The annual meeting of the Cann! Commio turner* was held Friday afternoon aiLockport. There were present Messrs. Glover, Kingman, and Shaw. Bupt. Thomas, and Chief-Engineer Jenne. Tbs question of the rsllrusd discrimination against the canal was thoroughly discussed, hut without sction for the present, sa It was thought advisable to hold a conference with the Railroad Commis sioners at an early date. Mr. Thomas explained at some length tbs damage inflicted to the canal ever? spring by the overflow of the Desplsines River passing through the Ogden Ditch Into the canal, whereby war caused a heavy alluvial deposit In tbs canal bed all the way from Bridgeport to Lockporl. and necessitating a large outlay fur dredging daring the winter montns. After Con sultation it was resolved to purchase a strip of land 180 rods long by two rods wide, between the Det plaices river and the Ogden Canal, on which an embankment or rtvke will be thrown up of suffi cient slrengtn t<> prevent Hie waters of tbs former from Rowing into the latter during the sprint freshets. The Board bad this in contemplation for some time, and the purchase was clo<«d yes terday. After auditing some bills and transacting tome minor business, the beam adjourned. TUB W*9T-PARIS BOARD OP COMMISSIONERS held a regular meeting yesterday. President Woodard In the chair, and all present except I.ipe and lirmock. There were also present as inter ested parties ex-Uov. Beveridge and three or four Ice men. A communication from ex-Secrctary A. C. Thu special order of business of the meeting was then taken up, being the matter of the claim of Andrew M. and Elizabeth A. Beveridge against the Board for certain property condemned by the West Farit Board. At the last meeting Mr. Bev eridge presented to the Board a proposition that that body give up the land and abandon the con demnation, or pay the money and receive the deed. Thu Finance Committee, to whom tho matter was referred, reported that, for the present at least, the first coarse would be advisable, from a financial view, for tbe damage* given for the land and interest amounted to more than tbe land was worth to-day, but the Com mittee doubted whether this would be equity to the claimants. Tbe Board could uot take actual pos session without payments, and bad no money to pay, TbeCoimnllieetheieforerecommended an ad justment upon the following Paste: That on receiv ing a good and sufficient warranty, with a perfect abstract of title, tbe President and Secretary bo authorized to pay for the same tbe original amount of condemnation money, with 0 per cent per annum (merest from the date of condemnation to tbe date of the deed on lho dav of final settlement of said claim. Since they were nuashed on a technicality, however, it will be of little service to him, for tho case will be reviewed by the next Grand Jury. Tho Sheriff* office was running smoothly yesterday. Some complaints were heard on the outside from attorneys that they were not being accommodated, which wav very natural, from the fact that all of tne Deputies were new men. but this will be overcome in a day or two. In the wai ter of the Investigation into tbe case of Bailiff Uemhardt there was nothing exciting, out It is evident that Mr. Hoffmann is in earnest, nod that he will not fur a moment tolerate an inefficient person, and. nbove all, one who has not a good moral character. There Is no doubt, as already In dicated, that there will be some changes that Ume alone can tell what will be done. In tho Criminal Conrt yesterday bonds to the amount of $48,300 were declared forfeited, and Judgment waa entered against tho long list of tiondsraec. Among thum were Michael Levi, L. Rothgerber. Tbo fnct that eight Deputies have boon al lowed 83,000 per year, and that all others have been given S3OO, continues to keep tho twelve Deputies ot Ur. Hoffmann considerably worxed up. They all came In with the understanding that they were to receive 93,000 per year, and since the records are against them they are not a Rule per turbed. Tnuv feel confident* however, that tbe Board will rescind its action In tbe matter, and If it does not the squabble will be Intensified, Besides, they argued that if tho Board could not be Influenced in the matter tho Judge* of tbs Circuit Court could be. Hut what pozzies the people around tbe Custom-House I* tho object of the In quiry. This was given up. however, because Him language of the resolu tion apparently pointed, on closer Inspection, only to tho Custom-House proper,—Collector Smith’s domain. Some supposed Hie motive of (ho thins to bn the same, even In this ease. viz.: to attempt to show tnsfColle:tor Smith had made places for those who testified before the Grand Jury or In the preliminary Investigation of last summer. Other* thought they saw in the resolution a slap at Hares, who. it la sold, is guilty of tho terrible enormity of having a second or third cousin of his wife employ ed In a responsible position under tbe Collector. Under (ho firat-named supposition, it was suspect ed that Charlur Reed bad put Carter up to it for the purpose of reflecting on the Government’s case against tho into Indicted. The Collector himself took no slock whatever In tnls latter supposition. All he would say upon tho whole subject. Indeed, was that Carter probably thought he was In a fair way to stir np something, ami that this stirring-up wqold make him h certain amount of capital; but he would find hlmtclf greatly mistaken. The In formation. ho said, would bo cheerfully furnished the Treasury Department whenever he was notified from that source that It was wanted, and when that time came he should notice It. He demurred to giving it to the newspaper* at present, but the reporter Is enabled to furnish Carter with a por tion. nt least, of what he wants In advance of more official and more detailed information. Just how it was obtained It Is unnecessary to state, except In the negative way that It didn't come from Mr. Smith. Since the present Collector came Into office there nave been Just six new clerks and ten new Inspectors appointed, none of whom ever testified before the Grand Jury,’ and only one of whom was provided with a place after tho Custom-House Investigation was started —end ho knew nothing About the investigation in any shape or manner excepts* he may have read something about It from time to time In tbe Chica go paoers. The Commissioners were very closo-moulhed concerning their pot candidates, and seemed particularly desirous to avoid tho reporters. Several more casea have come to light where people on the North Side who had paid tbolr taxes and obtained receipts from the Town Collector’s office were called on by tbe County Treasurer to pay np, the property baring been returned to him aa delinquent Otto Nelson, of No. 813 Division street, ears he gave a person calling himself Collector Miller a chair In lien of bis taxes, which originally amount ed to $2.80, hut were swelled by penalties to ss!> or s(!,—be does not recollect tbe exact amount. Mlllur took the chair, and gave Nelson a receipt for tbe taxes. Seven or eight weeks sub sequently, a collector for the County Treasurer’s oDlco called on him and demanded his taxes. He went down to see McCree, and was asked for hie receipt. It had been mislaid or lost. Miller, haw ever, came forward and straightened the matter, for Nelson was told “It was all right," and has not been bothered since. Charlos Thlelcaiao,. of No. 600 North Wells street, paid his persons! property tax (sl3) to Miller in his iThleieman’s) store. The Collector was present at thu time, hut Miller took the money, and save a receipt. Two months after wards. a Collector from the County Treasurer’s office came along and wanted tho tax.
