A graduate of Maryland Agricultural college in mechanical en gineering, he later studied law at Mary land university in DBaltimore and was admitted to the bar in 1913, After a few trips to the _Maryla.nd legislative houses at Apnapolis, he journeyed two score miles farther to eoter Congress in 1923, achieving sena'orial rank three years later. From a private serving on the Mexican border in 1916, he rose to be a lieutenant colonel in the World war. He emerged from the fray with a .S. M. pinned on bis breast.
