A trip through Allamakee, Winnesheik,
Howard, Fayette and Clayton counties re
veals the prospect of the crops as not of the
most encouraging nature. It is jost four
weeks to day since wc have had rain enough
to lay the dust in the roads. From the pres
ent prospects, the wheat crop cannot be
more than one-half of an average crop, and
not even that unless vre get plenty of rain
soon. The crop of grass Is worse than the
wheat. Oats that wfcre sowed early are. not
suffering bo bad as those sowed late. • Corn
aud potatoes are doing the best of any of
the crops.
FROM CEDAR RAPIDS.
Cedab Rapids, Jane 20.—We were visited
on Saturday and Sunday night with heavy
showers, which will insure ns a good crop
of w heat. The storm on Sunday night was
accompanied with severe thunder and light
ning) but we have not heard of any .damage
being done.

During a residence of eigeteen years here
I have never known eo dry a season. High
clay lands have baked almost as bard as a
rock; low black (loom) lands are not as
much effected, and may, if we get rains
soon, } Icld a half crop. The present pros
pcct is that the crops will all bum up.
The streams are drying up, arid many mills
depending upon water have already stepped,
and the greater port of the saw logs got oat
last winter will remain high and dry on the
banks, as no amount of rain will raise the
streams now sufficient to get in the stock of
logs cut. Many farmers in adjoining coun
ties are brir glng 01. their stock Into the city for
sale, and particularly coir#, not haying leed
for them.

Yesterday (Sunday) rooming weh&d a hea
vy roin, commencing about four o'clock, and
continuing about two hours. It was accom
panied by constant lightning aud heavy thun
der. The only casualty heard of -was the
burning of the barn of Meritt Spencer, Eeq.,
of the town of Troy. It was struck by light
ning, and destroyed, with its contents, wag
ons. harnesses, two or three cows, some
heps, together with some grain. Loss about

he is not wealthy.
Onr crops have improved much In appear
ance since the copious raid, it having been

About three o’clock this* morning a most
tlmdv and refreshing shower of ram visited
this vicinity, causing everybody and every
thing to rejoice and look, brighter for its
coming. It was accompanied with the most
vivid flashes of lightning and crashing peals
of thunder that have broken the slumbers of
our citizens in many a day. The cupola of
the Academy building was struck by the
electric fluid, tearing one half of-It off, and
. scattering the shivered fragments In' every

History.
The following communication was sent to
ns some time since and should have appeared
in the Tninrac, bat was accidentally mis
laid. We now print it as a part—and a very
Interesting part—of the political and finan
cial history of Illinois:

For several months past I have seen In
v our paper allusions 10 a V Two Per Cent

ertl Government, on account of the sales of
public lands In llllnoiv amounting to nearly
hall*a million of dollars.- These notices
were, until lately, enigmatical tome; nor
coula 1 by inquiries made; to oar most intei
gent citizens, learn upon' what this two per
cent claim was founded. •
The first of these allusions appeared In the
Tbibgke duringtbe last autumn, from which
it appeared that the Hon. Isaac N,- Morris
was then at Washington, os agent of the
State, prosecuting this claim. Subsequent
ly that the Secretary of the Interior, to whoso
.Deyattment the subject pertained, had de
cided against it*; and that the agent then ap
plied to the Attorney General, who failed or
neglected to give an opinion on the validity
of the claim
in your issue ol yesterday is a letter from
your Washington, correspondent, which
states that the President, with the advice of
the Attorney General, had again referred the
subject to the Secretary of the Interior, who
was directed to state the account The Sec.
retsry did so, but at the same time charged
the State with the expenditures for the Na
tional road, so far as those expenditures
were made in the Slate, which brings the
State actually in debt to the General Govern
ment some one hundred and fifty thousand
dollars.; Your correspondentthen proceeds:
‘ But the best of the thing is, that those ex
•penditures were made previous to the act
donating the two per cent to the State.
This decision is pronounced illegal by some
of the best jurists In the country.”
By the statements lam about to make, it
will appear that this ‘‘two per cent,” was
nut a donation from the General Govern
ment, but was granted in pursuance ofa tj!
utihle consideration It will also appear that
the above averment of your correspondent,
that the expenditures on the National Road
were made previous to the act ’granting- the
two per cent to the State, has not the slight
est foundationln truth..
In the act of Congress antborizingjkhe pco--
pic of that part of the Northwest Territory
included in the present boundaries of Ohio,
to elect delegates to a Convention for the
purpose of forming a Constitution of State
Government, the following proposition was
mude for the acceptance or rejection of such
Convention, which, when ratified by said
Convention, should be deemed 'an
article of compact between the
United States and the State ol
Ohio: viz, That five per cent of the pro
cceds of the sales of the public lands In said
State should be granted to it, three-fiilbs of
it lor the construction of roads within the
State, aud two-fifths ior roads leading to the
State. In return for which it was stipulated
that the Convention should provide by ordi
nance, os part of the Constitution to be form
ed, that no tax.should ever.be levied, by the
State on the public lands of the United States

date of sale. The proposition was accepted
by the 1 Convention, and it became an article 1
ol compact between the State of Ohio and
the United States. ‘
On the admission of the Territory ot India

pact was entered Into between the parties.
At the session oi 18X7-18. our delegate in
Congress, (the late Judge rope,) introduced
the bill to enable the people of the Tenttory
oi Illinois to elect delegates to- a convention
for instituting a State Government. The

Illinois being a prairie country, roods could
be constructed with little cost and labor, and

for the Cumberland Road, audio It was a di

Mr. Cook, onr Representative, objected to
-this, eo far asTllinols was concerned, saying,
•ihat the two per cent was tor roads leading
to the State, not those"leading fstoarifT’itr
otherwise that fond might be taken fora
road in Massachusetts pointing in the direc
tion of the State. The matter was finally
settled by a measure . which- had been long
contemplated, ol extending the Cumberland
Road from Wheeling through the seats of
Government of Ohio, Indites aud Illinois,
to the Mississippi River, and an appro mil
lion was made for that purpose, to be re
funded out of the two per cent fund of those
States, The highway then took the name
of the “Nations! Road.”
It was for several years a subject of fierce
contention between'tha people of St. Louis
and those of Alton, which place should have
the terminus oi the road. The Commisslou
ers for surveying It were instructed to pro
ceed due West from Vandalia to the Misslp
pi river, and their line struck that river two
or three miles below the mouth of the Illi
nois.
When the road was completed as far as
Vandulla, and the point of its terminus re
mained, to he decided, a Joint Resolution
was passed by our Legislature, that the con
sent of this State is given for the construc
tion of theNatfonal Rood through Illinois,
to be terminated at Alton, or between that
'place "and the-mouth of the Illinois'river,
and at do other point The influence of the
Illinois delegation in Congress was balanced
.by that of Missouri, and the road, has never
been extended west fromVahdalia. •

trified the twelve members who-were pres

would be very bard to . take, and of no con
ceivable use when taken. To drop medical

some people may consider them so very far
from sharp as not to merit the title of points
