abe’s ” Inauguration, until It was announced that this Wide Awake organization would attend. They then decided to go, and brook the torture of thU . 'An effort will be made to influence the Vir ginia Legislature to pass a law requiring every individual coming here from New England, with a view to reside, to serve a probation of fourteen years before he Is invested with the right of citizenship. As she is one of the largest Slave States of the Confederacy, her voice declaring the Constitutional election of Abraham Lincoln to the Presidency no Just or tenable reason for dissolution or secession, Is entitled to great weight with her Southern sisters. There is no secession party within our borders; nor, indeed, docs any individual avow openly his wish to break the bonds of union. Out of the 150,000 votes of Missouri, 130,000 of them were cast by Union men, and •the Breckinridge party of the State who cast the remaining Styooo. like their brethren of New York, declare the rights of the South safer in the Union than out of it, and counsel deliberation and delay nntil some overt act shall prove Lincoln an enemy to the interests of the South and false to his oath of office. Although our public stocks and general financial ofiklrs have been affected by toe dis union threats and movements of the cotton States, yet there is no apprehension of serious or permanent injury from that source. Mis souri is conservative herself, and relies upon the conservatism of Virginia, Kentucky, Ten nessee and North Carolina to restrain South Carolina from precipitating the South Into a revolution. The right of secession con ha nothing bat the right of revolution, and before any State arrays herself against the power of the General # Govemmcnt, Its revolutionary leaders must he able to show, the body of the people some tangible and positive ' infringement of their rights or liberty. While the South has the Supreme Court as its bulwark of safety, and the Senate and the House of Representa tives so constituted that Congress will stand as a wall of adamant against allcncroachments of Executive power, Lincoln or any other President must, by force of Ids position, play a very conservative rite. The most tragic feature of the present Southern agitation is the widespread fear of slave Insurrections. From the common epi thet of 44 Black,” applied to the Republican party, it is stated, negroes in some of the slave States havc.derived the impression the black men of (ho North have obtained posses sion of the Government, and arc to inaugurate a policy of general emancipation of all the col ored race. Georgia* Breckinridge lacks in Georgia (one county being excepted from the returns) 2,500 of a majority. By the law of the State, this leaves the Legislature to elect. As, however, the law of 1845 requires the electors in all the States to be chosen on the same day, it has been al leged that Georgia will be deprived of her elec toral vote. This, however, Is not probable. The Vico President will probably pass overthe Informality, and let the vote be counted. In 1801, the vote of Georgia was transmitted to Washington without being properly certified. The tellers observed this, and handed the pa per to the Vico President, Mr. Jefferson, who, like Mr. Breckinridge, was a candidate. He turned pale with alarm, but speedily recover ing himself, directed the vote to be counted. One of the most disastrous fires lately oc curiug in Chicago, broke out yesterday morn ing about five o’clock, In the basement of the five story brick building, Nos. 53 and 54 Frank lin street, occupied by Messrs. O. F. Fuller £ Co., wholesale druggists, dealers in paints, oils, etc. The flames had made alarming head way when first discovered, the whole interior of the block being in a blaze. As no fires had been kindled in the building for'sometime, excepting in the back office—and that remote from the place where the conflagration origi nated,—lt U supposed to have been the work of an incendiary. The highly inflammable na ture of the stock rendered all efforts to save the goods of no avail. The steamers and department were early on the ground, hut a terrific explosion which soon occurred prevented them from doing more than to keep the flames from spreading. The force of this explosion may be arrived at when we state that the entire block, five sto ries in height, built substantially of brick and stone, and occupying a space of fifty feet front by eighty in depth, was lifted from its founda tions and brought down in one mass of shape less rubbish, and that before the flames had ascended to the third story. The loss of Messrs. Fuller £ Co., is estimat ed to bo from eighty-five to ninety thousand dollars on stock, not to, mention valuable fur niture and fixtures. Insured to the amount of forty-five thousand dollars in different com panies. Bar clay, cost eighteen thousand dollars, and was Insured for ten thousand. Although of the flames was pre vented by the continued effort* of the engine*, the falling of the wall* of the Urge building crushed those on cither side. That on the north, No. 50, wo* owned and occupied by Jacob Strahl, a furniture dealer. He loses twenty-five hundred dollars. No insurance. The southwestern portion of Messrs. Shipley & Co.’s building, No. 48, used as a livery sta ble, was crushed and damaged to the extent of five hundred dollars. No. 56, an unoccupied frame building, for merly a saloon, was entirely demolished. It was separated from No. 54 by a narrow alley leading to the rear of the Everett House. The rear of the building, No. 225 Bondolph street, was damaged some two hundred dollars; owned by Mr. Bradbury, ot New Tork, and oc cupied os a clothing store by J. H. Henoch, whose stock was somewhat wet The Everett, late New Tork, House, until lately unoccupied, had been on Monday leased by Mr. £. Alexander for a boarding bouse. The rear walls of the kitchen and dining rooms were crushed in by the falling of the building on Franklin street, some of the fur niture spoiled and the rest badly injured by water. The prisoner kept up his incessant and Insane ravings about “ let tlag go his bauds,” all day. Dr. Johu Evans’ testimony was that be con sidered the man Insane. Jacob Santer swore that defendant had been In jail In 1859 on a charge of stabbing a man with a file, and that in his opinion he was in sane at the time. John Kennedy, for the prosecution, testified that on the morning of July 4th of the present year, defendant told him that be had once be fore been charged with stabbing a man and had got clear by pretending to be crazy. Dr. £. Messier, of Jefferson,hadbecna med ical practitioner about nine yean, and knew McEnroe, in December 1659, when he was vis- I ting physician to the County Poor House; de fendant was in the insane department, and ran away near the first of April 1860. Had mode aa examination of the prisoner to find out his distemper, and he was insane. He was ugly and ill-tempered, and when he left he was in very nearly a sound mental condition. A pe culiarity of his madness consisted in his belief that everybody wanted to poison him, and he several times threw away his food, and could not be induced to take drags of any kind. He bad a propensity for breaking the gloss in his windows, and when every one else was suffer ing from intense cold, McEnroe complained of great feverishness, bis head was hot, and he would allow no fire In,hi* cell. Witness did not believe the prisoner was yet in a healthy state of mind. Bcnj. Chase, Warden, considered defendant decidedly crazy at the time he was an Inmate of the county poor house, and no better now. This witness related several Instances to show the lunacy of McEnroe, one of which was that when he was in Jail somebody tried to poison him, but he 44 Mowed out” the noxious drags, and poisoned all of them; also, that ho endea vored to find ont how defendant come to emi grate to Chicago from iDchigan; all be could get o *t of him was an oft-repeated story abont fifty thousand rats, and that the people wanted to kill him, but he took his army of rats out upon the prairie and whipped the whole of them. A. W. Tappcn, an inmate of the debtor’s apartments of the jail, said he thought, three months since, the defendant was feigning in sanity; hut had seen enough since to cause him to change his opinion. Hi« uncleanly habits, and matters mentioned by other wit nesses, bad produced t his change. The prosecution introduced Dr. David But ter, who had had considerable experience in the management of the Insane. He had seen McEnroe three times in Jail; had formed no medical opinion the case; had seen cases of alleged simulated insanity, where tbe best medical talent of the West had been deceived, and the deception kept up for a year; thought from Mr. Chase’s testimony the defendant was Insane when under his charge. Dr. J. R. Gore followed, and testified to the mental condition of the prisoner when in jail fifteen months since; thought him a mono maniac then; his eyes did not appear as now, but were steady and fixed; had reason to doubt his present insanity. When witness first saw him in July last he was Idiotic, could not recollect anything that had happened some months before, and invariably answered all questions by saying, “I don’t know.” He dropped too suddenly to that idiotic state to have it natural. Before that be bad repeatedly tried to impress the Doctor with the idea that hewassick, and the Doctor thought ho knew more than he.wished him to believe. HU at tachments and dislikes had been formed from treatment received. He had attacked Retire, who bad ordered Mm to be scrubbed and cleaned, but bad not offered to harm the assist ants who performed the act. The Doctor on one occasion told him that he had stabbed a man and escaped once, but that he would not do so this time, when McEnroe asked, M Will they bang me, do yon think ? ” Another time the witness fonnd the defendant alone and was talking to him, when be perceived he was try ing to get behind Mm, and be prevented it; he had his hand in his pocket; witness called for aid, and alter chasing prisoner over the hall, he stopped and threw something Into the open door of an empty cell—it was a largo iron spoon. This was thought to be rather too smart for an idiotic man; thought defend ant knew more than he pretended to know. It wu resolved to-day to ap point an agent to visit the country churches, and that a persevering effort should bemads to endow a third Professorship among them, thus securing the endowment of the fourth by Ur. SlUort Thl> afternoon Mrs. Ghee, a poor widow, wh-n about entering the office ot Messrs. Llll <& Dlversy, was attacked by a largo fierce dog. She stepped back to avoid the spring of the savage brute, and in doing so, fell and broke her leg. While prostrate, she was severely bitten by the dog. Mr. Llll, who was present, had some of his men convey her to her home on Pierson street. While be ing carried past his malt house, some careless fellow threw a quantity of water from the topmost story, completely drenching the suf ferer. Hr. J. J. Sands, riding by, was attracted by the moans and distress of the woman, and on learning the facts of the case, procured the immediate attendance of a surgeon, (Dr. Boordman,) who applied tba usual remedies, and the woman Is doing as well as could be expected. What makes this causalty the more dls treasing, Is the fact that the woman is a stran ger, and has a family of small children who are entirely dependent on her for support Mr*. Edward P. Towne, who resides on Illinois street, knowing her to be worthy, has, with her usual benevolence, cared for her wants and takes charge of one of the children. Mr. Sands has very generously provided for the rut of the family. Will See Their Friends.—Hon. Abraham Lincoln,’ President of the United States elect, and Hon. Hannibal Hamlin, Vice-President elect, were yesterday treated to a view of the new Custom House and Post Office by' Mr. Cook, to the no small delight of those who were fortunate enough to get a sight at them. They spent the greater portion of the day in attending to private business, and no great stir was made by their presence, which prob ably coincided exactly with their desires on the subject. To-day it is understood that onr distinguish ed visitors will see their friends at the Tre montHonse in the ladles’ parlor from ten a. m. to twelve o’clock. .
