On (ho contrary, he is taking every precaution against ajmisUffc cammuiffcnllnn of the disease by means of refugees’ baggage, Is attending sup |m-c<l co*cs observing the symptoms ami treat mg them accordingly, and. In short, Is doing everything that a nubile officer chanted with such Important trusts could do. In his tf-nndav trips around the city, looking up the refugees who arrived that da* from Hi. laiuls, he had an opportunity to more closely observe the con dition of the streets. '((to result of that ob servation was not favorable to tho cleanliness ot Chicago's thoroughfares, and ho ac cordingly held a consultation with tho Mayor yesterday* morning, lu which he showed tho necessity for greater attention to this mat ter on the part of the Dnparlmcnt of Public Works. The .Mayor readily saw the lm|xirtmice of tho suggestion, and ordered Hunt. Wilson to put on an additional forec ot men In the street-donning department. SOUTUBUN lUOfUOB. Dr. DcWolf li.is also had several talks with Dr. Hnuch. who considers lliu Idea of detaining baggage for clUfnfevtloti nu exceedingly good one,“Vastly better, lu fact, than ordering tha tiherllfs of the border counties In the State to seize the same In transit and subject the owners thereof to vexatious delays hi the midst of their Juurneyimrs. What trill bo done, there fore, will ou to detain baggage from tho South which reaches Chicago, fumigate it thoroughly, nmi thou return it to its owners, most of whom make Chicago their objective) point, and who mil thcrolorv not be ontmved iiy the brief dolor to which they will be subjected In celling hold of their b.tggago after Its arrival hero. Tho fumigating process does no harm to trunks or their contents, and every thing Is returned In as good condition as It Is taken,—belter, la fact, coinddcrlmr the eradicating olivets of the thorough fumiga tion on the contagion which nmv have lurked within it. Thu three routes to this city from the South, excepting those which are protected by tho quarantine at Cairo and tit. In many cases the rotuceus who have come to Cnlcago have cast oil their home dollies at some city on tho line, bought new ones, and appeared as fresh ami bright ns any body possibly could who was a refugee. Uen erally speaking, it* is n6t tho clotiung that a man wears ou his tuck that docs the harm, but the tightly-pressed articles in trunks, from which tho air has liven excluded for days.
