Sanitary Commissions and tltelr Uses.

Editors Chicago Tribune:
In yonr issue of the 2oth inst. ia a commu
nication signed “Memphis,” about “Oar San
itary Commission.” Tne writer is impressed
with the importance of unity of action. He
asks if there cannot be some united effort iu
the work of furnishing relief to army hos
pitals. He speaks of the sanitary commis
sion as u a committee of benevolent persons,
who do all they can in their limited way—
solicit subscriptions, and a fe~ ot them go to
the army and distribute, to whom?” The
rhetoric of his answer is a little mixed, but
the gist of it is that “ Tom, Dick or Harry, if
they happen to belong to our State,” get the
things, whether they need them or not
Whom Le means by “ Tom, Dick or Harry,” ,
I Will not stop now to inquire. If that dis
credited trio are patients in army hospitals,
they arc entitled to “all they can get,” for
none of the poor fellows so situated get any
exetes of these bounties. The writer pro
ceeds to say that “avastamount is wasted by
being given without any knowledge of who
needs.” “Memphis” has evidently been in
the woods. The work done aud doing by the
Chicago sanitary commission, he is obviously
ignomnt of. Acd he seems totally unaware
of the fact that the United States sanitary,
con-mission has had for months depots of
hospital stores in Tennessee, located at points
accessible to the main body of the army;
that such a depot existed at Pittsburg Laud
ing, Irom the time of the battle of Sniloh to
the last o* Jane; aud that there are-now
three on the lines of railroad occupied by the
wef-tt m army, one at Columbus, Ky., one at
Jackson, Term., and one at Corinth, Miss.
The unity of action which “ Memphis” desid
erate e is In full tide of successful operation,
and has been for a year or so. And the “com
mittee of benevolent persons” consti
tuting the Chicago sanitary commission
have been a conspicuous, eiUdenC and invalua
ble party to that alliance. And without in
vidionsness it may be said that no commission
in the country has done moie or done its work
belter or more promptly. And with, the ex
ception, perhaps, of the "Western Sanitary
Commission at S». Louis, none has equal com
mand of facilities for transportation. In all
its distributions in the field it has operated
through, or rather as a part of the U. S. Sani
tary Commission. Aud our mode of doing
business does not Include the giving of hospi
tal stores “without any knowledge of who
needs.” These stores are Issued on surgeon’s
requisitions, and a strict account is kept of
every article issued. Besides which, system
atical. Inspections are made for the very pur
pose bt ascertaining “who needs,” aud also,
us far as practicable, tcJio gets. In this work
State lines are not known. Whoever, there
fore, expends hospital stores In the wasteful
manner indicated by “Memphis,” or whoever
searches after the necessities of “ our State ”
to the exclusion of others, is no representa
tive of the Chicago Sanitary Commission.
All the tcjsfimj ot this- character it has ever
been my misfortune to witness, has been done
by parties ignoring the Sanitary Cam,mission
and repudiating its assistance. And as my
purpose in this communication is not so much
to criticise “ Memphis ” as to call public no
tice afresh to some of the points which hts
letter suggests, let me give you an example
ot the manner in which valuable contributions
are wasted. I saw yesterday at Jackson, tour
barrels of fresh apples (once fresh), a firkin of
butter and a keg of pickles, hospital stores,
contributed by some benevolent person in
your State, who was obviously unaware of the
imuortance of operating through the
Sanitary Commission. The goods appear to
have reached this point free of expense.
From here to Jackson they were conveyed by
Adams’ Express. Their cnarges on the same
were $18.20. Had the goods been sent through
the Commission, no such charges could have
acciued. United States quartermasters are
uniformly ready and prompt, so tar as my ex
ptrk-nce goes, to lurnith transportation for
hospital stores that are properly invoiced and
certified to by regular agents of the United
States Sanitary Commission, or ot the State
Commissions. A fine lot of stores arrived
here from Cincinnati a few days since, sent
as w ere the above, by parties who apparently
ignore the Sanitary Commission at that plate.
A heavy freight bill was to be paid upon
thtm. Now the agents of the United Stales
Commisiion in the field are not provided with
funds for defraying such expenses, nor are
they expected to sell these stores or any por
tion of them. What is to be doue in such
a case? One of three things: Let
ihem lie on the levee and rot; pay
the freight out of our own pockets, or sell
them for what this amounts to, to hospitals.
I adopted the latter in the present instance.
I’ut it is impossible to do this without suo
jecting the act to misconstruction and myself
to suspicion. Sanitary stores are every
where and always given away. I wish
hereby to publicly decline doing any mare
business or the kind. Stores pat into the
hands of the different commissions at Chicago,
Cincinnati, St- Louis or elsewhere, will be
shipped to the army free of cost to the agents
whoreceivi'lthera. Parlies who insist on work
ing independently of these must come with
their goods, or prepay freight, or forward to
some one the necessary lands. Hospital
funds are designed and needed for other uses
than in paying freight bills on sanitary stores.
And with all appliances and additions to hos
pital resources, the patients have a sufficient
ly hard time of it. And we must therefore
reckon as waste all that is spent in baying
what has already been given to them. Espe
cially as there is not a shadow of necessity tor
this. Here la a wide-reaching organization,
well manned and equipped, recognized ana
assisted in all pnocticable ways by the govern
ment, and existing lor just this purpose—to
carry forward to the sick in the field, free of
all expense to them or the surgeons, the
munficfcut contributions of comfort and re
lief which a universal and abounding sympa
thy is eager to bestow.
All that this organization now needs is ma
terial —“ sinews of war”—stores for distribu
-1 «on. These have mu low just at present, aud
the demand exceeds the supply by a greater
difference than > t any previous period since
Lst autumn. The more pressing demand no w
i. for fresh vegetables, fruits, dried or canned
and drawers and shirts. The last two articles
are nearly all amongst articles of clothing, of
which we have not a tolerably abundant sup
ply on hand. Drawers we are nearly destitute
of. Aud as for vegetables and fruits no en
ergy of confiscation can keep the hospitals
supplied with them from this region. Tue
reason is simple, they are not here m any ade
quate quantity.
A word as to the manner of putting up veg
etables lor transportation will not be oat of
place. They are more conveniently handled I
in barrels, and these should be freely veutiU- |
ted by holes ;n the sides and ends. We have j
recently lost thirty per cent, of an excellent j
lot of these hy inattention to this. Thekinds ;
of vegetables most serviceable are beets. 1
onions, potatoes and cabbage. I would add
tomatoes if a s ngle barrel had yet reached us
unspoiled. Those that hive been canned hive
arrived in good order. If they are sent at all
and mm t needs be sent in barrels, they should
be decidedly green when put up. Carrots
also seldom arrive in good order. Aud where
the other utricles are furnished in abundance
arc of comparatively little value,
I forgot to mention in its proper connection
a certain source of waste where goods are
sent to hospitals without the intervention or
assistance ot the sanitary commission. I will
mention it here, for it is too Important to be
omitted. Goods thus forwarded stand only a
jew chances in a hundred of ever rescuing
their destination. In most such cases no one
is apprised of their shipment, and no respon
sible person is present to receive them at any
of the points where they are reshipped. If
they are perishable articles they are very prone
to perish on the way. If they are tempting
to the palates or cupidity ot men, they are
prone to become the spoil of the tempted. 1
have occasionally discovered such goods
cu route to some hospital, and have of course
taken charge of them and seen them safely
through. And I have occasionally discovered
vestiges of those that never arrived.
Now, I am not particular about you pub
lishing this communication, but I pray you to
publish the more important Items contained
in it, iu some shape, for you will thereby do a
good thing lor a good cause.

An “ExcUlns” Hoax.
[From the N. Y. Evening Post.]
Yesterday afternoon about %fivo o’clock a
person in the unifor of a policemen entered
our business office with a pretended message
from Mr. Police Superintendent Kennedy, di
recting certain news headings on oar bulletin
board to be taken down, “because they were
unduly exciting the people.” Therchad been
no unusual exatemeni around this office; but
the pretended officer stated that similar or
ders had gone fourth to all the other newspa
per officers in the city, and the person in
charge accordingly removed the obnoxious
lines! The wicked wag who perpetrated this
hoax added, by way of explanation, that the
lines tbonebt by Mr. Kennedy, and the gov
ermamt lor which he acted, to be injuriously
exciting, were those enouncing that General
McClellan hud been put in chief command
over the armies in Virginia,
We could not readily believe that either the
government or superintendent Kennedy
would commit such an absurdity as this; and
the following note from the Utter, In reply to
cur inquiry this morning shows that onr sur
mise was correc’, ai-d that no such order as
that pretended was given by him:

GREAT UNION DEMONSTRATION.
The greatest demonstration that has ever
taken piece in New Orleans, gladdened the
hearts o f onr loyal citizens last night. Early
in the svenitg, the different streets that lead
to the city hail, where the great meeting was
to take place, were thronged with men, young
and old, wending their way to take their pin
as lovers of their country. Very soon the
Lyceum hall was filled to overflowing with a
dense mass of humanity, and were surged
back into the street, where another stand had
been erected tor the accommodation of speak
ers. The wildest excitement pervaded the
vast multitude outside, that extended up and
down St. Charles street for nearly a block,
and as seme noble sentiment sprang from the
orator’s heart and found utterance in gloving
words, cheer after cheer went up, <*hica must
have caused the despicable traitors in our
midst to seek the darkest recesses of their
holes, for they must have trembled to the
Very marrow at the sound. The voice of the
people is the voice of-God, and they shud
dered at Us dreadful intonations.
Speeches were made by several prominent
gentlemen, and the whole offinr was a great
success.
BRECKINRIDGE THREATENS TO RAISE THE
BLACK FLAG.
The traitor Breckinridge has sent the fol
lowing letter to CoL Paine, commanding the
United States forces at Baton Rouge:

Sib:—The object of this communication U
to call your attention toasts of ouirogis re
cently committed in this part of the confeder
ate States, under the orders of officers of the
United States array, and to other acts which,
I am informed, are in contemplation under
the same orders.
Many private houses have been wantonly
burned, much private property has been taken
or destroyed without compensation, nuny
unarmed citizens have been seized and carried
away into imprisonment, upon false and frivo
lous pretexts, and intormation has reached
these neadquarters that negro slaves are being
organized and armed, to be employed against
us.
It is also stated that the Mayor of Bayou
Sara has been ordered (in case he cannot pro
cure negroes) to impress all able bodied white
persons, for the purposes of loading coal
upon the boats of the United States fleet.
It has been the earnest desire of the confed
erate authorities to conduct this war accord
ing to the usages of civilized nations, and they
will adhere to them so long as they arc re
spected by the United States.
lam instructed by Major Gen. Van Dorn,
commanding this department, to inform you
that the above acts are regarded as in, vina
tion of the usages of civilized warfare; and
that in future, upon any departure from these
usages, “he will rai=e the black flag, and
neither give norask quarter.”

this communication, informing me of your
future purposes touching the acts herein com

ABANDONMENT OF BATON EOUGE.

Attending the abandonment of Biton Rouge
by onr troops, was the accruing from tae
State capltol all the valuable documents the
confederates left behind them, together with,
all the pictures, and the statue of Washing
ton by Hiram Powers. This was done by
especial orders of Gen. Butler.
Up to tbis moment I have not heard as to
the final decree with regard to the destruction
ot tbe city. If it is leu it will become a nest
for, guerillas; if destroyed it will be a sacri
fice to the decree of war, necessary, no douot,
bnt nevertheless a fearful evidence of the pun
ishment the leaders of the rebellion have
brought upon the deluded people. As part
of the plan of progress up and down the Mis
sissippi from the month to Si. Louis, Biton
Rouge was a chain in the hub of cities, but
with the temporary abandonment of the river,
the place was of no strategic importance, as
nothing was lelt to withdraw the brave troops
to New Orleans where their presence is much
needed.
CONTEMPLATED ATTACK ON NEW ORLEANS.
It is generally understood here that the
rebels intend to attack the city. To make a
commencement, was instigated the attack of
Breckinridge on Baton Rouge. Meantime it
appears that Jeff. Thompson, with an accumu
lating force, is at a place called Patchatoola,
about forty miles from here, oa the Jackson
railroad. Gen. Buggies remains still across
the lake, possibly tome twenty miles distant.
From intercepted correspondence it is evident
that tbe madde&t of the confederates do not
believe that they can carry the city, but they
so believe that by making a formidable de
monstration the traitors inside will rise and
set the city on lire. This Is their brave scheme,
and this is their hope, as they frequently
stow in the apparently casual remark, “ Well,
I’m afraid that if the city were vigorously
assaulted the mob would rise inside and set
our houses on lire.” And this is the plan en
couraged, strange us it may seem, by miay
whose property is all centered here, and
whose families will be engulphed in the con
flagration.

A Busy Sunday*

Col. Carrington, upon receipt of yesterday’s
Kentucky dispatches, went at once to Camp
Morton, with the corps of mustering, disburs
ing and pav officers now in the city, and the
S7th and 88th regiments were mustered, paid,
and moved off before we went to press. The
New Albany regiment was mustered Friday,
the Madison regiment Saturday, and the Colo
nel started the officers upon an estra train for
Terre Haute last evening, to muster and pay
