Movements Indeed ore reported or foreshadowed, which prove what recent events have taught the .people, that a leader of sagacity and nerve is at the head of our armies, and that in the coming as In the recent battles, the blows he strikes win be telling, and fall thick and -last when once the conflict is reopened. But nothing yet breaks the lull, which is the pre lude to*a fiercer war tempest than before. The situation is a grave one, and it would be of no service to conceal it The ■people schooled by the events and the dis appointments of the two former campaigns, can wait calmly for assurance of victory ac ■complisbcd, a state of mind the very best possible preparation for the instant repair of •defeat We insist that it is the duty of all loyal men to look on the gigantic struggle, eoon to re-open below the Eapidan, with their courage braced to throw them selves into the breach should a repulse be fall ns. It will be easy-to make the Instant change and throw up our hats when Grant's •dispatch brings ns the coveted intelligence. Meanwhile the reports are most encour aging of the moVale of our brave army, of dts strong reinforcement, of its undiminished •determination to carry the SUn and Stripes lb the Rebel Capital. Whatever may be our uneasiness in the suspense we must feel un til the end is reached, it bears small relation •to the appalling anxiety that rests upon the conspirators, who read a Vision of Judgment in the gigantic military plan launched against their chief seat of treason. The great rebel •army Is massed for the final struggle on a thrice stripped and Impoverished territory, which can yield no supplies. By the well executed movements which severed and de stroyed the rebel communications with the 1 .rebel capital, a heavy blow was struck at the very existence of Lee's army, to say nothing •of the hungry inhabitants of the region. The late heavy blow struck at Bn tier was the desperate spring of tbe aaged and half famished-panther, a struggle for sustenance. We have never placed much stress on general isles of rebel starvation, bntit is an undeni able fact that with fintlcr and Crook respect ively holding and severing the railroad con sections of Richmond from Petersburg ou the South, and Danville on the. West, every day that Grant strongly and silently holds -Lee in his entrenchments, is a drain upon rebel strength. The conflict must new be near. When it opens it will awaken than •ders whose echoes will reverberate far down in history, as one of earth's great battles. An official dispatch from Washington, •signed by Thomas M. Vincent, A. a. G., cays that on final settlement of tbe clothing Accounts of the one hundred day troops, an amount of clothing equal in value to twenty three dollars and ninety-three cents ($23.93) will be credited each man. This is equiva lent to giving that amount to the soldiers. Gold is not in the possession of unalloyed quiet, whatever may be the condition of its holders. The Persia's malls say +b«t fol lowing close in the track of the Austro-Fras clan squadron, which was making Its way toward the Baltic, a British frigate, under ■command of 8!r L. McClintock, had set sail, St Is said, as ihe first of a British fleet, which will oppose tbe entrance of the German men of-war into the Sound. Tbe English press, almost without exception, is agreed that con sideration, not only for the honor, but for the material Interests of England, now require that her naval power shall 3>e exerted to bar the entrance of the Baltic to the Austrian force, and to pre vent any additional pressure being brought lo bear upon Denmark. Tbe step thus tard ily taken, or about to be taken, (as Is alleg ed,) by tbe British Government, has almost -the effect of a declaration of war; it is an Act of direct hostility towards one of the belligerents. But there is another phase to it. While this important movement Is every * where bailed with satisfaction by the British public, tbe Germanic sympatbls and connec tions of tbe Qneen have caused her to defy the public opinion of the nation and side with the German belligerents. The rumors -are suggestive and thickening, relative to an impending crisis in the relations of herßrit ~isb Majesty to the people of her realm. ’Throughout the continent tbe complications growing out of tbe Danish war are last com ing to a head. Map makers will do well to -huny the sale of their editions in hand. The •schoolboy of twenty-five years will find abnn •dant changes in the world's atlas of to-day. We give in another column the special .dispatch from Philadelphia, giving the ap pointments In the Methodist General Con- Terence yesterday. This important and in fluential religious gathering, during tbe pres ent session, acted upon tbe long mooted •question of slavery in that Church. The -Church has always opposed the system of slavery, recognizing no law that held a hu being in servitude, but tbe opposition was quiet and inoperative. Now the action •of tbe Church is bold and positive. Its ■General Conference, speaking in the name of the mighty body it represents, enacts That do slaveholder can be a member of •the Methodist Church. Snch action was seeded, and it is a cause of rejoicing to know that such action was taken. The vote of tbe •Conference was singularly unanimous, tbe says forming but nine in a count oftwo bun <dred. THE BOSUN PBOCI.MA. • XIOJT, And Another from Mr. D, H. Orals of the New York Associated Press. bur Yoke, May 20.—1t may be Interesting to the public and the press, who were so terribly imposed on in the publication of the great hocus proclama tion, to know that in the city o! Washington there has of late existed a body of news gatherers.styllo l * themselves the represent*tires of the Western press, composed of Messrs. White, Hill, and Vil lard, who bare for some time been sending daily dispatches to papers at Springfield sod Boston, Maesachnseits, and to Rochester, New York, as well as others in Cincinnati, Chicago, Bt. Louis, and other points at the West. These persons are Ju no way connected with the Associated Press, which has a well known, intelli gent and reliable agent in that city, as the trathfol nature of his dispatches for many years will attest. It appears, as we learn from the well informed' cotTrspoodentofthe Commercial Advertiser, that on Tuesday night a dispatch was sent by members of this Western Press Association, or purported to hare been sent by them, announcing that there would be a proclamation, oiling for a new draft, about the Ist of July, that the places of the hun dred days’ men might be filled. Whether the bogus Proclamation was concerted by one of the Association, orwhether another per son based it upon their news, is not yet officially known. It Is lair to infer, however, that either some member of the above Association was the author of the bogus Proclamation, or that some person connected with them, knowing the fret that a call w is about to be made, wrote the Proclama tion upon the predictions furnished by their dis patches. One of the members of the Western association b a confidential employee of the War Department and the others occupy official positions, thus giving them the opportunity to secure announcements prior to their being prepared for tbe public. The Provost Marshal or Washington is giving the mat ter a thorough investigation, and all tbe above per sons will be critically examined in reference.to tins great outrage upon the public and the press. Their doily dis patches from the Capital ai e given in every issue of this paper. Mr. White has for years been known to the readers of the Tuibune. For some time past he has occupied a confi dential and honorable post in the War De partment. Messrs. Hill and Viliard are two of the best known of the Washington report ers. Both arc gentlemen of unimpeachable character and integrity. The charge that either of these gentlemen have turned from their sterling set-rice in the aid ofloyalty and the Government, to fabricate or be concern 'ed in the production of a document exclu sively in the interest of the enemies of the country, kQI be received in Washington, and wherever these gentlemen are'known, with ineffable contempt. THE EXCITEMENT AT THE EEBEL CAPITAL, [From the Richmond Enquirer, Kay 19.) At an early hoar yesterday morning, toe reserve forces of militia were called out—not by a repeti tion of the unearthly clangor of bells, but by the more quiet method of printed notices. The differ ence in the effect of this mode of assembling the people wao manneat In the calmer and leas bust ling, but equally prompt manner in which It was responded to. The Idea of alarm is eo inseparably associated with the din of fire bells that whenever they sound they Invariably produce an undue ex citement, and on such occasions especially produce nnaeceesary and painful agitation among those whose peace should be most particularly consult ed. It was known In the city on Tuesday night that the raiding party of the enemy which had visi ted Beaver Dam, on tho Central Railroad,' had boasted of getting to Richmond before morning, and as they were also known to be advancing in this direction preparations were mode accordingly. The reserve troops for local delcnae were called out yesterday morning to co-operate In effecting their discomfiture, U their assistance should prove necessary. TUB DXTZN9Z or KICmiOKD. Notwithstanding the skill and energy disolayed by the anthorilies in tbs defense of .Richmond, there is additional means of defense tbit may be added with great effect- We mean the barricade of all the streets leading oot ot the city, and loophol inetbe boosts near the barricades for thalr pro* tectlonaod defense. The tobacco now stored In Richmond, together with strong fences and deep ditches across the front, will afford such protection a era Inst cavalry as may laogh their efforts to scorn. The enemy adopted this mode ofdcfense for Balti more when they apprehended that the cavalry of GencralSmart would dash Into that city, and we are assured by officers who saw these defenses that they are most efficient against cavalry. Richmond Is to be defended to tbs very last; her people are ready and willing to answer anv calls from the authorities; bat every means of defense should be need. The labor and material are here that may be required to effectually barricade every outlet. It Is unknown how long the enemy may be around the city, oral what part they may at tempt to enter. Their cavairy, vesterday defeated by smart, may again rally, and reinforce!, turn the tide of victory and seek to irallop into the city and through It to tbeirormy at Bermuda Hundreds. •Barricaded streets will check their progress, even should they force any post of the outer oefeuses. The precaution now suggested may never be re quired, but the terrible disaster it may prevent enrely ehonld commend it to the attention of the engineer department of the city defenses. It ho. comes the authorities to adopt every means in their power. The defense of Richmond must. If neces sary, equal that of Derry or Saragossa. FROM WASniXGTOX Blatters Military and Congressional.
