There were two sides to the Muggins failure,
two columns to that page In his and Time’s

Among his assets was one solq and only
item that figured as Bills Receivable. It was a
moderate sum due from the defunct house of
Hawkeseye, Bulterwoith & Co., shortage on a

It was small, but it was nuts lor Muggins and

How convenient it was for Huggins on di

Muggins seized his hat, put the bills Into
it, and, with a burnt sensation ou the top of
his head, fled up street. We cannot go into
tiie detail of bis other adventures. He had
hair breadth escapes innumerable. His boot
maker ordered him from bis premises. Skim
plus, the tailor, with Muggins’s account, a
two year old, defied him to leave any of the
stuff there. Curricle & Co. set the big stable
dog on him when he modestly sought to settle
their long livery bill with currency. One note
ot execration followed Muggins about town.
He grew careless with the mouey, and let the
ends of the bills hang out from an outside
pocket, and so pressed into a suspicious
crowd ou the street eomer. No one stole from
Muggins, though Muggins thinks he detected
a sympathising expression on the countenance
of a with a red nose and a seedy coat, but
It was only for an instant—the next moment
the wretch leered wickedly at Muggins aud
ios Ms finger*.
* Muggins is miserable, as we have shown.
He will probably enlist, and carry with him
his currency secured by Southern stocks, for
home edUeetion, It is, probably, the best thing
he can do.

Inasmuch as a correct list of the contribu
tions made by the citizens of Chicago' to aid
in eanylng on the war and to support the
families of those who have so nobly come or
ward to sustain the government, has never ap
peared In any journal, end as your paper has
taken a prominent part in giving information
On this subject, the Finance Committee, at the
suggestion of several prominent citizens '^ aTe

of the its adequacy to meet
the
aid ©nr hands, as well as to furnish solicit
ors for subscriptions the means of knowing
who have and who fakye not subscribed, so
that they may know upon whom to call in fu
ture exigencies. When car citizens reflect
that the State law, organizing ths ten regi
ments now In camp, has not made any pro
vision for unifbnnlng or clothing the soldiers,
and that the compensation for services Is only
at the mere pittance of eleven dollars per
month, oat of which they mast support their
families, uniform and clothe themselves while
they are drilling and preparing for efficient
service In the army, they will see at once that
the people of Chicago must come to their aid
promptly and largely if they expect to render
the condition of onr patriotic soldiers and
their families at all comfortable.
Of the ten regiments called for by the State,
one is composed almost wholly 01 men from
Chicago, a large portion of whom, at the in
stance of the Governor, -proceeded to Cairo
nearly a month since, and took possession of
that Important point most opnortunfely. This
gallant achievement was accomplished when
the State Was destitute of any military organ?
Ization, without arms of any kind, without
inanitions of war, without camp cquipmeits,
or any provisions to render their condition
comfortable, by the patriotic young men of
Chicago who were fitted out almost at a days
notice by the generous contributions and ac
tive energies of our citizens. To Chicago
alone is due the credit and honor
Of this stxatagetic movement, now ac
knowledgedj by the National Government to
be one oi the most important steps that could
have been taken to secure a successful prose
cution of the present war.
. The men from Chicago who Were first in the
Hell—whose hardships have been the greatest,
and who, it would be supposed, shoSd have
been the first mustered into the United States
service, were rejected in the formation of the
Six regiments, and are now, after having spent
an entire month in active duty, almost desti
tute of clothing, their ci'.izen’a dress having
been worn ont in the hardships they have en
dured at Cairo and vicinity. The committee
have determined that such of the Chicago sol
diers as have not been mustered into the Uni
ted States army, shall be uniformed from the
funds contributed by our citizens for war pur
poses ; and they felt this to be a duty impera
tive upon them in consequence of the neglect
°f the State Legislature to make necessary
provisions for them. Tuis determination will
render It necessary that considerable increase
sLoald be made to the contributions already"
g ven for war. expenses; and when we say
that Chicago is behind many other cities in
contributions of meu and money, in propor
tion to her population at least, we feel confi
dent that she will yet sustain her established
reputation for generosity, as she has hereto
fore to nobly responded to the calls that have
been made upon her.
It will be seen that the entire amount of
subscriptions for war purposes and support of
families, la SSC 466.12-of this sum $25,91712
has been pud into the hands of the Commit
tee, leaving uncollected the sum of $10.440,.
The amount specially subscribed for f*zn-ly
support Is $2,950, which has been donated in
Buoy instances by gentlemen who have con
tributed liberally to the general fund also.
■ There has been disbursed, to artn, equip and
support the men sent to Cairo, before they
were mustered into this United States ser
vice, for the Quarter Master’s Department,
$19,407.83, and lor the Commissary Department
for Cairo, $157.84 All or most ol wbatwe ex
panded will be refunded to us by the State.
There has been expended thus far to aid
companies while procuring enlistments, and
for music, sustenance of soldiers, expenses of
the meeting at National Hall, telegraphing
and other Incidental expenses, the sum of $4,-
178 55, and the farther sum of $740 50 for ths
sppport of families, making a total expendi
ture of $24,490.22. The committee contracted
for 550 uniforms at an early diy, designed
for Capt. Smith’s Artillery, for two com
panies Chicago Zouaves, and for Capt. Har
ding’s Company, whch have been delayed
longer than was expected, in consequence of
the impossibility of procuring materials as
soon as anticipated; these are now expected
dally. They al*o contracted fer 1,100 shirts,
which have arrived and a part ot them de
livered. They have contracted for uniforms,
in addition to the 550, enough to supply all
the companies from Chicago in CoL Scott’s
Regiment. These uniforms are all unpaid for,
and will cost probably about SIO,OOO.
In addition to what has been 'done by the
comuuttee, it is understood that individuals
have raised enough to uniform Capt. Wads
worth’s company at Camp Dement, ana that.
about $1,500 have been given to equip a com
pany of light artillery, in addition to which
4 very considerable amount has been raised to
ala the Irish Brigade, as well as the outlay
for the Sturgcs Rifles, which will swell the
contributions of Chicago to nearly $50,000.
It will be seen that the committee will require
more funds to pay for the uniforms, and it is
therefore desirable that unpaid subscriptions
should immediately be handed in at the com
mittee’s office on 1a Salie street, or to P. L.
Toe, E?q ,at the office of the Hide and Leather
Co., No. SO Lake street It is possible, and
very probable, that some mistakes may be
found in the statement given, or that some of
the subscriptions may not be acknowledged,
if so they will be corrected when known.

named raiment, affords an example worthy of
IndiaUon by all who desire to aid in a good cause,

The meeting of the Board of Trade to-day was
fully as much excited on the currency question as
any that has hem held daring the present panic,
for it deserves no other name. Exchange com
menced at BCQ3S, and reached the enormous rate
of 35 $ cent. Measured by the price ofoomfor
coin last night and that re&ehed to-day for cur
rancy, the difference In the rate wasmuch greater.
I'- sold Vast night at 33 cts. In coin; to-day 43 was
paid In currency. The practice of the merchants
for the day Las not been uniform; hut a very large
number of them take the money at 70®90, while
others take It as heretofore at par. The warehouse
men held a meeting and agreed to take the long
list at TO cts., and appointed a committee of two,
whose dnty it shonld he to determine the price
each day at which produce would be taken in pay
ment of storage, transhipment, Ac.
The ectioL was not uniform. Several of them
sold exchange at 35 9 cent, to customers, while
others pleac an absolute want of the article as a
reason for their refusal to sell. For the shortlist
It conld be bad at 7®3 $ cent, and for coin at H
$ eent. premium.

place, the Inquiry for produce of all kind* was
eager, and prices ran up to extreme figures—very
few commission men offering their stocks for sale.
As soon, however, as the dispatches from New
York were received—showing an Improvement In
stocks—the inquiry for grain became Ices clamor
ous, rather more confidence was felt in currency,
and the prices of produce fell hack again.
Flour advanced 23©50 c $ bbl, with light sales at
at $5 7C©(;.00 for good Spring extras, and
$4 00 for medium superfine. There was a
very anxious Inquiry for Wheat at the open.
Ing, and the market at one bound advanced 10®.
12% c per bu-hel, at which several lots were pick
ed np; but after the stock exchange dispatch was
iMd, the advance was nearly lost, and it closed
and unsettled. For common currency

quotations, but again fell back and elosed quiet,
with light transactions, at BS®4oc for Mixed in
store, and 2Se payable in Buffalo sight exchange.
Oats advanced B®3c, with sales at for
No. lin store. Eye, 48c. Barley was neglected.
Elghwines were held off the market. Butter, eggs,
poultry, &c., were not generally offered for sale for
currency, and quotations are nominal.
Freights were steady at 7c for corn, audll©ll#c
for wheat to Oswego and Kingston.
The Warehouse BEen and Secession
Currency.
At a meeting of the warehouse men held to-day,
it was resolved that they will not take currency in
payment for storage, except at a reduced rate, In
accordance with the price of eastern exchange. A
committee of two was appointed to meet daily and
fix the rate at which they will receive currency,
grain, or exchange in payment for storage. The
following is to-day’s list;
