The bonds will be eold iu Europe. This Administration conducts all Bach transactions through a European syndicate, cr combination of banks. Thus tho debt will be a foreign one, aud will add $17,000,000 to tho enormous annual exportations of gold to moot interest. What consideration of obligation or of good policy can support this measure? In tho midst of a financial crisis so serious as to disturb tho foun dation* of our prosperity, wo aro to add this Urge sum to oar foreign debt. Why is it douo ? In this presentation of tbo sub ject I bavo not comudorod tho possibility of any extraordinary foreign demand. Auv groat finan cial crisis abroad, or dislurbanco of tho poaco of Europe, would cause our bonds to bo thrown upon our market In largo quan tities. and a corresponding draft upon our supply of gold. I do not believe wo can-rely upon tbis measure for any supply of gold ta our domestic currency that wilt ho poimanout or useful. Substantially our reliance for a cur rency must then ho upon tho banks. Will they bs m a condition touupplyit? The retirement of the Tronuury notes w ill leave them under (ho obligation to redeem In gold only. Can tboy moot that obligation? And with tho known un certainty in tlio Rupplyof gold, will they venture to threw their paper upon tho currents of trade in quantities at all adequate to the demands of legitimate business? Tho aot permits fine bank ing, aud tho hills aro yet redeemable in Treasury notes. What bnS been tho result? The state ment of t ho Comptroller, made on tho fith of July, ohows that since tho passage ol tho law, Jan. 14, 1875, to the first of July, nearly a half year, Iho Increase of hank currency is but $7,558. Does this statement Justify tho opinion that after tho Treasury notes Lavs ceased to bo available for redemption tho banks will venture tboir paper upon tho dis- lathed currents of business ? I believe tbo financial policy of this Administration, aud of tho parly which supports it, ns expressed iu this aot of Congress, will so contract, the currency as to paralyze all\ legitimate business, aud leave labor in rags begging for employment. I know tho opinion In entertained—for I have heard it expressed by many—that (ho law is so clearly Impolitic that Us execution will not bo at tempted. Did the President, in his first inaugu ral, not uay that all laws should bo executed, whether they mot his approval or not ? But tho law is now being executed. Many millions of dollars of tho bonds have already been sold to provide the means for tho retirement of tbo outstanding currency; lathis tomblo blow to fall upon the Industries of tho country ? Ohio elands iu tlio van. She should make her groat strength so felt that even Senator Bbermao, who reported tho measure, will respect It in a move ment for repeal. If Oov. Allen bo elected. 1 be hove It trill bo repealed, so great Is the power of the people. But Honators Hherman and Morton, In tboir key-note speeches, declared to the peo ple of Ohio that this is tho party pohoy to bo ap proved and stood by. May It not well bo claimed that Oov. Allen’s defeat is Us approval and In dorsement by tho people T Will you then expect the Senate to consent to Us repeal ? However earnest wo may bo for a return to specie pay ments, we caunot wish to roach It through mil vernal bankruptcy ami a frightful increase of our foreign public debt. Because of my strong belief that tills measure Is fraught with calami ty to the commercial interests, to the industrial pursuits, and to tho labor of the country, I have responded to (ho Com mittee's Invitation without reference to many other questions that may bo dlsoussed among you. Have you connldored tho.reasons which Senator Sherman says Controlled his party iu passing this law ? Ho himself wanted another measure, whether better or worse then this I need not consider. Ho wished to fund tho Treasure notes until thorosldae;should bo at par with gold. By how great a contraction neither ho nor I can say. How destructive to business no one can say. Probably tlio country would become strewn with broken fortunes, and tho highways filled with wretched men eoeklug em ployment. His parly friends would not agree to it. Ho says they had gone into the canvass of leaf year with divided counsel!!, and tho result was defeat When they met last winter they were taught by tbo defeat that tho party lu power mast agree upon some measure and the result was the pas sage of ibis law. It Is a strange statement— ooufceelon 1 may say—that a law affecting every Interest of the people was tho child of party ne cessity. Will you adopt It, and roar it, that it umv destroy you ? The effort now would probably result in commercial disaster. The people so believe. No sentiment attributed to Mr. 'Greeley in WTi was more hurtful to hla political fortunes than tbodomand for immediate specie payments. To render it possible, without hurt to the country, coin and paper must come nearer together lu quantity. They will theu be neater If not uniform la value. How shall that ho brought about 7 liy reducing the paper currency? with the present burthen of national, State, and local taxation, and the large volume of other indebtedness to he provided for that can not be borne. It would cramp business and paralyze labor. No one desires a return to specie payments more earnestly than myself, for 1 believe gold and sliver ara the real standard of valuea, universal aud parmaneut. As I hod occasion once before to ear. the existence of commercial mediums of different values, one description of money for one class and purpose, aud another for a differ, eut class and purpose.
