J To the People of the State of Illinois: During my recent visit to our brave army in Tennessee, with the view of procuring a definite aud accurate list of the dead and wounded Illinoisans who were engaged in the late crcat battle of the Cumberland, at Fort Douelson, for the information of friends.and relatives, mid also to be filed and preserved among the archives of the State, and also tor the purpose of iurnishingaid to the wounded, I, upon consultation with the Secretary of State and Auditor of Public Accounts, on the 24th of February, ultimo, instituted a commis sion—having first procured the consent of Generals Culloin and Paine, military comman ders at Cairo. The above named commission consisted of Dr. J. B. Curtis, who was sent to Cairo, Dr. H. C. Johns, to 3lound City, and Major Fred. A. Starring and Dr. Henry Williams, to Padu cah—to each of whom I gave letters of author ity. copies of which arc hereto appended. The report of two members of the commis sion, together with the report of cx-Governor John Wood, who was sent to Nashville for the same purpose, is herewith submitted. A competent agent was also dispatched to Fort Dondson to ascertain the names and bur ial places of the killed, and to designate by proper marks the grave of each soldier so far as practicable, with his name and the number of his company or regiment. He will also fur nish the names and residences of such officers and soldiers as could not be removed on ac count of ilit i-everity of their wounds, and who have been and still arc rrcdvjtig hospital Treat ment :.l Fort Douelson, The* report of this agent, us also that of the other members of the commission, will be published as soon as they can be perfected. It is believed shat when these reports are re ceived and have been examined by the soldiers and tLvir friends, with such additional facts os they can famish,* the Adjutant General of the State will be able to have lu the files of his office a full and complete record of those who have suffered or died on that bloody field. It la sincerely to be hoped that not a- single name ot those inillant men whose prowess has reflected such imperishable iostre upon the Stale aud conntiy, shall remain unrecord ed. No battle has been or can be fought which shall more signally tell upon the rebel lion than this; and no historic page can re cord, or will-ever record, more-patriotic dar imr, or brighter achievements. ’Wherever it is possible, the remains of every Illinoisan who fell iu that terrible conflict should be brought homctolheState,and ever enduring monuments erected to theirznemory. Every ouc of them was a true hero. By' their dauntless valor the State of Illinois occupies the proud eminence of having done more to suppress the rebellion aud to preserve the Union than any other State; aud by every consideration o’f gratitude and patriotism, the State should neglect no means of testilyiug its grateful remembrance. [From the KewTork World, Monday.] One of our western correspondents writes that a clandestine method of getting the Southern papers was established, and has been in operation there some weeeks, if not months. The region between Cairo and Columbus, on Kentucky side, is a kind of neutral ground. Persons have been found who regularly go to BlandvQle or Mayfield and pro cure late Memphis papers, which they readily sell in Cairo. These persons must have the necessary pass into and out of oar lines, and they, or their confederates in the trade, must have similar enfrec of the rebel lines. They have, we believe, had the sanc tion of the commanders of this post, and, if *e mistake not, are regularly carrying Bt. Louis and Chicago papers to the rebels, as they return with Memphis papers to us. There la no guarantee that these characters are not play ice the double spy for either or both o£ the . commanders. The rebels have, however, taken j fidvaniagcof this channel to play us a “Yan kee trick.'* with what success is not known.
