THEANACONDA STANDARD, TUESDAY MORNING, JULY 9. 1895. 7 QREATpALLS TheGreat Kails Office of The Stasdabd U^at i^7 Central Avenue, on* dour West o( M'est-^^rn lalon Telajraph Ofllce. NOSPANKING CLAUSE IN IT ACascade County Representative^Declares the Oversight Will Ne^^cessitate an Extra Session^of the Legislature. OreatKails. July S^Those who. for^the past week, have been attentively^studying the new codes, have discov^^ered an omission which threatens the^peace and safety of cltliens of both^^taw, In Cascade county particularly,^frio serious Is It. so dangerous the situa^^tion, that a representative of Cascade^ci.unty In the legislature, when Inter^^viewed to-day by a Standard reporter,^declared that the omission would work^more harm than the antl-gambllng law^would be good. ^Why, sir,^ he said,^^that omlslson alone necessitates an^extra session of the legislature. If uu^extra session Is called I will introduce^a bill to supply the omission, and I am^confident that my measure will have^the united support of the bench and^lar of the state, and of the public it^large. Not mere, sentiment will prompt^me to support such a measure^not^simply the recollections of the days of^my childhood^but motives of the high^^est patriotism and consideration of gen^^erations yet unborn. Theremust be authority in law for^commensurate punishment of promis^^cuous spanking. The common law,^cc ntalned In 8,000 volumes, containing^1,000,000 decisions and covering a period^of over 1,000 years, provides no penalty^for spanking. Yet an epidemic of^Kpanklng is sweeping over this state.^It started In Cascade county, and I^pi rcelve, by yesterday's Standard, that^the frightful visitation Is upon the^aborigines In Missoula county. So In^^sidious is Its advance that its presence^Is not suspected until revealed beneath^the search-light of cross-examina^^tion. Turnto the testimony In the case of^Donahue vs. Spencer, recently tried in^c lre.it Falls. 'No man Is safe,' declared^a prominent citizen after he had list^^ened to the evidence In that case. 'The^plantlff did not try to spank me^she^spanked me,' was the testimony of the^defendant. And that suggests to mo^that I should Incorporate In my bill a^section defining an attempt to spank,^and fixing a penalty therefor. Oofurther; behold the facts In the^Casey-Brady case, now exciting the ln-^t(uest of the people of this city. A^threat to spank Is alleged to have^caused that difficulty. And so my bill^must provide a penalty for threatening^tc spank. Perhajw the person threaten^^ing to spank should be placed under^bonds to keep the peace, and preserve^Inviolate the dignity of the state of^Montana. Whatwill the people of the East^think of us^ They court martlaled^Colonel Itaker for shooting the Indian^and, even at this late. date. In the very^shadow of Fort Missoula, an Indian has^been spanked. We of Montana are^retrogressing and the legislature must^take a firm stand, If the reputation of^the state Is to be preserved. ThereIs not a moment to lose; the^enemy Is at our bedsides: he defies^our Jailers; he causes unseemly mer^^riment In our courts: he makes rl-^dicuolus what our children have be^n^taught to regard with awe: familiari^^ty breeds contempt, and Art Young's^^Hell Up to Date^ Is robbed of half^the terror Inspired by Its electric^speaking machine. Consequently, I^expect the unwavering support of the^^evangelical' churches. GovernorRlckards Is a Methodist,^and he must perceive the danger. Let^liim call an extra session^ 15 per day.^for 60 days, and perquisites for each^legislator. My name may not go ring^^ing down the halls of fame, but I^will at least have the satisfaction of^knowing that well and faithfully hav I^I served my state^yea, that I have es^^tablished a fundamental principle of^law. Theoccasion Is auspicious. I call^upon a greater statesman to speak for^me. Let me paraphrase his words. I^have said enough, and more than^enough, to manifest the spirit in which^1 acept the bill now committed to my^charge. It Is the national safeguard,^pure and simple, dearer to all hearts^at this moment as I propose it for pub^^lic favor, and see no other sign of hope^of subduing the epidemic of spanking^which rolls over our state, save that^which Is provided in its own salutary^enactments^dearer, a thosand-fold^dearer to us all than It ever was be^^fore, while free from the plague of^spanking and secure In the Ignorance^of corporal punishment. It will speak^for Kself far more eloquently than I^can speak for It. BeholdIt! Listen to it! Ovary line^has a tongue: every word is articu^^late; there will be no speech nor lan^^guage where its penalties are not pre^^scribed. There is magic in the web of^It. It has protection for every person^threatened with a spanking. It has a^definition for every doubt concerning^spanking, spanker or spankee. It has^a word of good cheer for all over^^whelmed by the gloom of having been^spanked or by the despondency caused^by a threatened spanking. BeholdIt! Listen to It! It speaks^of past and future struggles to pre^^vent a spanking. It speaks of victories^and sometimes of reverses, now for^the spanker, now for the spankee. It^speaks against horsewhip or hand be^^ing applied to the living or to UbOOO^unborn; and of him, the first and^greatest of them all, Knlppenberg,^around whose humble home this un^^natural and abhorrnt epidemic, let us^hope, has never raged. But before all^and above all other codes and laws^^whether the civil code, the penal code,^or the statute of limitations^its pen^^alties are ever protective of peace and^happiness of the spanker and the^spankee. OreatFalls, July S ^The wool market^opened lively here this morning. A^feature of the market for the pHst two^days has been a bitter rate war be^^tween representatives of rival railroads^from St. Paul east. Rates for freight^on wool, unprecedented In Montana,^are being quoted, and charges are pre^^ferred that agents are violating the^schedule agreed upon by different gen^^eral freight agents. This does not con^^cern the growers, who are rejolnclng^In the advantages of the low rates. Londonadvices to-day caused th^^wool growers to anticipate a material^advanc e to-morrow, and the buyers re^^luctantly admit that the trend of the^Oreat Falls market must continue up^^ward. Heavy rains to-day prevented^heavy receipts, but much wool from^the north is near the city and the^Judith wool has begun to move^hither. ColJ. H. July R^The women's^guild and the vestry of the Kpiscopal^church are wrestling with the problem^how to build a rec tory. All parishion^^ers would like to have a rOOtOfy, at^some time, but lhere is a diversity 4^opinion concerning the advisability of^immediately erecting it. Thewomen's guild has raised about^11.000, with the Intention ti applying it^to the 1 recti hi 01 a ifw chinch in the^near future. Some now propose thai^the guild shall borrow about $2,000 from^a wealthy member of the church, add^tills to the sum they now have, and^build a rectory on a site to lie gr.iin I^them by the vestry for a term of years,^free from rent The rOOtOT shall oc^^cupy the rectory and pay rent. When^I the rent he has paid shall amount to^the principal sum with Interest at 7^per cent per annum, the rectory shall^be his. to live In. to move lo another^site, or to sell to the church. If the.^rector shall refuse to longer o^cupy^the rectory, before the tent he has ps\!d^shall amount to the principal, with in^^terest, he shall dispose of the rectory^at a prices not less than the cost, w hit li^he shall return to the guild Someof the members of^favor this plan, but others^the guild's contracting any^ness. Anotherplan proposed Is fo^to donate their money to the church^and let the church borrow enough to^build a rectory, which shall ho tho^property of the rector, to bo occupied^by him rent free, the rec tor's salary to^be reduced In proportion. objectionIs made to this plan tha:^It Is unjust to those women who.
