The Iluaalan Treasury has begun the ls*no of Treasury bills, probably the flrat of a series. Theltusslan Government for the moment will have to Increase the Issue of paper money, and ultimately will have to launch large loans In which to fund these Treasury bills. The Treasury bills Just issued are authorized hy an Imperial ukase empowering the Minister ofFl nance to issue from time to time Imperial Treasury bonds to rnn fur not {css than three months and not more than ono year, the interest to be payable only for the term for which they are Issued. The leading produce markets were rather leas active yesterday, and most of them were easier. Wheat was higher near ths opening of the day’s business, bat soon receded, Hogs were dull, on account of a larger supply, and provisions were tame. In sympathy. There was a very pood ship ping demand for wheal and com, but less specula tive Inouiry, though the British markets were quoted stronger, and consols were weak, with news Indicating a very unsettled state of affairs in Europe on the Eastern question, but the weather was fine and favorable to. farm work, and there were a great many who thought an Important de cline In prices far from Improbable, while they were afraid to operate In that direction while tho war-cloud In Europe Is so heavy as now. Hence tameness In many departments. The receipts were rather light, and stocks of grain on the decrease. There waa ft good degree of activity In dry-goods circles, and a steady set of prices. Staple and seasonable gooda and notions wore freely ordered both by the city and country dealers, and the dis tribution reached liberal proportions. Groceries were moderately active, and generally steady. Coffees remained dull and weak, but were without farther positive decline. The movement in foreign and domestic dried fruits was fair, and moat llnca were steadily held. Prunes, apples, and blackbor rtca were Arm. Layer raisins were offered at a slight decline from previous quotations. A fairly active fish market was witnessed at well sustained prices. Prices of butter again were weak, and tending lower. Cheese remains dull. Buyers are not Inclined to order In advance of current needs, all looking for lower prices by and by. Nothing now was noted In the bagging, tobacco, ond leather markets. Oils were In fair request, and excepting a He decline In carbon, prices ranged as before, paints and colors are in Increasing demand, and are firm- Coal and wood continues dull and un settled. The lumber market was fairly active and firm. The demand is growing dally, and full prices are paid for nearly everything In tho list There Is little doubt but that the production will be smaller than In recent years, and tho Indications now are that those who were fortunate in getting a stock of logs at moderate cost will find the season fairly re munerative. The hardware merchants reported a belter trade at former prices. Wool, broom-corn, hops, and hides were rather quiet and generally steady. Timothy and Hungarian seed were active and firmer, and most other seeds were slow ann easy, clover being somewhat lower. Tho demand for hay was good, and tbo better grades closed firmer. Green trolls were steady. Pino poultry was scarce nud Arm. . A .. . Hat! freights were In lair demand at tho reduc tion noted yesterday, the basis being 200 per 100 lbs on grain to New York.
