THEANACONDA STANDARD. TUESDAY MOSanNO, DECBMBBa 1\ CARINGFOR ORPHANS Oieof the litters Before the County^Commissioners. WAIFSAT THE poor FARM TheyMav Be Sent to Minnesota to^Be Cared For by the Slstsrs ofCharity A New In^^stitute. Bum,Dec. IS.^The question about^the rare of neglected and orphan children^In this county ia again bothering the cotii-^miaeionera. The county ia now paying^for the cars of sis children at the orphans'^home and four at the poor farm. For the^former they pay Hti-ttf per month each',^and for those in the poor houac |10, whiqb^they conaidcr too high; bcaidca the or^^phan*' home will only accept actual or*^ph.m* or children w Hose purcnt* resign all^claims to them. Of the other claas of Korchildren there sr. many in the city,^l the poor house is not conaidarcd the^proper place lor them. Thecommissioner* to-day received a^proposition which they are considering and^it may offer a solution of the difficulty.^Sister Joseph, the mother superior of a^Catholic institution of charity and indus^^try in Minnesota, located near Little^Falls, appeared before the board this af^^ternoon ami offered to receive into tho^Institution all orphans, or children aban^^doned by their parents, clothe and feed^them, educate them and keep them for^any length of time under the age of In for^$b a mouth each. If they remain ill tho^institute until they are IK yeare of age,^they will be assured a good education.^The girls will lis taught home work, music,^art and other accomplishments, and the^boys will be instructed in farm work and^when they gruluate tho sisters will Mini^employment for them, anil the home will^be open to them again wlieu aick or out of^employment. In connection with the in^^stitute are work ahops and a farm of 340^acres, all being worked by tho Ixiys now at^the school. 'I hen- are now being cared^for IX children and the place has barely^started. Itscapacity is unlimited and additions^to the buildings are to he erected to ac^^commodate thousands if necessary The^boys farm i he la ud or work ill t lie shops^and go to the school, and the girls make^the boys clothing during their working^hours and both make article* for sale from^which a good revenue is derived. The in'^stitute ia in charge of IK sisters. Thefarm and institute are nl^ready self-supporting, snd Sister^Joseph said that in rase of abso^^lute necessity they would receive children^without compensation. There are a num^^ber of Indian children in the institute for^the keeping of whom the alatera rr-^ceive compensation Irom the government.^This ia tho proposition and details sub^^mitted to the coniuiissioner'a snd met^with their hearty approval, the only ques^^tion arising in their ininila being^ne us to^whether they had the puwertouppropriute^money for the keeping of children outside^the state, and ^ bet her they could send the^deserted children now on their Lands^without the consent of the children's^parents. (Insof the commissioner's suggested^that sines lbs parents bad tie so rind the^children all the county. hsd to dowas to tuko care of them In^the best snd most economic way.^and if the parents objected they might^light it out themselves. The question waa^Anally submitted to the county attorney,^who informed the commissiatsers that al^^though parents might desert their chil^^dren and cast them upon the streets, yet^tbry did not thereby lose their parental^rights over them, and he doubted whether^the commissioner* should assume the^power to send the children out of the state^without the parents' consent. In any^event, if tlie commissioners were to send^any of the children, they would lose all^control ami legal jurisdiction over them^as soon as they crossed the line into an^^other stale, and could neither enforce a^contract in regard to them or compel t heir^return to the state ^ ithoiit going to Min^^nesota itii'I commencing legal action. Thoattorney iiuicimI that the accept^^ance of Sister Joseph's proposition would^In' i he best |h^ssible thing for the chil^^dren, and the commissioner* aliotlt^reached the conclusion to send to the^school the actual 01 plums and as many of^the other children us could he with the^consent of their parents. tineof the children very recently left in^rhurge of the county is a girl iiIkiih X^^cur* of age. iiiuuid Howling, ibc manner^of whose desertion is IhiiIi snd ami inter^^esting. About a ^car nuo the girl was^Willi her mother in Idiglitml and the^father waa in Michigan, where he ex-^I ice ted to locate. He sent for his family^and told them when to start on iluir jour^^ney to America, lie lore the tunc ^ aine he^wrote to hi* wife again ami told^her not to come as he intended to return^home. She didn't get the second letter^snd started for America iilmtit the same^time that her husband started for Kng-^laud, and thc^ passed each other on the^way. When sin- arrived in Michigan and^learned of her husband's ileparl lire, she^came to Hullo w here she had friends mid^left her child with them, while she started^back to I upland to find her hu-liand. In^the meanwhile he hud lauded at his old^home, and learning that bis wile hud^started for America w ilh their child, ho at^once returned and again unknowingly^passed his wile on the way. Ii is^said that shea the woman reached^her home in bajsjaj and learned^that she hail again missed her^husband, her reason almost i, it her ami^she became very ill. Hy the next I tcaiua r^she received a letter from her husband in^which he is said to ha\c Inch very harsh^toward her, and her friends insist that it^hastened her death. When lie heard of^his wife's death he returned to Cugland^anil the child was left IhIiiiuI lor the^county to father. Amongthe callers on the commission^^ers to-ilny was Mrs. viliei'tina liinrin rger.^Who wan'od her tuxes i emit led. w inch was^rclused her, as tho commissioners have^vers- little rymputhy lor hap. She has^Im-cii iwkc divorced from and three limes^married to the mine man. iiml to-day^complained that he hail again left her^and that although ia poor health, she is^roniiiclled t.i support herself ami child^^ren hy taking in washing. She^is the mother of Mm- child nut and the aifs^of one of these convenient husbands who^pull up htuki-s and skip when the work of^aupportiflg their I.unities liecollles too^monotonous, and then show u| when the^deserted wife has mi.tMasfull) worked the^county, lti this case she wus not auc-^cesslul. The railroad affects are^said to ba exceedingly novel snd startling,^and many difficult and costly contri^^vance* will be employed in tbs prsssnta-^^ion. Theplay Itself Is too wall known snd toofirmly fixed in popular estimation to^require description or commendation at^this late day. It is admitted to be one of^tho ^ iron vest and most interesting dramas^now holding the American stage. Tbs^plot 'ii magnificently constructed, and^thrilling incidents of a highly dramatic^nature abound in the various acts. ManagerHrady brings with him a care^^fully chosen company, made up of the^best available talent, aveh actor and act^^ress having been selected with s|iecial^view to adaptability to the role to be sus^^tained. A capital and wonderfully well^balanced, all around performance mn^^therefore confidently he expected. Of^course ^After Dark^ will show aa it al^^ways does in any city^that is to tbs cs- .^pacify of the hollas. Intho famous concert hall scene will i^appear Mclutyrn and Heath, the oele-^hratcd negro minstrels, who last year^headed the great show of that name. ASlaUmaat From Mr. Connolly. I will state^briefly my conui etlon with the ease. Mr. Wlck-^Izer was accused of official extortion, and c ^m-^plalnt was made In my court agalust lilm.^The law of Montana requires me,^that If on examination of the testimony, I flud^there Isprobable cause to believe the defendant^guilty of the charge made against him in the^complaint or of any other criminal offense, to^commit hhn to Jail to appear at the following^term of the district court. Thedefendant was admitted tn hall and a^bond executed that I found upon examination^unsatisfactory, as some of the sureties were not^quahltsd to justify undsr the laws of Montana,^and aa the matter was not rectified, I committed^the defendant. Now I am willing to submit th^^written testimony In this cause to snv I iwyer of^n |.nl..lion in Montaii*. Pi say whether I had^probable cause to hrllcvn the defendant guilty^of compromising with felony, the charge for^which I held defendant to appear under, and^abide by his opinion. Iconfess It surprises me that a paper of the^Hi axiiarh * established reputation should puis.^Ibh an article reflecting to seriously nn an otn.^err's character, without at first aeqsalntsjig^Ii self with the facts It seen* to he an ungeu-^eroutadvautago taken of so Individual v.
