Before reaching it he was observed to stagger and fall. Suit, practicing tbe profession of medicine, and police officers Malsney, Kelly and Strong were yesterday arraigned before the Recor der's Coon, iutLctcd for the false imprisonment of W. Ih Cameron, attorney at law. The readers of the Tiubunb are familiar with the circumstance* upon which the indictment was preferred. Some months ago, Cameron, who occupied law offices on Sandolph street, rented one ol them out to Stitt, one of the defendants, retaining possession of a key, with which he admitted himself at pleasure, Cameron, who had the reputation of practicing fit the bar till a very advanced bonr of the night, appears to have frequently at unseasonable times entered the room of suit, claiming a prescriptive rigbt to repose upon a sofa there. Stitt lor some time submitted to what he considered an In'rueiou on the part of Cameron, and one night shortly after be had retired, had him arrested on a charge of burglary, calling tutu requisition the cervices of the three police officers, the other defendants. Cameron was taken to the police station where he was locked np and ultimately fined in a nominal Rum on a charge of disorderly. Afterwards Le commenced proceedings against SUtt and the officer*, before a Justice who held them to ball to appear at the Recorder's Court. The jury before whom the case was tried was tmable to agree, and were discharged. Judge Van Boren taking a lenient view of the circumstances attending the prosecution, recommended the de fendants to plead guilty and leave the penalty to his discretion. We boast of the number of men we have eent to light oor battle*, oi the money we hare expended to consmict Saldlcre’ Homes, and of our richly endowed seminaries and inatltntlona of learning, but in the treatment of the families of soldiers we exhibit a degree of brutality which should shams people far lees civilized and enlightened than we. It is a burning shame that we depdre feeble women and children of their hatbands and pro tectors and then leave them to starve in the midst of plenty. There ie a small band of benevolent women who bare taken the enterprise oflooking after the com fort of soldier’s families in Chicago, upon their shoulders; but the work has eo grown npon their Bauds that they find themselves unable to accom plish a tithe of the good imperatively demanded. Their mesne are well nigb exhausted, end unless aid Is freely given, thev mast soon suspend their labor ot love This is a matter that appeals di rectly to the best impulses of our nature—-to our loyalty and on feelings of - humanity. Men give Jarceenms to stismlate enlistments and to ward off the draft, and this is ali.weli enough. But bet ter the draft a thousand times, than that tbe wives and little ones of those who are spilling precious blood to maintain the nation’s integrity, should •ufler for tbc necessaries of existence. We trust that the married men of the city will contribute liberally to npbola tbe bands of tbe noble women engaged in this enterprise, without fee or reward except the consciousness of fulfilling a sacred duty. In presenting the motion—the same heretofore made before the mas ter—Mr. King eaid that for “obvious reasons he had reduced what he had to say to writing.” He accordingly submitted the following; 1 meve for a temporary ini unction on the accom panying bilL in favor of William Turtle, Superin tendeat of Police, against Cyrus P/Bradley, a usurper into the office of Superintendent of Po lios. Substantially, tbe same relief is asked In this, as in the former case before tbs Master of ibis Court. But this is a different bill, with addi tional allegations, and with different parties. That Mr. T. B. Brown miebt not even be left to tbe sas hldon of complicity in ihs conspiracy alleged, by being a party to the bill, be is left out of this pro ceeding. The only question In the case is a jurisdictional one. It Is not disptted, and cannot be disputed by lawyer*, that the proceedings of the pretended Board in suspending Turtle and appointing Brad ley in his place, are utterly Told. The solicitor for tbe defendants conceded, in a qualified manner at least, that those proceed ings were indefensible, and tbe Mas ter Intima ted It, There being on’y a question of jurisdic tion, then, that question has enough of personal end official interest to your Honor to incline you to a hearing of It. But thire are higher and more Important Inter ests Involved than mere official one*. To say nothing ol the confusion, demoralization and dis organisation ol the police—a very sertoos public detriment—existing in consequence of the Bradley usurpation, there la one consequence to the men of the police themselves, which probably has not occurred to those who are sustaining that usurpa tion. He denied the snggeatloo made by Mr. King, that an; admUelon waa made before tbe master or elsewhere to the effect that Brad ley’s appolnuneat was void. The validity of that appointment would be attended to when the ques tion was properly raised. He did not deem it ne cessary to discuss the validity of the appointment before the master, bat contended if ft was as claimed by complainant's counsel, still the court cool d rot grant the Injunction. Judge Wllhams said this case wss before the master for beanos neon a former motion. He wse consulted by the master in relation to It, hot din not bear tbe argument upon the motion for theinjunction. The Conn said: ** 1 shoold have been gratified to have heard the arguments. Th*y would have gives me the ideas ot counsel, and prepared me for a more intelligent view of the matter. Bnt with the short **-BTn|ni tlun made of the bill— s very brief one, in fact—and of the law pertaining to the case, my Impression then wss, and still condones te be, that the former bill showed no proper case for an Injunction. Still, that was a mere impression, and we all know that the argument of a case elicits tbe truth and merits of the controversy. If I had the time to bear this argument, I should be quite willing to hear counsel on the respective sides—to bare it fully argued before me—(bat I might pies on the merits of the bill intelligently. The case Is one of such importance, that 1 would not be willing to pass upon it without carefnl examination, and I orUinly would not hesitate to reverse my origi nal impression, if on a more thorough investiga tion, I were led to a different conclusion. Such changes often occur. I should, if I found I was wrong, have the honesty and candor to reverse the opinion expressed to the master. I cannot, such i* the state cf the docket and pressure of basinets in this Court, take tbe time for tbe proper inves tigation the case deserves, and 1 know It is impor tant to both parties to have the case passed upon Immediately. I hare ten cases a day till the c.ose of the tenn set for trial, and I am somewhat be hind the call already. Those cases set will oecnpy me to the end of the term. 1 do not. therefore, see how it Is poselb'e for me to bear this argument before the middle of Jnly. I therefore greatly de sire, if tbe motion is to oe made, that It siomd be naade before one of the other Judges in the city. I think, under the circumstances, that wonld be doing no injustice to any of the parties. It wonld then be before a Judge, honest and competent as myself, who has never passed upon tbe question at all. I, therefore, as a favor to myself; would wish that tbe complainant would make his motion before one of the otuer Judge*. But If the matter he insisted oa ta this Court, I could not take it np for several day*, aad net till toward the close of the term. Therefore it will be the middle of Jnly before the matter can receive'attention at nr hands. Mr. King said that he was sorry to hear that his Donor could not give the matter something like an immediate attention. The filthy condition of the Chicago Elver bai long enough been a staple of conversation In our diy, rivaling even that other standing topic—tbe weather. All the talk and writing, and inspection, end legislation yet done seem to bare effected no good. Yet something must be done; before long the mischief must be met and the foe conquered, or there will be no people left to grumble—they will be killed off. Pertinent to this subject is the following letter written by Mr. McDermott, C. E. and Surveyor; we commend it to the perusal of our readers: Editors Chicago Tribune: Some time in October, 1862, Alderman Brown came Into my office, before the members ol the Common Council met. He asked my opinion on the means of removing tbe noirance then In the river. 1 showed him s map of Cook county, and pointed out that it was possible by bringing the overflow of the Desplaines Hiver by the way of Mud Lake, and also the overflow or the Calumet River by a large drain, west of the Blue Is.snd Flank road, and emptying into the State ditch, and thence into the south Branch of the Chicago River. During our conversation, Alderman Com iskycaznein, to whom we explained our view*. Both Aldermen immediately came to tbe conclu sion that i£e plan was practicable and highly ne cessary. Alderman Comisky drew np a resolu tion authorizing the County and City Surveyors (Mr. Wolcoi and I) to make a Joint survey for that purpose. The meeting being a special one, tbe resolution wss not then adopted Subsequent ly a survey has been ordered, and made between tne Desplaines and South Branch of tbe Chicago River, which shows that the work is practicable, finding between tbe low waters of both rivers, a fall ot eight leet, that is. the Desplaines River Is eight feet higher than the Chicago River. Hence it appears that the property owners along tbe rome did not orgluate the plan, for they have al ready dome all they require at an expense of eight een thousand dollars. 1 have found ail the owners willing to have the present Mnd Lake ditch widened and deepened, excepting Hon. John Wentworth, bat wnea he found that the plan originated as above stated, hi* opposition lessened a great deal. However, hie known spirit of philnnthrpy and public im provement will be a sufficient guarantee that he will not oppose it her taller, because tbe proposed improvement will orato his land, and that the ditch, when widened, will not enter bis section seven. Be owns one mile from tbe river along tbe proposed dicta, which Is during the greater part of the j ear covered with water several feet deep. We may aalely Infer that there will be no opposi tion from him, or from any other, as it is proposed to take only a part of the overflow of the Des plslnes. Let tbe ditch east of Hud Lake bridge for one half a mile be made SO feet at the bottom, slopes Sto one. This hat! mile will bring ns into a width ol CO to 80 feet, and 10 to 14 feet deep. Tbe water at Mnd Lake bridge is sometimes 14 feet high, generally IS feet. * Vi ith a beau of 12 feet in four we have a body of water thrown Into tbe river at tbe Bridge port locks equal to 168 million cubic feet in one day, or four time* the quantity of cubic feet in the South Branch from tbe south tork to tbe Late, taking the distance as 5# miles, m»*n channel 140 feet wide and 12 feet deep. And aesum ng a fall In tbe length Of tbe river of only one Inch per mile, tbe velocity will be 14 inches per second; combined with the supply from the North Branch, In limes of heavy rains or moiled snow, will gtve a velocity sufficient to sweep along at least half an inch in diameter,. It is evident that one snch cleansing would be worth millions of dollars to any city where' human tile i* valued. The river would be kept clean from tbefiret day of November to tbe middle of May at least. And some time In July or August we coaid have another scouring, and tbe same after each heavy rain. Those who have witnessed the effect of letting the canal into the river daring tbe last two years. In tbe early part of December, can form an Ideaof the benefit* to be derived from this cct. When tbe day shall arrive that the views of George W. Clark, Esq., of connecting tbc Oslo met river with tbe South brancs, will be carried into effect, we will have an abundant source of flushing or scouring our Chicago river from all the filth no.v fludmg its way into it from slaughtering bouses, &c. There 1* no time left to be testing tbe technicalities of law, or tbe value of dollars and cents. A polluted atmosphere, loaded with tbc predisposing causes of erysipelas, typhoid and spotted and puerperal fevers, must be met prompt ly, by a small appropriation. This will remove the stigma of fool from Chicago, and her water will not be sent to distant medical colleges for ex hibition to medical students.
