Water board opposes
Knowles dam proposal
The Montana Water Conser
vation Board urged on Friday
June 22 in Billings, that Mon
tana establish it’s rights to the
use of it’s water by develop
ment of projects that would ir
rigate land in the state.
In a resolution adopted in
Billings, the board pointed to
it’s 29-year record of establish
ing 181 Montana projects which
store 438,017 acre-feet of water
and divert 260,563 acre-feet
from streams to furnish a full
supply of supplemental water
to 405,582 acres.
The Board took a strong stand
against Federal projects that
would divert water from poten
tial irrigation projects in Mon
tana or adversly affect existing
irrigation projects.
The proposed Federal Know
les prroject in western Mon
tana wa s singled out as an ex
ample of such a development.
The Board said Knowles would
inundate 51,554 acres of Mon
tana land including 9,000 acres
that were brought under irriga
tion at “great expense.”
Furthermore, the board said
Knowles “does not propose to
irrigate any additional Montana
land.”
The proposed Federal Dam
would prevent or hamper future
development of irrigation pro
jects due to prior claim on up
stream water under the Bureau
of Reclamation concept as enun
ciated in connection with the

Canyon Ferry project, the Board
said. In that case the Bureau
claimed all of the unappropri
ated water upstream because,
it built Cannyon Ferry Dam and

The Board supports develop
ment of projects by private,
state and federal groups and
agencies that “will create addi
tional irrigated acres or fur
nish supplemental water to ex
isting irrigated acres in order to
utilize Montana water in Mon
tana to establish Montana’s
right to use of it’s water.”
