Tolbert, republican national committee man for South Carolina, as a United States marshal in that state, President Harding is plac ing himself in the attitude of giving an important federal office to a man whom the state constitu tion and statutes declare to be civilly dead. Tolbert’s nomina tion is again before the judiciary committee of the senate after having failed to get approval in the last regular session, and in the special session which closed Decembers. Meanwhile Tolbert holds the position and draws the salary bv virtue of a recess ap pointment Under the ccnstitution and statutes of South Carolina a per son convicted of “larcency after trust” loses his citizenship and becomes legally incapable of mak ing a valid oath. Tolbert was convicted in 1894 of embezzling funds from a Sout Carolina post office. The news dispatches contain a report that a man 98 years of age finds his eyesight coming back to him for the second time. Well, the old gent has missed a heap these past few years, and we re gret for his sake that skirts are again back down to the shoetops. Deaths in Wreck Reach 14 Houston, Texas. —The death of four more persons has brought the toll of the Southern Pacific wreck at Humble, 17 miles from here, to 14. All were scalded by escaping steam. Only one of the last four who died Is known to have been a white man, but others have not been identified. Reintroduces Bonus Washington.—Declaring that a bonus to soldiers was as justifiable ns a “bonus to the ship operators,” Senator Simmons, Democrat, North Carolina, reintroduced the soldier bonus oill vetoed by President Harding in an amendment to the administration ship ping bill. Farmer Subsidy as Amendment Washington.—A subsidy for Ameri can producers, industrial and agricul tural, was proposed by Senator Brook hart, Republican, lowa, as an amend ment to the administration shipping bill. Germany Near New Collapse. London. —Germany Is very near to complete collapse, Prime Minister Bo nar Law told the house of commons recently. He declared that this was the only information he could give the house on the subject of reparation*. HARDING PLEA TO AID TRADE WINS 208 TO 18* Washington. — The administration ship subsidy bill, to extend government aid to American shipping, was passed by the house. The vote on final pas sage was 208 to 184, with two voting present. The house eliminated from the bill the Edmonds amendment relating to the sale of liquor on American ships, thereby striking out of the measure all reference to liquor-carrying or selling. A Democratic motion to recommit the bill was defeated 215 to 172, after which the house began a roll call vote on the bill's passage. Immediately after passage of the bill by the house, Chairman Jones of the senate commerce committee called a meeting of his committee to be held In the near future to begin its consider ation, and expressed the belief that little time would be needed by the committee with prospects of a speedy oresentatlon of the bill to the senate. Approximately 70 Republicans voted against the bill and four Democrats voted for It. Mexicali Ousts Drug Addicts Calpxlco, Cal.—Mexicali, Lower Cali fornia, just across the International line from here, has begun deporting American drug addicts as undesirable citizens, In accord with announced in tention of Mexican authorities to rid their soil of foreigners in the grip of the narcotic habit. Justice Pitney Resigns Post Washington.—Associate Justice Pit ney of the supreme court recently sent hfs resignation to President Harding to take effect January 1. Exports High In November Washington.—American exports in November reached the highest point In the year, according to official overseas trade statistics recently made public by the department of commerce, showing export business totaling $393,000,000. New Jap Envoy O. K. Tokio. —The Japanese foreign office has received word from Washington through the American embassy here that Massanao Harihara, recently ap pointed ambassador to the U.
