Blockade of tlie i»TlnU»lppi—How Can It ke maintained* The blockade which probably, by this time, has been practically instituted in all the ports and harbors of the Gulf of Mexico, will soon be a matter of deep concern to the commercial in terests of New Orleans, and, indeed, the whole Tilley above that city, and turn a portion of the public attention to the months of the Mississippi river, from which commercial Tea eels arc henceforth, for a season, to be exclu ded, and privateers, if it is possible to send them to sea, are to enter nponthclrhazardous cruises. The Mississippi river discharges its waters Into the Gulf of Mexico, about lit) miles below New Orleans, by two principal outlets, known cn the river as the Xori/uast and the Sout/nccst Passes. The point of bifurcation of the river is about ninety-five miles below the city, and is known to the pilots and boatmen as the Mead of the .Risks. The depth of the Mississippi, so shal low at Us mouth, above this point ranges from less than 100 feet to over 170 feet—and its average width below New Orleans is very nearly half a mile. The current during the spring and summer mouths, while the water is nigh, is very strong—averaging not less than two and a half miles ancour—and serves greatly to fa cilitate the purpose of a privateer, of slipping to sea in defiance of the vigilance ol a block adb-g squadron. The principal channel, or chief outlet of the commerce, as well as the waters of the Missis sippi, isnow the more westwardly of its two grtat aims—that known as the Southwest Bxss —and is the only one by which vessels draw irg over fifteen feet water can at all stages of the tide cross the bar which is found at the point where the waters of the river encounter those of the Golf. The other great outlet, known as the Aorf/t --etui Bits, enters the sea at a point some twen ty-five miles, measured along the coast, east of the mouth of the Southwest Pass. This Northeast Pass was formerly the chief channel by which commercial vessels passed to and from the Mississippi; but it is now, by reason of natural changes to which all the channels have been subjected in the last cen tury, so filled up as to be barely navigable for craft drawing about eight leet water, and for these only in favorable conditions ol tide and weather. Midway between these two principal passes, and almost equally bisecting the angle formed between them, is another channel, leading from the Mississippi river to the Gulf, and known as the South Biss; which was'also used a good deal before the American Revolution, by vessels drawing not over eight or nine feet of water, but which Is now so filled up by de posits soas to have become partially unfit for navigation. In addition to these three nutlets, there is yet another channel leading to iho ”f, of great importance, and known as the *aV Outre—. formed by the bllnrcallo.’ of t! It will be perceived, therefore, that to effectually blockade the port of New Orleans, by vessels cruising off the mouths of the Mississippi, itwill require great vigilance, and the use of many well armed ves eels of light draft, and an increasing lookout at the three navigable entrances to the river, as well as at the months of the outlets of Lake Ponchax train, in the rear of the city. I This difficulty will be increased by the great widths of the mouths of the river, ana the heavy fogs which will prevail there, serving frequently to veil, for long periods, the hull of a vessel lying within a few hundred yards of the man-of-war In search of her. The difficulty is also Increased by the light andloose nature of the bottom of the river on the bars, which is so movable and almost fluid, that a privateer of light draft, yet draw ing more than the actual depth of the water, may leave the channel, and sometimes escape In a dense fog, while a blockading vessel be actually crossing the bar. A vessel receives suck aid from the current that it may go safely to sea, with the wind right, though its keel may cut two or even three feet into the soft mud on the bottom of the river. The difficulty of maintaining this blockade will be further increased by the insurgents at New Orleans arming their numerous and powerful steam-tugs,'and other available craft, and descendingj'at favorable periods, in suffi cient force to engage the lightervesselß at tho outlet of the particular Pass at which the blockading squadron happens, for tho mo ment, to be weakest It is not to be doubted that a verv large force of steam-vessels will be required" to fol ly guard Uie several mouths of the Mississip pi ; and it has therefore been suggested to the Government, by an engineer whom we have reason to believe is capable of forming a correct opinion In the premises, that the blockade of the Mississippi River could bo far more easily and effectually maintained by taking possession qf the point known as the Mead of the Bisses— the point of divergence of the three principal outlets, and placing well armed vessels, and a land or floating battery or two just above and at that point, so as completely to command all the outlets of the river at once. The character of the Mississippi and both its shores are represent ed to be extremely favorable to the institution of this form of inland blockade. The borders of the river at the Head of tho Passes, and Indeed nearly all the way up to Fori Jackson and St. Philip, are compose! of a soft and very unstable muddy material, of which tho surface is but one or two feel above the level of the river, and but three or four feet above that of the Gulf of Mexico; in fact 1 at the Head of the Passes, and twenty miles or more above that point, there ore numerous , places where the- Bait water of the Gulf is sep- 1 arated from the fresh water of the river by nothing but these soft banks of mud, fre quently not more than two or three hundred yards, or even less than that, in width, where naif a dozen men, in a few hours, can open a canal through which the water of the Missis sippi will rush out into the Gulf, and speedily cut itself a passage of great wideband depth. Just such an artificial outlet was actually formed some years ago by a boatman,*to enable him to take his staff by a short cut from the river into the Gulf j when the water poured through his ditch with such violence that it was but a short period before it dug out a channel for itself holt as wide as the Mississippi, and sixty feet in depth. It was accordingly proposed to the Ad ministration. sometime since, to takepoases sion of the Head of the Passes, where steamers may lie in safety by these mud shores, aml in-; tercept every craft that attempts to enter or leave the river.
