This virtually cots off Importers from all opportunity to Ills their damage applications, since the ten days within which they may do so are made to run from the Unto or arrival at the seaport, loalead of at tbo port of destination. Th* set of March 3,1103, Bw. M, gives Importers A right to abatement of dalles for damage on the voyage of Importation, and the act required that duties should bo ascertained by the proper ofilctra of th* port at which the goods should arrive. The set of July 14,1870, called the Immediate Trans portation act, give* Importers the right to Import direct to Interior port* with practically no examina tion at the seaport. Ten days from the data of land ing la tbo lime allowed th* importers by tha law to file tiiolr damage applications. The Secretary of tha Treasury at one* .and property ruled that this ten <Uy« began to run from the time of arrival oi th* PORT 07 DtaTnUTIO.V, that the time of transpcrtaUon from the seaport to th* port of final deaUnaUon was pan of the voyage of lm portaUon, and that the damage could bo ascertained at the port of destination, and ten days 'could be had there for filing damage applications. The Secretary also declared the year from the dale cf Importation wllbln which goods eonld b« withdrawn from ware house without payment of the 10 per cent additional duty prescribed by the act of March 14, 1866, lo dale from tbo landing of the good* at th* port of Anal dea tlnatlon. . Auy other ruling# would have conflicted wllh the plain Intent of the acia of 1790 and 1870. To have made the ten day* date from the lime of arrival at the ■eaooMt would have deprived interior Importer* of the rights secured to them by these enactments. Under tUI* ruling, the FOREIGN TRADE O t CHICAGO IRCREA9ED rapidly, end, a* the merchants state In their reman* ■trance,many millions of dollar*’ worth of foreign goods wore imported here. Western merchants “ have bad the satisfaction of transacting their own Importing butt ness. The Treasury has not lost one dollar of 11s da* tlce; no oue complains, except the Importing tnor* chants of tho seaboard and that clans who lire by at* lending to tho foreign hualm-as of tho interior.’’ This prosperous trade la suddenly threatened with loss, if not arrest, by this decision of the Secretary. THE LAOT RULING was the result of a question which arose under tbo In creased duties Imposed by the act of March 3, 1375, which look effect upon all good* landed at port* of the United States from and after the passage of (he act. The question arose as to the liability U> the ad ditional duty of goods which arrived at New York on ihe3J of March, destined to Chicago, and arrived at Chicago after March 3. If tho Importation were considered as mode at tho seaport, the goods in question were not liabls to in creased duties. If the contrary rule were adopted, goods arriving in Now York on (bo 2d of March were liable to tho old rato of duty, while another package on the same steamer, and destined for Chicago, would 1m subject to the new tax, thus putting different rates of duty on different parts of tbo same cargo. TO AVOID TUB LATTER COURSE the Secretary has suspended the application of pro viooa decisions relating to damage allowances and withdrawals from bond within a year without the ad dition of the 10 per cent duty. I Damage allowances on Western Importations have therefore ten days to run from the date of arrival at the seaport, and are practically cut off In con sequence of tbo time consumed in transporta tion. Hence a good deal of trading was crowded into Hula room in ■ome department*. Tho feeling waa relatively steady. Tho street markets were busy early; but little was dons after 13 o’clock, as there was a general desire to watch the procession. Dry good* continue moderately active, without im portant price fluctuations, though the general market shown less steadiness than a fortnight ago. Prints brown and bleached cottons, and other of the leading lines, ere unsettled in values. The demand for gro ceries was not specially active, though, In a quiet way, a very respectable volume of sales was accomplished. Tho prices current on Wednesday wero uot subjected to sny quotable variation. Butter and choose were in demand at former rates. Fish, canned goods, and dried fruits met with a good inquiry, snd were iteady. Coat, wood, lagging, and leather wore dull. Oils were txirly active, and steady.
