England, dated MayJLTth, which we prefer giving to-day, in preference to venturing any further speculations upon a subject which may present a new phase' m a few days; when Mr. Adams* dispatches arrive from London. Our correspondent, we beg to state, is. a merchant wholy unconnected' with politics and. the preee: London, May 17,186 L —While ourimforma tlon from America was yet scanty, it was easy to anticipate that our Ministry would preserve a masterly inactivity as long' as they could, waiting, likeMicawoer, for something to turn up. That was Palmerston's strong advice, said to amount nearly to a command, to xord John Bussell, who, most unfortunately for all interests—those of humanity mduded—now happens to be Foreign Minister, with the slightest possible knowledge of foreign affaire and. a pervading impression that he really knows the affairs, - policy - and history of all nations, like “ damned natives,” as MantUlnl would say. "When Joe Ewart, the membenor Liverpool, asked Lord John what England meant to do, in the matter of the' American rebellion, the very proper reply was that he did not know, but would learn of the case from the law officers of the Crown. These are Sir Bichard Bethel, a jolly old sexagenarian, who is on admirable chancery Uwyer. and is very much ctit ef temper, joat tow. Decease Lord Campbell/-now hi his eighty-third year, win not resign the Chancel lorship, to which he (Bethel) would then be appointed, with a peerage. The other is Sir ■William Atherton, Solicitor-General, fire years youuger than Bethel, and very good at crimi nal and common law. wu a nsnrou>B ■ Bethel and Atherton, it is sold, differ about the American, question. Bethel, of an old Welch family, likes the > aristocracy of the South, while Atherton, son of a Methodist incniher, has all the feeling of the Methodists os regards elaveholding, firmly bellere* in “ Uncie Tom’s Cabin,” andis strongly for the North. It is said, too, that Sir W7 Atherton 1 emonetrated against admitting the Southern States to be hdtigeranU,’. .However, Bethel car ried the point, and put the unfortunate “ bel ligerent” sentence jinto Lord. John Bussell’s mouth. Once uttered, Johnny is the man to stick to it, right or wrong. Already, the Con tinental journals have dropped'down upon lim, and ask whether British policy is that rebus, In arms, shall be recognized as “bel ligerents” in America onhj.’ The opinion of commercial people here is that this is nof a cotton question, though* it will accelerate the production 01 cotton out of the United States, but that it must be look ed on es a great rock ahead, which your helmsmen can avoid, and must. The unity of the North, East and west has astonished our politicians here, who really believed what the South always bragged of—that they “ could whip the North.’* Once it Is seen that you ’ con hold your own, by yourselves, the British Government will even aid you, if you wish— though, to be sure, they heartily hate the free dom of American institutions. I say, the rulers—not the ruled, who ore all with the North. If the Government at Washington can imme diately raise the sinews of war, we think that the rebellion mud be crushed. The South, as I happen to know, having been applied to, cannot rake money in Europe by loan. On the.other hand, let Mr. 1 Lincoln be authorized by your Parliament—Congress, you call it— to borrow a hundred million dollars, at five per cent, he can get it all in a week here in London. For we knowrlght well that, though some of your States did repudiate, the Na tional Debt of the United States always paid the promised Interest Indeed, the complaint of those who Invested their money was that the United States Went to the length of paying off the Debt • Think, my good sir, of small capitalists getting Jive per cent on United Slates bonds, when oar own National Debt barely pays three/ " Tight on, If possible, until you are authorized to borrow a hundred mil- Jlodb from uft, and the stock will all bo taken here, at par. The South will not screw a crooked sixpence out of us, for we believe the South, like Spain and Mexico, are too lofty minded to pay. - There is no positive knowledge of the feel ing of Queen Victoria upon this exciting American topic, but there are countless re ports. One thing it known, however, that Prince Albert, son of a petty German Duke, whose dominions yon might easily traverse, in a one-horse chaise, in three hours, on any fine day, is decidedly antagonistic to tho libe ral system adopted by the Americans after they had cbtaiucdfull recognition from all the world of their independence and nationality. The Prince is understood to believe that there ia no hope for a country without a sovereign, & peerage, a large national debt, and aloigj endowment out of the public purse for every member of the Royal Family, without ques tion or exception. Ton know that his allow ances are over $300,000 a year—from all sour ces—that he actually pockets $1,509 a year, as Constable of Windsor Castle—and that not content with quartering his eldest daughter upon the lax-paying public three years ago, he has just hod a Parliamentary grant for his second daughter, about to marry a beggarly German Prince, of $150,000 paid down on the sail, and $30,000 a year during the remainder of her life. Prince Albert Is believed to hold—with Prussia, with Austria, with Russia, and with France—that the Republican is the worst form of Gcvemmcct, and that the welfare of man kind requires it to be put down when practi cable. Judge, then, what he must feel now— on which side of the American strife his feel ings must be. No doubt he shares the com mon belief here that, If a Southern Confede racy could really be established, It would become a numarchy in a couple of years. On the other hand, it is here believed that Queen Victoria is as liberal a woman at heart as her position would allow her to be. She has taken numerous occasions of showing particular courtesy towards Americans who nave been presented to her, 'or have per taken of her hospitality. Finally, her Majesty was really very much impressed with the great kindness shown to her eldest son, when he .visited the United States; at which time, by seme odd casnality, the only persons by whom he was treated with disrespect, were the (bargemen of her own Canada, and “ the first families ” at Richmond, Virginia. Rely upon It, that Queen Victoria will never throw the weight of her influence into the scale againt the Northern States, if she is al lowed a chance of manifesting any personal leeling. As & Sovereign, she nas very little power, Ibr it is tho ilinistry who are respon sible tor what is done, not the Monarch. At the same time, no Ministry would run directly counter to the known wishes of the Sovereign. The North have just lost one very influen tial friend at Court. Ot all the personal friends of the Queen, the greatest was the Duchess of Sutherland, (for many years the handsomest woman jX Court,) sister to Lord Carlisle, who visited America twenty years ago as Lord Morpeth, end happens to be the most ill looking of all the British aristocracy—ex Iremely like what Liston, the actor, used to be in the character of ifeality. -The Qaeezx Is. greatly attached to this lady, who, though wife of one of the wealthiest- of the British Peer age, for many years has held the office of Mis tress of the Robes to her Majesty.„ But the Duke of Sutherland died a few weeks ago, and the Duchess has resigned her office at Court, and in a manner retired from the world. She has been succeeded by the Duchess of Wel lington—that exquisitely lovely statue of Pauence on a Monument The Duchess of Sutherland, who extensively patronized all abolition Americans, from bus. Stowe to “the Black Bwan,” certainly impressed the Queen's ruled considerably in tho saone way. Were she still a member of the. Royal Household, she would as certainly keep the Queen up to the markon this head, just now. The casual mention I have here made of Mrs. Stowe reminds me of the vast impression which her “Uncle Tom's Cabin ” mode upon the public mind here some nine yean ago. I * recollect'that, in' September, 1852, os 1 wasT cabbing it down to the London Bridge sta tion, to go by rail to Folkstone, en route for Paris, ria Boulogne, I saw a bookseller’s shop window covered with a greet number of green covered duodecimos, wanting something to read intbo railway carriage, i jumped out, threw down my shilling, and picked up. a cheep reprint of “ Uncle Tom's Cabin,” the perusal of which occupied a good deal of.my tiinc before I reached Paris. It turned out that mine was ; actually ! the first copy of (the book which had . readied Paris, and a mend, who begged it from me, was so much struck with it that he gave it to (he editor of one of the daily papers, who had it' translated,' without delay, and printed ■ it with equal alacrity, as a feuiudon In bis journal. Immediately, other papers did the some, and translations in book-form were soon publish ed, not onlyln Paris, hut in Belgium, Germany and Italy- When I returned to Loedon, after a. : fortnight's absence, I found “ Unde Tom” In - every person’s hands. Over 500,000 copies were sold in the “United Kingdom of Great Britoln'and Ireland,” mid dramatic versions of it were performed at the principal theatres In town'and country. , ’ < ‘. /. I. . The other day, finding my eldest boy deep in “Unde Tom's Cabin,’*! took it np, ana, to be candid, found it very indifferent—the feeling exaggerated, the isddents improbable,, the characters overdrawn.. They represent that , the present situation of the place is now intolerable, that trade and raamx fteturera, , always -precarious under the cede siaelical regime, ore absolutely ruined since the Central and Eastern provinces were annexed to the Kingdom of Italy, to whose destinythey entreat that Borne may be linked; __M.de Pereigny, Minister of the Interior of France, has addressed a circular to the per fects, laying down a new rule 6a the publica tion of pamphlets. , Should these be from the pens of persons* in exile, theiri publication la forbidden, as the writers ore placed outslde of the common law. This missive was ckUed forth by the scarifying pamphlet of the Due d’Aumale in reply to Prince Napoleon’s attack on Louis FhQlippc, father of the Doke^. The work was suppressed and thepabllaher heavily fined. - * ■ ip.m. s Cardinal Autoneßi lias addressed a drculA to the diplomatic body, protesting against tbe decree issued by the Italian government for suppress lug convents, and other religious cor porations ; end announcing that persons who purchase such property, will do so at their own risk, as all such measures will be null ah.dvoid inlaw and equity. The object of the circular is to caution foreigners against investing in property thus sequestrated.. The late election of Grand Master of the Ma sonic order in France has created considerable excitement, tbe candidates being FrinceMnrat and Prince Napoleon. The former waa sup ported by the ultra-montainisto, and the latter by those of a more liberal cast. The ignomln ous defeat of Murat, who was the last Grand Master, is accepted as a liberallst triumph, and a powcifulblow at .tho ultra partisans of the ■Pope, not only in Fiance, bat In all Europe.. ' The Hungarian Diet lias adopted an address to the Austrian Emperor, drawn up by 5L‘ Deak, the leader of the moderate party, and a man of eminent ability, idler reviewing the history of the country in its relations to the Hapebnrg family, and condemning the policy of Francis Joseph since ISIS, it calls for a com- Elcte separation between Hungary and Austria i all matters relating to the government of tbo country—Parliamentary rule, & rea ponslble ministry, trial by jury, liberty of the press, the right of taxation, os the chief guaranties of constitutional rights. “We declare, therefore,” it conclude s. u that we determinate!/ demand “theimmediate, full reestablishment of the “laws Expended by arbitrary power, and the “ abolition of all illegal enactments, and ille “ gaily ordered taxes.” This address is con sidered on ultimatum, eo far as the nation is concerned. The recognition of the new Kingdom of Italy by Trance is expected to take place at an cariy day, possibly on thcnrrival of if. Nigra aa Embasaador to Paris from the Court of Ta rn. Certain terms alleged to have been offer ed by the Emperor on condition of -accepting which he wonld evacuate Rome, hare been re jected by the King of Italy. Bat this vrill not affect fbe general truth; and we suspect the whole affair has been cat and dried long ago. . Four of the six provinces composing Cochin China, have recognized the authority of the French Emperor; the other two are expected to follow shortly, so that the wliole country la now a French province. The Pope lately undertook a journey from Home to Frosinone. M. Merode, who is at the bead of the “ War Depart menl” scraped to gether ell the odds and ends of the army he could collect to make a demonstration by the. way. “Ah I” said the Pope, “M. Merode would make me another Julias the Second; but the Pope must now govern as the Friuce of Peace.” So writes the correspondent of a London paper. The change might hare been worse than from the warlike Julius to the peaceful Pio Nono. FBOH SOUTH CAROLINA. War Correspondence ot Vanity Fair* Bukotown, S. C., Juno 2,1881. Dean Vanitt: Such times as Pvo hod! I was unable to write you last. week. I am in Ibe heart of the enemy’s country, they take every opportunity to incommode me.. But l om making rather a good thing of it. I generally do. * Alter sending my men Into camp at "Wash ington, 1 picked a hundred of my old Zoo-zoo friesde, and came down here into Sonth Car olina, to travel a little. Wo were all disguised as t&mborine girls. I nerer dreamed, my dear Vanity, that there was so much valuable property in the South. If I had, 1 should have beenkere before. Do yon want meto send you anything nicef If you do, just let me knew what, anal will get it for you. Pve got two mulatto preachers, one of whom is as much I have any use for. If you would like the other, I’ll send him on at once. He is & Methodist, and very eloquent, when sober. Then Pve got a bushel basket full of watch es, and four tobacco plantations. My Lieutenant, formerly Commodore of my fleet, Signor Cospetto di Vendetta, is .delight ed. He was on tno» road in Corsica for three or four years, but says heneversaw such pick ings anywhere before. As soon as the chivalry found out who we were, they seemed to lose ail respect forna, end began to be'very annoying. : They hanged two of my men for inviting a at ox and some poultry to supper* in onr quarters. This. I thought was inhospitable, I burned, the town down, BowiekmCe Corner, and coniUca ted all the property within several miles. They don’t understand me yet I 1 am only traveling for pleasure now. When I come to start my army this way, I will show them what fighting is! Yesterday i dined with Goycmor Pickens. He sets a nice table, does the Gor., and has some splendid silverware. If you like, I will giveyou a couple of hi* spoons. Be thinks the South will whip in this war. I don’t. - “Ton moat know, my dear Mac.” said the Got., when the sherry came on; “yon most know that nearly all our soldiers arc raw hoys, unaccustomed to handling firearms. Now, when they get excited, as they’re sure to in battle, they will be so careless with their mas* keta that, ten to one, some of yoor men will get shot. Your army hadbetterstayin Wash ington.” This argument appears forcible, at first sight, but when yon reflect that we also have many green troops, the cose is os broad as it is long.' All battles cannot bo bo successful as that of Charleston Harbor. Jnst as I wrote the last sentence, Governor Pickings body-eenrant, a very smart yellow boy, entered with a note from his master. It is as follows: Dear Mao: A joke’s a joke, you know. Pm not vexed. My boy will receive the spoons and all will be forgotten. Your’n, • Pickens. I have confiscated the servant, and seut these few words to his master: ‘ Dear Pick : I give you twenty-four hours to write an apology is. My soldi as want a bonfire. Your house is wooden. Mac.
