Only ono case in tun is sent for such examination, the case being supposed to bo selected by tho Deputy Collector at random, and it being assumed that if tho contents of too caso are found to cor respond with tho invoice, tho contacts of ail tho other cases arc also correctly elated iu the invoice. Ono caso in tou having gone to tho appraiser’s. tho remainder of tho packages contained lu tho invoice aro at unco delivered to (ho importer. It is obvious that it in any way a cavo can be sent for examination which con tains goods of inferior quality, or liable to a low er rate of duty than tho remainder of tbo goods, tho Government is defrauded of its proper duty. Iu this case, Deputy-Collector Dcs Augoa desig nated in each iuetauco the package which waa to go to tho appraiser's, and id each Instance tbo contonla of (ho package which was thus bout oouespouded with the invoice, but not with tbo oalanco of tho packages dehvoied to tho im porter. This coincidence alono, that in every ono of tlioso invoices Dos Angcs should have designated, for examination, tbo ono caso by which alono the Government could bo oofraud od, should bo sufficient to satisfy any ono that Dm Auges must have boon m collusion with tho ctrsouo seeking to dofioud the Government. Tho Government, however, is lu possession of a latgo amount of direct evidence, which, in tho opinion of its officers, loaves no question as to the guilt of Dcs Aocos. Immediately upon tho discovery of the fraud, Charles L. Lawrouce escaped to Cunula und thence to England. Ho was arrested at Qitsous town, and iu his possession wore found various papers, among others a letter in tho hand writing of Dei Auges, without date, signature, oraddioss. One paper tuund upon Lawrence is very ex tnuirdinaty. On Mar 25, 1874, District-Attorney lii HH wrote to Field, Monts & Fenner, of this city, auctioneers, that he bad received informa tion that certain goods upon their catalogue of a sate to be tnado on that dav wore smuggled, and lie requested them to give him the name of the person who consigned the goods to them. Field, Morris tt Fenner refused to give any in formation. When Lawrence was arrested the original letter written by Ur. Cl.ns was found iu hiw possession. The recant examination has shown that the goods thus designated by Mr. Dlls# a year ngo wore a part of the goods smug gled by l.awience and bis 00-cunsrirators. The agent of (he couepiratois who usually dealt with them was one Aaron Wolf, who u|ftnod with them a porica of accounts, some sixte-u in number, all except one or two In the name of fictitious persons} and lie received from Messrs. The aggregate receipts during the year 1871 alone were about (GOO.OCO: the Invoice value as stated by Wolf to the auction house being about 4700,- UOO, Not all of the moneys, however, seem to have been paid direct to Wolf, for checks in the name of Lawrence, or which passed info his bauds, to the amount of about SBO,OOO had boon paid. It appears that Lafayette Graff, who was nom inally outraged in Uto liquor business in Warren street, under ibe llrm name of M. L. A L. Graff, sold, during a period of about fifteen months, to 11. 13. Clollm A Co. about SICO,U(K) worth of French silks, which have been identified as part of tbo Importations made by Lawrence. Their value iu the market never varies more than a few cents, but they were purchased av from 12 to 20 per cunt Jnen (ban market value. The buyer of 11. 13. Clatln A Co. knew that Graff was a liquor merchant, and not a dealer In silks \ but there is no reason to believe that any member of the llrm of 11. 1). Clallu A Co. bud any knowledge of the tnosaciion, olhor than the purchase of silks at cheap rates. Another of the conspirators Is 11. J. Levey, who abo lied to Canada. Go is believed lo have been the person who made a largo portion of (ho fraudulent oaihs necessary fur the entry of the goods. For along time the Dlfitiici-Aitorucy was unable to secure oiidonco on which to found a charge egaiutt Levey upon which he could ho brought to thin country. He. therefore, caused him to bo watched In Montreal for several weeks, confident that ho would, at some time, endeavor to escape to Europe, and that in doing so bo would jiroballv pass through the United B’atoa. Lover discovered that he was. watched and Bought to leave Montreal secretly, but ho was followed by Detective Boland, who tracked him lo Quebec, wboio the police, who had been communicated with, hut warned not to uibko an orrest w.thout any authority, suddenly arrested Levey, who, as it afterward appeared, hadbougnt his ticket to Portland. After having arrested him, the police tnysUrionrlv discharged him, without any notice to Boland or the American Consul. Levey disappeared from Quebec, and ban not since been arrested. Others in this city, merchants and speculators, fiorhapu also officials, were equally involved in t. During tho hunt for tho conspirators, every ■ movement of tho Government officers was watched by their friends. They even went so for as to 'ascertain surreptitiously in Washing ton when extradition papers tveto burned by too Secretary of Stale. The amount of which tho Government has been defrauded In duties has not been carefully Investigated.
