Meantime^Judge Race has reduced the ball bond^from $5,000 to $1,000, and Dunn secured^Tat Hughes and J. H. Reckards as^bondsmen and has been released from^custody. LieutenantRyan, with an escort of^10 men from the Tenth cavalry from^Fort AsslnTbolne, arrived In town last^evening, and the soldiers are en^^camped on the river bank. Messrs.^Hayward and Frost of St. Louis, are^with the party, and they are engaged^In taking topographical notes. The de^^tachment left Assinibolne 10 days ago,^and have covered nearly 300 miles since^that time, coming to the Falls by way^of the Belt river country. On Monday^the party will again start out going as^far west as the main range, and thence^returning to Fort Assinibolne. Threetroops of the Tenth cavalry^under command of Major Woodward,^will reach Great Falls in the morning^and probably encamp for a day or^two. The troops are en route to Fort^Shaw, where they will remain several^days drilling and then return to Fort^Assinibolne. The trip Is made in or^^der to keep the soldiers In marching^condition and to allow the dust of the^Fort to be swept from their uniforms^by the oronlc zephyrs that float over^the plains of Northern Montana. MaySome of the Whites Will Pay for^Dead Bannocks, Washington,Aug. 17.^In spite of the^reports to the contrary, It may be de^^finitely stated that the Indian- bureau^as yet has taken no steps whatever^looking to the punishment of Jackson^Hole settlers for killing Bannock In^^dians. The bureau has sent no com^^munication on the subject to the de^^partment of Justice. It is probable,^however, steps will be taken to bring^those engaged In the killing to Justice.^The delay has been caused by the fact^that no law Is known under which the^United States courts could take cogni^^zance of the matter, and the further^fact that It Is practically Impossible to^secure a conviction in Wyoming state^courts, owing to the strong feeling^against the Indians. To-day,however, it was discovered^that the treaty of July 3, 1S6S, between^the United States, Bannock and Shu-^shone Indians, contains this provision:^^If bad men among the whites or^among other people subject to the au^^thorities of the United States shall^commit any wrong upon the persons^or property of the Indians, the United^States will, upon proof made to the^agent and forwarded to the commis^^sioner of Indian affairs at Washing^^ton, city, proceed at once to cause the^offenders to be arrested and punished^according to the laws of the United^States, and also reimburse) the Injured^persons for the loss sustained. Whilethe bureau has not yet de^^cided upon a course of action, it is^probable arrests will be made by Unit^^ed Statos marshals under the provi^^sions of the treaty. The persons ar^^rested can then sue for writs of ha^^beas corpus, thus bringing the Inva^^lidity of the treaty and the whole stat^^us of the Indians Into court. Aug. 17.^Sheriff Dwyer '^needs additional room at the county I^Jail and needs It badly, too. The i --^ent condition of affairs at that Institu^^tion is simply damnable. On former^occasions the Standard has called at^^tention to the conditions existing at the^Jail, and this morning the Tribune^takes up the subject and discusses it^as follows: 'Thenew codes make it obligatory on^the sheriff to keep different classes of j^prisoners aiurt. A Tribune reporter^yesterday pail a visit to the county^Jail to see how the provisions of MM^law were carried out. Everything about^the Jail was neat and clean, but there^was no attempt on the part of the j^sheriff to separate the male prisoners. '^young boys being herded with the most^vicious classes and furnished every op- !^portunlty to take lessons from past j^masters In the practice of crime. The^Hon Is impossible. The accommodation ,^tlon Is Impossible. The aocommoda- '^tllons for female prisoners Is a disgrace^to Cascade county. There Is just MM^female cell, (x7 feet in dimensions. 1^without any possible means of heating^It, and without any ventilation what^^ever. ItIs little less than a crime to com^^pel any woman to occupy It. There are^23 prisoners In the Jail and three are^women. One of them Is sick with a^loathsome disease, one is crazy and the^other is a young girl. The Insane wom^^an Is confined at night In the cell here^^tofore described, and the other two are^locked up In a room belonging to the^Jailer's apartments up stairs. It Is an^ordinary room with an ordinary door^lock, and as the sick woman requires^constant attention, the Jailer makes his^bed on the floor Just outside the door,^to watch over the two prisoners. The^arrangement of the Jail Is all wrong,^and the county commissioners should^at once see that some adequate and de^^cent provision Is made for females who^are condemnt'd to expiate their misfor^^tune or fault under the ward of the^county at Its Jail.
