THIEE BHMHTt TO BE SVOBIII THAT. We referred In onr;laat issue to the arrival in this city of Adjutant General T. 8. Mather of Springfield, and Capt Pitcher, IT. 8. A., the i officer appointed, by the War . Department to muster the troops now here Into Government service. Their presence comes most welcome to the troops themselves, and especially to thdrofficcra who have seen realized to a very fall extent the evils of delay and disappoint* mentin the necessary perhaps but none the lees to he regretted delay in swearing in the troops.' The difficulties nln the way of mustering in these regiments have this very origin, as from the lapse of time and hope deferred, re* emits once eager, have turned aside to other pursuits, or have'sought active service else* where.;-Thus the rolls of several filled com panies have lost very many names of men who have entered companies and regiments In Missouri, whither from 100 t0.200 men have gone from this city. Thls willall be remedied now that the actual swearing in la to. take place. There are men enough, but thqy only ask .assurance that they win' have im mediate 1 they. wiE not come forward. Delays have been dangerous, and demoralizing to the new companies. And yet, reviewing the whole work accom plished) there would seem to be little to com plain of, for Dlinolf, with the regiments to be mustered in to-day,‘has, since the Presi dent’s ■ Proclamation, brought into line moßSEEffTegimehts. ' The arrival of the .mustering officer is right welcome, and yesterday wasn busyday among onr military. At nine a. uu theAdjutaut Gen*, end and Capt Pilcher; attended by several of our citizens, Identified with military affairs, commenced an unofficial nnd quiet tour of in spection through the quarters and. camps of toe-three regiments awaiting to be mustered in. . .>•* -• • • r" THE HUSH BRIGADE. . The first .visit was made to the great Brew ery where the Irish- Brigade are in barracks, on West Folk-street Several companies of stalwart fellows who only need uniforms to give them an excellent appearance as soldiers, were put through their facings and formed in lines cs the visitors passed down. High and deserved encomiums were passed upon Major Mulligan and his brother officers, for the; many proofs of good management shown in the condition of their rner* and their quarters. The Brigade la now fall. The num ber of men now enlisted ia 844—fourteen more than the minimum required by the army reg ulations. 4'’, f - After a consultation with Major MuUigaa4t was ordered by Capt Pitcher that all themns-. ter rolls be. ready, with fan companies, for mustering into service this, Saturday morning. The intelligence was received On every side among the men, by tokens of the greatest sat; Ififection, the gallant fellows asking nothing better than to be called into the field, which is now shortly before them. In fulfilment of the intent of the County the contract for uniforms-fbr one thousand men has beenlet by the county war committee, A; H. Burley, chairman, to John McCormick, clothier, 145 Lake street.- The fatigue dress is to consist of 'gray shirt and gray pantaloons < trimmed with .green cord; blue jacket with green collar and 1 bine army regulation cap. The gray is a dark steel mixed of moat du rable fabric. The price paidforcoatandpants Is $7.25, the same to be-ready in twelve days. The State la to fiunlsh the Brigade with tents andcamp equipage, forthwith. - 1 CAMP. “ BOBEBT BLDM.” From the quarters of the Brigade the viait ora went to Cottage-Grove,-where on a beauti ful site tare located the .temporary-wooden barracks of Camp Blum. Here m guard turn ed out tO receive them, and the officers ware courteously escorted to the headquarters of CoL Hecker., The excellent Colonel en tered actively Into every detail of thq prepara tion of the Hecker Jeger Begimeat. An old soldier himself, and an intelligent observer of the art of war, his extensive travels in India, , and among the French operations in Algiers have given him a store of information which joined with high courage will give him no ordinary nor obscure place among officers.ln his own rank in this war. The quarters of the regiment are Incom plete, and lack nearly everything hut simple aheltCTofa board roof, and hay fora floor be neath. Nevertheless, It being the hope of these brave follows to be mastered In to-day, and there being a certainty of their being speedily celled oat into service, they grumble at nothing. • Their uniforms are already ordered, a dark steel gray jacket-and pantaloons aadbluck fdthato.; The color of ; thelr nnlform. la well chosen to sustain the eiposurea" andwsar of ■ a'campaign. -V ; i At Gamp Hecker, yesterday, wo saw Capt. ADhalotay, of the Lincoln Rifles at Cairo,' whose company, together with that, of Cspt Kowald, is to be attached to this Regiment. It Is not likely that they, win come here for this puxppse/but join their regiment where it ,1s ordered. Seven companies will probably be all that win be mustered in to day by Cspt. Pitcher i «•! .v Yesterday afternoon CoL Hecker called his men about him, In the shade of the noble trees, and made them. In his native tongue, one of his ringing speeches of the ’4B stamp. This Monday movement ia no t hacked by one of the real commission men. nor one who has a particle of respect for the interest of the drorer shipper, bat is in direct opposition, to their Interest, and they are cautioned not to he caught in the trap. It ia the interest of the pro* dneer and buyer and forwarder of cattle to mar* •ket,to have one great market day, when all the atock being concentrated on one point, lathe hands of owners,- or their, brokers, attracts a great crowd of buyers, creating life and animation in.business and awakening c-m --. petition, so that If the drorer should get. no more money, he gets better satisfaction, bectueo he la assured that be has had a fair chango—lt la a chance.tbat he cannot hate by dividing up the bus iness In the manner now attempted by men whose motto la "divideand conquer."
