THE COURTS. Revival of the Old Qlobo Insurance Company. Statements as to the Way in Which II Was Kept Afloat. Record of Judgments, Heir Soils, Union Sqnnbblts, Etc. A voluminous bill was filed In the United States Circuit Court yesterdav by George F. Harding against Asbury F. Fawcett and R. E. Jenkins, Assignee of George K. Clark, to stop the prosecution of certain suits by them. Ho states that on tho 10th of February, 1876, Tim or,one insurance company held and owned five notes for $0,125 cadi made by the South Chicago Lund & Building Associa tion, dated Aug. 27,1873, ami duo In three, four, five, six, and seven years respectively, and all secured by trust-deeds. The Insurance Company, being In trouble, offered to sell these notes to George F. Harding for $33,500, and lie bought them. Tho notes wore not then delivered to him, and ho has never been able to get possession of one of them, but the Company collected It and used the proceeds for tlieinseres. Tho other four notes were pledged to the First National Bank, and Hard ing was comnellcd to advnnco the further sum of $13,000 to got possession of them. At the' time A. F. Fawcett was the President of the Company, and he claims ho merely placed the notes with Uio Insurance Company In trust, and that tho latter never had any other claim to them. Tills Harding denies, and bo goes on to give bis reasons. In Janua ry, 1872, bo says Fawcett united with one Holmes and others to resurrect tho Insurance Company, which had become Insolv ent by the fire of 1871 “byevading the law regulating-insurance companies while protend ing to obey it, and while swearing to false state ments and furnishing tho most solemn and format evidences of regularity and solvency.” To that end Fawcett subscribed for $50,900 of the stock of the Company, and gave his note for tiie amount secured bv a third mortgage on some property in Washington Heights. The stuck was then sealed down 25 per cent. The Company still needed money, and this waa ‘procured by pledging stock on loans. In December, 1873, the Company had $48,000 of stock unsubscribed on ham), and Fawcett agreed to buy It, giving In payment all the notes originally secured by another mort gage. Fawcett claims the payment was not made by lilm, but by his agent, Sklncv P. Walker, and that tho agent exceeded his* au thority, and that the notes In question bad been left by him with tho Company in trust. Forthe years 1873,1874, and 1875 all these notes and the mortgage securing them were represented bv the Company to tho Auditor of the State ns part of Its assets, by Fawcett’s permission. In 1873 Fawcett took up his stock note for $50,000, giving In exchange a mortgage called the Westcott mortgage, but this exchange, it is charged, was utterly Illegal and void. During the years 1873 and 1874, Fawcett. George K. Clark, and 8. P. Walker, who had made some notes to the First National Bank to raise money, paid the nofes with the Company’s money, thus getting out of their liability. Harding then goes on to give a very de tailed account of how Fawcett unloaded his stock on the Company again by turning It over to Clark and Walker, his henchmen, who pre tended to give other security for it. In the lire of 1874, the Company lost about SIOO,- 000, and bconmo utterly Insolvent, and vos only kcift alive by a series of false entries in the books bv which even tho Insurance ex perts were deceived. The parties in control of the Company being naturally desirous of get ting out at such a juncture, unloaded $75,000 of nock on the Arm of Harding, McCoy & Pratt. This was done bv reoreaeutntlons that the Com pany was in a nourishing condition, and Its cap ital unimpaired. Clark then agreed without the knowledge of the Board of Directors to acknowl edge a liability of the Company in favor of Fawcett, by wnlch tin? Oompanv ad mitted ha hod loaned it $50,000 of Us own stock and olso $48,000 of the notes of the South Chicago Land Building Company. This was done to make it appear that the Company owed Fawcett, instead of Fawcett the Comoany. Sev eral parties nave also begun suits against him to recover on these same notes, and he wants the prosecution of the suits stopped until a settle ment cun be made with the Company. ANOTHER. A few weeks ago Lochblbler made a voluntary assignment in Vermilion County, aud Fluid. Lelter & Co. claim to have the Ural lieu on all his property. The light this spring was to run in an Alderman who would lift up his voice for sowers, the ostensible oo- Jeet being the improvement of the public health, etc., hut the alleged object being the prospective rise in tbe value of that block, which was relied upon to follow thu introduction of “ more sew ers.” “Lone Jones” and Hcrsov’s man was Hayes, uml on the other side appeared Aid. Tasukbnu, Turkestan, Feb. 4.—Waiting for the arrival of (he Afghan Ambassadors, 1 can not, perhaps, make better usu of my time than bv giving you a description of this very curious Capital of Turkestan. To begin ut the begin ning, Toshkend is composed of two distinct parts, or, more properly speaking, of two towns, for a rather long Interval separates the two cen tres, called respectively New Toshkend and Old Tashkend, In deference to age, let mo speak of the latter first. After ascending o stairway In ruins—like nil the stairways without excep tion that are to he met with in Mussulman coun tries—one arrives at the top of the' central mosque—a very largo one—and beholds on every side a largo city rising ns In an amphi theatre. The city Is, therefore, of the form of a vast bowl, the mosque occupying the centre like a piece of sugar. All the buildings, which arc constructed of dried clay, arc gray in tint. With the exception of tho mosques, they arc composed merely of aground floor, without windows looking on Hie streets. One might walk all one’s life In tho streets of Old Tashkend without suspecting that there was such n thing as glass. The roofs nro flat, and are made of straw covered with earth, and cut with gutters bv the rains. These roofs seem to serve as a place of recreation, more especially for the hoys of the town, who meet here to launch (heir numerous square kites Into the air. This mass of small buildings pressed the one against the other as If they were strug gling to gain tho ascendant, serves to lodgo a population of 70,000 Inhabitants—Sarlhes, Klrgis, Hindoos, and Jews, of whom the Sunhes form the great majority. If, after satisfying yourself with the view which sur rounds the mosque, you descend into the streets, you will llml yourself In the very centre of the bazaar, tho llfo mid animation of which will at once remind you of the bazaar of Con stantinople. There arc to bo found tho shoe makers, the barbers, the cooks, and the iron workers; then the grocers, the butchers, the drapers, etc. A representative of every trWo is, In fact, to be found there. In the inldsb of the crowd are to bo remarked the Jews, who are to bo recognized by the curls which hang over their cars, and the Indians, who arc equally dis tinguishable by the red mark which they make on their foreheads, and the Irregularity of which gives It the appearance of a cicatrice. Among the purchasers, the Klrgts mid their wives nmv bo readily distinguished, Hie men by their rug ged faces, the women by their having their faces uncovered, while the Barthes conceal their feat ures by a veil of black horsehair. TOILET OF THE WOMEN. The toilet of thu Sarthe women Is very simple: bools without soles, the bodies of which are joined under tho foot by a seam; loose trousers, a long chemise, and u sort of robe do chain lire, with long sleeves, covering tho whole bodv. These garments are made of silk. Tho head Is covered with n couple of handkerchiefs, form ing a sort of turtmn, with lanro ends llowlii" on the shoulders. This is tho dress in tho house. When thu Sarthe woman goes out she dlstrulscs her face bv a long horsehair mask ami her fig ure by a feredge of grayish blue, rescmbllntr somewnat those linen or cotton stuffs with simll blue and while stripes which arc used by workpeople In Europe for their blouses or shirts. The fcredifo lias a peculiar shape, and In no degree resembles that which is w orn In Constantinople. The long collar Is replaced In it by two bands Joined on thu bead by a seam, and low down on the bacK by a sort of knot. The colors of this garment aro bright, without being too showy. Red. blue, und green are commonly employed for the chemise and the trousers. The robe do chambro alone has a striped or flow ered pattern, the latter reminding one some what of the effect obtained by passing a little hue through a fold of paper. There arc no buttons to bo bccc, the hand alone confining them like thu graceful block m&ntllla worn by Armenian women. LIFE OM THE STREET. These Sarthu women, whose faces one never sees, must be handsome, if we are to judge by the nascent beauties of the female culldrcu that are to be met with In the streets, the tallest always carrying the younger ones hi their arms, ami who are always, with a few excep tions, pretty. These executions are In most cases the result of small-pox, which causes such ravages here that I thought It prudent to have myself vaccinated,—an opera tion which was very well performed by a native practitioner who emne to my house with the vaccine. These little girls have beautiful black eves and luxuriant hair, which they divide In numerous small tresses. They are to be seen playing indiscriminately with the boys in the streets as In the low quarters of European and American cities, but this docs not prevent (hem when they meet foreigners from uniting up their nuns to conceal their faces from them. The ' male Sarlhu Is, generally speaking, of agreeable aspect. Ills features are regular ami usually aulmated by a smile, which would go to prove that the Uusslan domination does not press so heavily upon him. Front the richest to the poorest silk Is the stall used In his costume, and ha usually goes out on horseback. There fore the streets or Old Tashkent!, which are only from fifteen to twenty feet wide, are crowded with riders steering their wav through the Hies of camels and arhas,—high vehicles mounted on two immense wheels, separated by a spaco of ten feel. They lake care to leave the passage free fur the Uusslan vehicles, the Isvolehlks wnlch affect exaggeration In the inverse sense as regards the wheels and space between them, uml which, suspended onlv by leather springs, Jolt dreadfully In the ruts ot the streets of Old Tashkcnd. In addition to the contrasts of color presented by the ctaluges of the bazaar, the eve is attracted by tbc red and blue mosaics of the ornamented portions of the walls of tbu mosques, which, but for their straight lines, would convey the idea that the traveler was ap proaching China. Long streets lead from the bazaar of the old town to the new, at the gate of which Is estab lished a small native bazaar. and beyond which Is Now Tashkcnd, of which I shall now give you some account, MEW TASHKENT).
